In reviewing the above mentioned project plans, please
note the following items:
1. Per UFC Sec. 10.113, "At every required
exit doorway, and wherever otherwise required
to clearly indicate the direction of egress,
an exit sign with letters at least 6 inches
high and readily distinguishable shall be
maintained."
2, Per UFC Sec. 10.104(b), "All doors in or
leading to exits shall be maintained open
able from the inside without the use of a key
or any special knowledge or effort at all .
times when the building or area served thereby
is occupied."
3, A roof access hatch and ladder shall be
provided from the inside of the building.
4,. An approved, supervised smoke- detection system
is required per City Ordinance #1061. An
approved automatic sprinkler system may be
installed in lieu of a smoke detection system.
5. Areas shown in green on the Plot Plan shall be
designated as "FIRE LANE - NO PARKING" and
shall be posted as such per Ordinance #757.
6, Extinguisher terminology shown on the prints
is incorrect. Units specified as "2Lb -A" should
be "22 gallon pressurized water ". Likewise units
specified as "2Lb. ABC" should be "2A 10 B:C.

Ordinance No. 757
AN ORDINANCE ESTABLISHING MINIMUM REQUIREMENTS FOR
HARD-SURFACED "FIRE LANES" . TO PROVIDE ACCESS FOR
FIRE DEPARTMENT APPARATUS AROUND CERTAIN OCCUPANCIES.
THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. FIRE LANES REQUIRED. When required by the
Bureau of Fire Prevention, hard-surfaced driving lanes
shall be provided around facilities which by their size,
location, design or contents warrant access which exceeds
that normally provided by the proximity of city streets.
(a) Lanes shall provide a minimum, unobstructed
continuous width and height of 12 feet.
(b) Lanes shall be identified by a 4 -inch wide line
and block letters 2 feet high, painted in the
lane, at 50 -foot intervals stating "FIRE LANE -
NO PARKING," color to be bright yellow, or by
the posting of signs stating "FIRE LANE - NO
PARKING." Signs shall be posted on or immediately
next to the curb line, or on the building.
Signs shall be 12" x 18" and shall have letters
and background of contrasting colors, readily
readable from at least a 50- distance. Signs
shall be spaced not further than 50 feet apart
nor shall they be more than 4 feet from the
ground.
(c) Lanes shall be kept clear at all times. Failure
to do so shall constitute a misdemeanor and,
upon conviction, shall result in a fine of not
more than $100.00 or by imprisonment for not
more than 30 days, or by both such fine and
imprisonment.
(d) Fire lanes shall be either asphalt or reinforced
concrete, 4 inches thick, minimum, or when
specifically authorized by the Bureau of Fire
Prevention, compacted crushed rock may be used.
(e) Where fire lanes connect to city streets or
parking lots, adequate clearances and turning
radii shall be provided. All proposed plans
must have Fire Department approval.

Section 2. FIRE LANES AS PART OF DRIVEWAYS AND /OR
PARKING AREAS.
(a) The Bureau of Fire Prevention may require that
areas specified for use as driveways or private
thoroughfares shall not be used for parking.
These areas, when specified, shall be marked or
identified by one of the two means detailed in
Section 1(b) of this Ordinance.
Section 3. EXISTING BUILDINGS.
(a) When, by his judgment, the Chief of the Bureau.'
of Fire Prevention determines that ,.a hazard
due to inaccessibility of fire apparatus exists
around existing buildings, he may require fire
lanes to be constructed and maintained as de-
tailed in Sections 1 and 2 of this Ordinance.
Section 4. DATE OF EFFECT. This Ordinance shall take
effect and be in force from and after its approval as
required by law.

SUBJECT: SEPA REVIEW /SITE PLAN /OFFICE BUILDING /6100 SOUTHCENTER BOULEVARD
I have reviewed the site plan and the SEPA checklist on the office building
proposed by 60 -61 Southcenter_Association on the northwest corner of the
intersection of- Southcenter Boulevard and 62nd Avenue and have found several
major problems. First, the proposed site plan includes property which does
not belong to the applicant. Parking is projected on property which belongs
to the State of Washington. The State is processing the transfer of owner-
ship of the property along Southcenter Boulevard to the City of Tukwila. The
City in turn Ile lease the property to the developer.
Second, a portion of the parking is accessed only by going through the base-
ment parking of the first building. This is totally unacceptable.because
the buildings could be sold separately.
Therefore, I would recommend that the application be returned until the
property has been legally transferred then have the applicant reapply with
a copy of the lease attached. This is necessary because a Threshold Deter-
mination under SEPA must be made prior to October 19th by the City of Tukwila.

SUBJ T: 6100 SOUTHCENTER BOULEVARD OFFICE BUILDING
Mr. Don Holbrook has submitted new plans showing the redeisgn of
the above referenced project to comply with the 2' story require-
ment. I recommend that the Stop Work Order be removed from the
site. The specific plans for grading and landscaping on City
property still has to be worked out; however, I would recommend
that a berm be placed along Southcenter Boulevard to create site
screening of the automobile parking.

Dear Mr. Holbrook:
It has come to our attention that in the review of the development plans
and subsequent issuance of a building permit for the 6100 Southcenter
Boulevard Office Building, that a error was made regarding the height.
Tukwila Municipal Code 18.28.030 limits the height in the C -1 district
to two and one -half stories and thirty -five feet.
A stop work order was placed on the building, because the building plans
show three stories and 36 feet in height. Either one floor must be removed
or the first floor must be changed into a basement.
