CALL TO ORDER:
Committee Chair Kruller called the meeting to order at 5:18 p.m.

II.BUSINESS AGENDA
Committee Chair Kruller announced that item II.B, 2013 Transportation Work Plan Update, would be
the first item of discussion.
A. 2013 Transportation Work Plan Update
Staff provided an overview of the Transportation Committee work plan for the remainder of the year.

B. Draft Resolution relating to Apprenticeship Program
The Transportation Committee is exploring the implementation of an apprenticeship utilization goal
for Public Works construction contracts. Committee Chair Kruller updated the committee on these
efforts and distributed handouts including a draft resolution, examples from the cities of Shoreline,
Seattle, Vancouver and Hoquiam, a Washington State Department of Labor and Industries
Apprenceship Utilization Fact Sheet, and other reference material relating to Community Workforce
Agreements. Committee members will review the reference material and discuss a revised draft

resolution at a future committee date.
III.SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBD) Meeting
Committee members and staff discussed the proposed tolling on the SR 167/SR 509 Gateway Projects.
Committee Chair Kruller shared highlights from the October 15 meeting, including:
Kent presentation on South Central Avenue rehabilitation
King County snow/ice response plan
WSDOT rail plan presentation.

IV.MISCELLANEOUS

Councilmember Robertson inquired if the City has studied the accident rate occurring on 51 Avenue
South just before it crosses WA-518, both before and after the installation of the new stop signs by
WSDOT. Tukwila has seen more traffic congestion resulting from the stop signs, impacting the
rd
intersection at 53 and Klickitat and sometimes backing up as far Southcenter Parkway. This has
implications for the upcoming holiday shopping season. Staff agrees with these concerns and
recommends that the City provide feedback to WSDOT regarding the issue.
Bob Giberson provided an update on the grant applications approved by the Committee at its August
13 meeting. PSRC released its list of projects recommended by an ad hoc Citizens Advisory

Street Bridge Sidewalks, Tukwila South Pedestrian/Bicycle Bridge, and Manufacturing/Industrial
Center Smart Street Non-Motorized Projects were included on the prioritized contingency list should
additional funds become available.
