SUBJECT: Draft Resolution Relating to Apprenticeship Program
ISSUE
As part of the 2013 Transportation Committee goals, committee members have been
exploring the implementation of an Apprenticeship Utilization Program for Public Works
construction contracts.
BACKGROUND
Committee members have previously expressed an interest in implementing
apprenticeship utilization goals as a way to help ensure a viable workforce in the future.
Previous committee discussions have focused on similar programs in the region, and a
preliminary draft was reviewed at the August 27th Transportation Committee meeting.
DISCUSSION
A revised draft resolution establishing levels of apprenticeship utilization and direct City
Administration to develop guidelines for such a program will be distributed and
discussed at the Committee meeting.
RECOMMENDATION
Discussion only.

ISSUE

DISCUSSION
Public Works discussed the 2013 work program at the January 15, 2013 and March 26, 2013
Transportation Committee meetings. Anticipated schedules and potential committee agenda items will
be presented, as well as direction from the committee regarding preferences or requests on how
agenda items are included.

SCATBd Chair Pete Lewis opened the meeting and due to a prior commitment, asked Vice
Chair Marcie Palmer. Before leaving, Chair Lewis commented on SCATBd letter to
Governor Inslee asking for a special session to address a transportation funding crisis and
reiterated the need for a transportation funding package to support our regions local
transportation and freight mobility needs.
After introductions the Board approved the meeting summary for the August 20, 2013
SCATBd meeting.
II. Reports
Councilmember Kruller reported on the PSRC Transportation Policy Board meeting and
urged the Board members to review project list being used to support the balancing on the
T2040 Financial Plan. Ms. Kruller noted that some of Tukwila's projects had out of date
project information. Charlie Howard said that PSRC staff will be working with local
jurisdictions to update project information in Transportation 2040.

III. WSDOT Briefing on Current Status on SR 167 /SR 509 Gateway Projects — John
White, WSDOT
Mr. White briefed the Board on the SR 509, I -5 and SR 167 Puget Sound Gateway Project,
he said the projects will relieve traffic congestion and improve freight mobility by
completing the long - planned SR 167 and SR 509 corridor connections to I -5. He noted that
the two projects is proposed to be built in phases will be tolled, and said variable tolling
will help manage traffic volumes on the new facility. A phased approach will allow the
state to build a smaller foot print of the project initially and then can build -out the project in
later phases. He said the first phases will accommodate both freight and commuter traffic.
Mr. White described the configurations of the SR 509 and SR 167 project by phase. SR 509
will include one tolled lane in each direction between South 188th Street and 28th/24th
Avenues south, a second lane in each direction between I -5 and 28th/24th Avenues south
and a truck climbing lane in each direction as needed where steep grades exist. The project
will complete interchange at South 188th Street and SR 509 and will build new southbound
I -5 lane between SR 516 and South 272nd Street. I -5 express toll lanes are included in the
project proposal to get better utilization of general purpose freeway lanes to allow SOV to
pay a toll to use the HOV lane.
The SR 167 phase 1 project will build one tolled lane in each direction between SR 161
(Meridian Street) and Valley Avenue and build a second lane in each direction between
Valley Avenue and 54th Avenue East, Replace Porter Way overpass, complete the
interchange at SR 161, and build new interchange at SR 167 at I -5. The ultimate vision for
the two corridors includes two travel lanes in each direction.
The phase 1 project cost for the two projects is about $1.72 billion, and the build -out cost
for the two projects is about $1.6 - $1.78 billion. Mr. White said that if funding was
provided for phase 1 of the I -5 express toll lands, the SR 509 and 167 projects in 2014, all
three facilities could be open to traffic by 2021. Mr. White said that WSDOT will continue
to do outreach to stakeholders, state and local elected officials on the Gateway projects.
IV. Senate Majority Coalition Caucus Legislative Reform /Legislative Listening
Forum Discussion
The Board began the discussion with by noting that Senators and Representatives need to
be made aware on the fiscal impacts of delaying large state projects. The longer a project is
delayed; inflation will drive up the costs of these projects. The legislators should also be
informed about the time delay between the approval of funding for a project and the actual
ground - breaking of a project. If funding for the Gateway projects were approved in a
special session, construction would begin in late 2017 /early 2018. Board members also
discussed the need to bring Federal project mandates into the reform conversation; some of
the project delays were due to lengthy federal requirements.

Board members were also optimistic that a special session will be called to pass a
transportation funding package. Board members said it would be easier to pass a
transportation package in a special session rather than in a regular session.
Board members were encouraged to sign -up with the Keep Washington rolling coalition
that is supporting the passage of a transportation funding package in a special session. The
message that this group wants to convey to the rest of the state is how interconnected our
transportation system is and traffic congestion in the Puget Sound area impacts commerce
throughout the State.
V. New 2014 Meeting Time for SCATBd
Action Item: A Motion was made and seconded to keep SCATBd's meeting start time
at 9:00 a.m. After discussion on the pros and cons of an earlier or later meeting
starting time, the Board agreed to keep the 9:00 a.m. SCATBd meeting start time.
