Puget Sound Energy shall be allowed access within said easement for the purposes of maintaining and repairing facilities located within said easement. The cost of repairs shall be borne equally by all owners, their heirs, assigns and successors. This easement and the covenants herein contained shall run with the land and be binding upon Declarant, its successors and assigns and all future owners of said lots in said short plat.
