SPONSOR'S The contract with Commercial Development Solutions (Lisa Verner) provides support
SUMMARY regarding issues involving Tukwila South. Contract #06 -059 will expire 6/31/08, and it is
anticipated services will be required through 12/31/08. The amendment will extend the
term of the contract to 12/31/08 and add an additional $64,000 to the contract amount.

Date: March 6, 2008
Lisa Verner has been working diligently on our Tukwila South issues since she
contracted with the City in 2006. We have amended her contract several times, extending
the term of the contract, but have until now not needed to add any dollars. We find now
that her contract, currently set to expire 6/31/08, is running out of funds.
For this reason, and because we anticipate needing Lisa's expertise past the June 31
contract expiration, we are proposing to extend the contract to December 31, 2008 and to
add an amount not to exceed $64,000 to the contract. The original contract was for
$87,000. Her monthly invoices have ranged from a high of $7,800 to a low of 1,470.
As we anticipate her involvement to be at a high level for rest of the year, I used an
amount not to exceed $8,000 a month for 8 months coming up with the amount of
$64,000. This will likely drive the need for a budget amendment, as we were not
anticipating ongoing negotiations at the time the budget was set.
With the committee's concurrence, I recommend forwarding this contract amendment to
the April 14 Committee of the Whole meeting, and the April 21 Regular meeting for
approval.

CITY OF TUKWILA
CONTRACT FOR SERVICES
Amendment to #06- 059(d)
That portion of Contract No. AG06- 059(c) between the City of Tukwila and Commercial
Development Solutions is amended as follows:
Under Section 2, Compensation and Method of Payment: Total amount to be paid shall
not exceed $151,000 (an addition of $64,000 to the original contract amount of $87,000).
Under Section 4, Duration of Agreement: This Agreement shall be in full force and
effect for a period commencing January 1, 2008 and ending December 31, 2008 unless
sooner terminated under the provisions hereinafter specified.
All other provisions of the contract shall remain in full force and effect.

Eventually, Ms. McCoy would like to encourage the Tukwila City Council to do two things:
Approve a perimeter of Fort Dent Park to be designated and set aside for historic preservation.
Approve a resolution acknowledging Tukwila's recognition of the Duwamish Tribe.
Committee members were responsive to Ms. McCoy's ideas and dedication to such an opportunity.
Some concerns that were briefly discussed included: potential parking challenges, as well as
maintenance, upkeep, ongoing funding issues, matching grant requirements, compliance with shoreline
setback regulations and overall City responsibility. Additionally, Committee Chair Hernandez articulated
the importance of City staff review of this type of project before any commitment can be made
considering the potential resource involvement and potential impacts on maintenance. INFORMATION
ONLY.
C. Contract Amendment with Commercial Development Solutions
At the December 3, 2007, Finance and Safety Committee meeting staff reported, as information only, an
extension of the contract for Commercial Development Solutions (contract with Lisa Verner). At that
time, contract funds had not been completely expended, so the expiration date was extended in order to
utilize unspent contract funds. The current contract extension runs though June.
Lisa has been a great resource for the City as well as an integral part of discussions moving forward
relative to Tukwila Valley South. In an effort to keep the momentum and continuity of discussions
moving forward, staff is requesting full Council approval for a contract amendment that will extend the
current Commercial Development Solutions contract through December 31, 2008, and add an additional
amount of funding for contract services not to exceed $64,000. UNANIMOUS APPROVAL.
FORWARD TO APRIL 14 COW FOR DISCUSSION
D. 2007 4 Ouarter Reports
The Committee reviewed the status of program goals as outlined in the 4 Quarter Report.
Staff reported that Codiga Farm is currently in the design phase. Cascade View Community Park Phase
11 is complete. A human sundial recently constructed at Showalter Middle School is finished and
functional. The Arts Commission, in cooperation with the school district, look forward to extending an
invitation to the Council to view and use the sundial.
