McCurdy (7) Chairman, Tukwila Planning Commissioi The Architectural Control. Committee convened this date at a meeting at the Sheraton Renton Inn, Renton, Washington. The meeting was called to order at 8:00 a.m. by Committee Chairman Charles O. Baker. Those in attendance were: A.C.C. Members Mr. C. O. Baker Mr. L. E. Hall Mr. R. G. Keever Mr. R. T. Davidson Mr. Leo Sowinski (for Mr. Kirsop) Also in attendance were: George Schroeter - Shasta Beverage Frank T. Schultz - Boeing Greg Hume - Koll Business Center Faith Stein - Prudential Gary Crutchfield - Tukwila Planning Royce A. Berg - L. P. N. Bob Welts - Lance Mueller & Associates George Osborne - Elling Halvorson, Inc. The following matters were discussed: 1. Prudential - Multi- tenant Building Plans for signs - Tenant, Free Standing and Building - were presented by Mr. Robert Wells. The plans were essentially the same as those plans presented to the A.C.C. in the April 18, 1978, meeting. Mr. Wells presented a collage of the colors proposed for the exterior of the buildings. Mr. Hall noted that the plans submitted included the name "Andover East Business Park ", and that they might have some problems with a conflict of names. The "A" and "B" building designation letters will fall within acceptable size limitations. Mr. Welts stated that tenants would have the option of selecting colors and style of letter- ing for their signs. Mr. Hall stated that he foresaw problems by allowing the tenants to have this type of option. A.C.C. Meeting May 16, 1978 Page 2. Mr. Keever said that he would take the same stand regarding tenant signs that he had taken at the April 18, 1978 meeting. He had stated that he would not vote for any tenant signs that were•not uniform in color, size and style of lettering. Mr. Crutchfield noted that the existing Tukwila sign code does not encompass colors. Mr. Welts stated that the free- standing sign would be adjacent to the south driveway and set back 15 feet; it would be a wooden sign with individual cutout letters. The sign would be non - illuminated and set upon a small berm. Mr. Hall noted that he foresaw a problem arising out of the location of the free standing sign. The proposed location of the sign is near a congested corner and would cause a blind spot for vehicles leaving the Prudential parking lot. Mr. Hall requested that Prudential provide the A.C.C. with an acceptable signing concept. The concept should include location, style and colors of signs. Mr. Hall then moved that Prudential's proposal for signs be denied and that they come back with a revised proposal. Mr. Keever seconded the motion and it passed unanimously. Mr. Keever moved that the A.C.C. accept the collage for the building color scheme. Motion seconded by Mr. Davidson and passed unanimously. Mr. Wells was asked by the A.C.C. to deliver a copy of the collage to William K. Arthur. 2. Shasta Beverage Company - a. Letter of Commitment for relocation or removal of the sugar and propane tanks - Mr. Baker read Shasta's letter of commitment to the A.C.C. Mr. Keever moved to accept the subject letter. Mr. Davidson seconded the motion and it passed unanimously. b. Landscaping plans and underground water sprinkling system. Mr. George Osborne of the Elling Halvorson Company submitted revised landscaping and water sprinkling plans in accordance with Mr. McCurdy's motion of April 18, 1978. Mr. Crutchfield noted that the river rock in Shasta's existing landscaping must be covered. Mr. Hall moved to approve Shasta's plans. Seconded by Mr. Keever and it passed unanimously. 3. Boeing Engineering and Construction - Free standing sign plans. Boeing's plans were submitted by Mr. George Schultz who requested approval for the existing sign. The sign is located in existing landscaping. Boeing occupies the premises formerly occupied by Ingersoll Rand. Mr. Keever moved that the plans for the sign be accepted. Motion seconded by Mr. Davidson and passed unanimously. A.C.C. Meeting. May 16, 1978 Page 3. 4. Ko11.Company Business Center - Phase III Mr. Royce Berg presented a conceptual plan for seven concrete tilt -up buildings to be located near the inter- section of Industry Drive and Minkler Boulevard. These buildings would be within existing height limitations and would have roof - mounted, screened air conditioning equip- ment. Mr. Berg noted that the planned construction was . still in the "plot plan" stage and that they would be looking for approval of their plans at the next A.C.C. meeting.. Mr. Crutchfield stated that on- street parking restrictions applicable to public streets are also applicable to private streets. Additionally, curb cuts must be located at least 40 feet from a corner. Mr. Keever moved that Koll re- submit their plans to the A.C.C. and that they: (1) Consult the Tukwila Planning Department regarding the 12 -foot setback indicated on the Koll plans; (2) The sign and landscaping plans be refined; (3) A detailed parking plan be provided, and (4) Definite location of the curb cuts be shown on the plans. Motion seconded by Mr. Davidson and it passed unanimously. It was noted that Mr. Crutchfield has accepted.a new position with the City of Pasco, Washington. Mr. Keever moved that Mr. Baker give Mr. Crutchfield a letter of commendation for the service he has procided to the A.C.C. Motion seconded by Mr. Davidson and passed unanimously. Per UFC Sec. 10.104(b), "All doors in or lead- ing to exits shall be maintained openable from the inside without the use of a key or any special knowledge or effort at all times when the building or area served thereby is occupied." 2. Per UFC Sec. 10.113, "At every required exit doorway, and wherever otherwise required to clearly indicate the direction of egress, an exit sign with letters at least 6 inches high and readily distinguishable shall be maintained." 3, Fire extinguisher type, quantity and placement shall be per NFPA #10. Although not required by Code, it is STRONGLY suggested that an automatic fire - sprinkler system be provided. 5, Fire hydrants are required as detailed in City Ordinance #729. 6. Protective guard posts or curbs are required around all gas meters, electrical vaults, sprinkler valves and hydrants. Please include these comments in your review of the above mentioned project.
