Box 88314 Seattle, Washington 98188 Attention: Mr. Bruce McCann Gentlemen: Consultation Regarding Surcharging Proposed Project 380 Warehouse Southcenter South Industrial Park Tukwila, Washington Introduction This letter presents the results of our consultation regarding surcharge fill and foundation construction requirements for your proposed Project 380 warehouse. The information provided in this letter has been derived from the results of previous investigation at and in the immediate vicinity of this building site. We understand that the Project 380 warehouse will be about 620 feet long and will vary from 200 to 260 feet in width. The long axis of the building will be parallel to Olympic Avenue South. The west wall will be adjacent to the planned rail spur. The south wall of the Project 380 building will be about 220 feet north of the Project 310 building. We understand that the Project 380 warehouse is designed for a maximum floor load of 250 pounds per square foot (psf) and a dock high floor at about Elevation 25.67 feet (the same as the Project 310 building). Also, about one -half of the building will have a mezzanine with a design floor load of 150 pounds per square foot. Interior column spacings will be in the range of 20 to 24 feet by 48 to 50 feet.. Maximum design loads for interior columns are expected to be on the order of 150 kips. IED/1 V.r1 J & CL i CCO CP E McCann Construction Company, Inc. August 24, 1977 Page 2 Conclusions and Recommendations Even though the planned floor grade and floor loads are lower for the planned Project 380 building than for the building previously considered for this site, we recommend that a surcharge program be utilized to reduce postconstruction building settlement. We estimate that post - construction floor slab settlement due to placement of structural fill and design floor load would be about 2 inches if surcharging is not performed. Differential floor settlement could be greater than 1 inch depending on load distribution. We recommend that 2 feet of surcharge fill (fill above planned floor grade) be placed over the entire building area and extend at least 5 feet beyond the building lines. Based on our analyses and the recent settlement monitoring experience at the adjacent Project 310 building site, we estimate that the surcharge should remain in place for a minimum of 2 weeks and preferably 3 weeks. In order to minimize the amount of excess fill required, a "rolling" surcharge could be used if your construction schedule would accommodate it. The building area could be surcharged in thirds or halves for the required time and then the fill would be shifted to the next section. We recommend that several settlement markers be placed within the building area, surveyed, and the settlement data reviewed as was accomplished on your. Project 310. With utilization of this surcharge program, we estimate that postconstruction differential settlement of the floor slab would be less than 1/2 inch, provided of course that actual floor loads do not exceed 250 pounds per square foot. We recommend that footings for interior columns he founded_ in_the__compacted structural fill and be _ at..,leas t l inches below the lowest adjacent_..fi.ni,shed grade;— Interior footings so founded may be designed using a soil bearing pressure of 2,500 pounds.per square foot. A one -third increase in this value may be utilized when wind or seismic forces are considered. Columns in the mezzanine area supporting loads on the order of 150 kips are expected to settle about 1 inch. Most of this column settlement will occur rapidly as the load is applied and is in addition to the areal settlement due, to fill and floor loads. The interior building columns should be structurally separated from the floor slab, as is your usual practice, to reduce local stresses and settlement of the floor slab near column locations. Mr. Keith Maehlum, Architect, explained the exterior treatment will be painted concrete, aluminum store front; architectural screening of roof- mounted equipment will be provided; and revision required as a result of Shoreline Program should be no problem since an excess of parking is provided. Mr. Ed Hunt, McCann Construction Company, noted the property line on the site plan indicates the inside top edge of dike. Thus, there should be no problem in con - forming to the Shoreline Program'. Also noted the curb cut revisions recommended by staff would be an improvement to the site plan. Upon inquiry from the Commis- sion, P•ir. Hunt assured the Commission no retail activities would occur. Development Plans: Benaroya Office Building Mr. Crutchfield read the staff report explaining the location and nature of the proposal. Noted the staff recommendation to table action on this item until the regular May meeting to allow completion of environmental review. Mr. Robert Fehnel, Benaroya Company, stated the applicant feels the criteria of Section 18.60.035 are met and requested approval of the Planning Commission. Explained contractual obligation to the Boeing Company to have the building com- pleted by December of 1978. The delay recommended by staff will seriously inhibit the Benaroya Company's ability to meet that deadline. Mr. Chet Lindsey, Architect, noted the exterior of the building will include brick and solar bronze glass. Stated this will be highly compatible with the development in the area. Also explained the hillside to the rear of the project is higher than the building, thus it will not be adversely affected by shadows. Chairman Kirsop recalled the cutting of the hillside behind Carriage House. Mr. Jack Benaroya, proponent, assured the Commission the hillside behind this project would not be touched. Mr. Ken Long, Benaroya Company, stated the project conforms to the Comprehensive Plan; building set back to eliminate problem to adjacent uses, set into hillside which provides excellent backdrop as well as a view for office building occupants. Noted ownership of adjacent parcels, any shadows will fall on Benaroya property. Landscape theme established at existing and surrounding developments will be con- tinued in this project. Mr. Benaroya stated the proposed office building is the highest and best use for the ten acres of land affected. Chairman Kirsop asked if any on -site eating facilities will be included. Explained contractual obligation to the Boeing Company to have the building com- pleted by December of 1978.
