HomeMy WebLinkAboutTrans 2013-10-15 Item 4 - Handout Presented at Meeting by Public Works Director - Puget Sond Regional Council Project ListPuget Sound Regional Council VIII« 1 �Nr ACTION ITEM October 3, 2013 To: Transportation Policy Board From: Charlie Howard, Director of Integrated Planning Subject: Release Projects Recommended for Funding through the 2013 Transportation Alternatives Program for Public Review IN BRIEF Under the federal transportation act, Moving Ahead for Progress in the 21' Century (MAP -21), PSRC is responsible for conducting a competitive process to award funds from the Federal Highway Administration's Transportation Alternatives (TA) Program. The TA program is similar to the former Transportation Enhancements Program under the previous transportation act, with a focus on non- traditional transportation projects such as bicycle and pedestrian improvements, historic preservation, archaeology, environmental mitigation, etc. The Transportation Policy Board authorized the creation of an Ad Hoc Citizens Advisory Committee to make funding recommendations for the 2013 TA program, and representatives were appointed in May 2013. PSRC subsequently released a Call for Projects for the competitive grant process in July. The Citizens Advisory Committee met to review the submitted projects on September 23, and have recommended the projects in Attachment A for funding, as well as a prioritized contingency list of projects should additional funding become available. RECOMMENDED ACTION The Transportation Policy Board should release the list of projects recommended for funding through the 2013 Transportation Alternatives Program as identified in Attachment A, along with the list of recommended contingency list projects, for public comment in accordance with PSRC's adopted public involvement plan. DISCUSSION The TA Program is a Federal Highway Administration (FHWA) program under MAP -21 that provides funding for transportation alternatives such as bicycle and pedestrian facilities, historic preservation, archaeology, and others. A portion of Washington State's TA allocation under MAP - 21 is being used for the Safe Routes to School Program, competitively managed by the Washington 5 -1 State Department of Transportation (WSDOT). A portion is also being used to fund the state's Recreational Trails Program. The remainder of Washington State's TA allocation is distributed to Metropolitan Planning Organizations /Regional Transportation Planning Organizations such as PSRC for our respective competitive processes. For PSRC's 2013 TA program, an estimated amount of $17.0 million of FFY 2013 -2015 funds is being distributed. The Citizens Advisory Committee met twice in June to review the program and establish the parameters for the competitive process, including the regional project evaluation criteria. The Call for Projects was released in July and a workshop held for prospective project sponsors. A total of 62 project applications requesting almost $70 million were submitted. PSRC staff scored the projects based on the regional project evaluation criteria, and the Citizens Advisory Committee met on September 23 to review the projects and the staff scores. The Committee utilized the staff scores as the primary basis for their recommendation, but then also took into consideration additional factors, including geographic equity between the four counties, among jurisdictions, and between subareas environmental justice, and potential losses of opportunity, e.g. due to timing and coordination with related infrastructure projects.. The Committee's funding recommendation is included in Attachment A. The Committee is also recommending a prioritized contingency list of projects, should additional funds become available prior to the next competitive process. PSRC would like to express thanks to the ad hoc 2013 Citizens Advisory Committee for their commitment of time and expertise to assist us with the 2013 TA program. The task to review 62 projects requesting $70 million and make a recommendation for only $17 million of available funds was a difficult one, and we appreciate the work they did to create a fair and consistent process. The City of Everett has withdrawn their request for funding at this time, but the Citizens Advisory Committee has agreed to allow them to update their contingency funding request to include Preliminary Engineering funds. The City is currently working on this and the list will be updated once the amount is finalized.
