SUBJECT: Report for October 21, 2013 Regular Council Meeting

The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. Please let me know if you have
any questions or need additional information about any of the following items.
I. Intergovernmental
• Soundside Alliance Executive Committee Meetinq: Councilmember Hougardy and
Economic Development staff attended the Soundside Alliance executive committee
meeting. State Senator Hasagawa described his proposal to create a State owned bank
to generate revenue for the State and encourage economic development. The Alliance
did not take a position on the proposal.
• Renton Technical Colleqe Advisory Board: Economic development staff attended the
quarterly meeting of the Renton Technical College Advisory Board.
• Community Schools Collaboration: A small group of representatives from the School
District, CSC, and City have been meeting to discuss the details of financial shortfalls
being experienced by Community Schools Collaboration and discussing creative ways to
address the issues in order to ensure continued and efficient program functioning.
11. Community Events
• Bow Lake Transfer Station Ribbon Cuttinq: The Mayor, several Councilmembers and
staff joined King County officials to celebrate the grand opening of the new Bow Lake
Recycling and Transfer Station. The Transfer Station handles one -third of the solid
waste disposed in King County's solid waste system.
• Southwest Kinq County Chamber of Commerce: Economic Development staff
presented at the Chamber's monthly lunch on upcoming developments in Tukwila.
Economic development staff from other cities in the Soundside Alliance also presented.
• Raisbeck Aviation Hiqh School Grand Openinq: The Mayor, several Councilmembers
and staff attended the Grand Opening Celebration of Aviation High School. Governor
Inslee and King County Executive Dow Constantine were also in attendance.
• The Great Washinqton ShakeOut: On October 17, 2013, at 10:17 a.m. the City
participated in a state -wide earthquake drill known as The Great ShakeOut.
• Community Meetinq: Staff participated in a community meeting for the residents of
Rainbow Trailer Haven. Information was shared about development opportunities along
Tukwila International Boulevard and further implementation of the Strategic Plan and
progress on 2013 priority areas. A discussion was led regarding the City's efforts to
update the Comprehensive Plan and participants were asked to provide feedback on
questions related to housing needs.

III. Staff Updates
Public Safety
• Chronic Nuisance Properties: Letters were sent this week to the owners of both the
Riverside Residences and the Jet Inn declaring them to be Chronic Nuisance Properties.
The owners are required to contact the police department within two weeks to set up an
appointment to discuss corrective actions.
Project Updates
• Refugee Employment Summit: Staff attended a Refugee Employment Summit
sponsored by the Kent Cultural Diversity Initiative Group. The Summit brought service
providers, city staff, and regional employers together to learn about different ways to
utilize partnerships with employment programs to find employees as well as a range of
other topics.
• Washington State Office of Public Defense Grant: The City applied for and was
awarded $25,629.00 in City Grant funds from the Washington State Office of Public
Defense for improvements to public defense services in 2014. Grant funds will be
disbursed by the State in mid - December and will be utilized for investigative and expert
services, interpreter services and increased compensation to cover training and
administrative costs as mandated by the recently adopted Standards for Indigent
Defense.
• Tukwila Village: Parking decisions were issued for the Tukwila Library and Tukwila
Village; the decisions approved: a parking standard and covenant (off -site parking) for
the library; a parking standard for live work units, a 10 % complimentary allowance, and
shared parking among 5 of the 6 proposed new lots for project. The design review public
hearings for both projects have been rescheduled for the November 14th Board of
Architectural Review meeting.
• SCL Restoration Project: DCD staff met with Seattle City Light to learn about their new
pilot project along the Creston - Duwamish transmission line to improve vegetation
management and restore wildlife habitat. The City will have an opportunity to have input
into vegetation management plans and monitoring activities to determine what
techniques and approaches might be most effective for controlling invasive plants and
restoring sensitive area habitat, while still achieving clearance needs for the
transmission lines.
• Chick -fil -A — 16615 Southcenter Parkway Pre - application: A pre - application meeting
was held to discuss the re- development of the existing Sizzler Restaurant site. The
applicant is proposing to demolish the existing restaurant and construct a 4200 -4500
square foot quick service restaurant with a drive - through. The project will be requesting
a parking variance and will have to obtain design review approval prior to building permit
application.
• Tukwila South ( Seaale) & S 17811" St Realignment: Extensive work this week
included utility installation and grading for curb, gutter, & sidewalk at the top of the
hill. The remaining pieces of sidewalk, curb and gutter were poured and the
installation of street light poles, traffic loops and guardrail occurred further down the
hill. The roadway opening is on schedule for early November.
• Parks & Recreation Open Space Plan (PROS Plan) Update: Work is underway with
the Consultant to prepare a Draft Plan, including Technical Advisory Group meeting on
October 28.
Community Services
• Federal Grant: The Environmental Coalition of South Seattle received a federal grant to
work on indoor air quality in the cities of Tukwila and SeaTac. Meetings are just starting.

• McKinney Vento Homeless Education Assistance Act: Human Services and the
Tukwila School district hosted a meeting for faith based providers to discuss the
McKinney Vento Homeless Education Assistance Act.
IV. Responses to Council /Citizen Inquiries
• South 1371t —" Street: At the August 12, 2013 council meeting, a citizen reported unsafe
on- street parking stalls that had just been painted on South 137th Street by the Park &
Ride lot. The adjacent property manager was contacted and they removed the striping
that they had installed without a permit. Staff added No Parking signs.
