RE: 1 Amendment to Valley Communications Center Governing Interlocal
Agreement
Changes to Valley Com's governing agreement require ratification by the legislative
bodies of Valley Com's five member cities. Two changes are currently under
consideration.
1) Acknowledge Valley Regional Fire Authority as the agency providing fire and
emergency medical services to the City of Auburn for purposes of its
representation on the Operating Board and for purposes of calculating and
remitting payment for dispatch services.
2) Acknowledge and recognize King County Fire Protection District No. 39 as the
successor in interest to all rights and obligations of the Federal Way Fire
Department under the Agreement.
Please see the attached memo from Steve Reinke for full background and discussion
infouuation.
Action: Recommend approval of 1 Amendment to VCC's Governing Interlocal
Agreement, forward to C.O.W. for Council approval.

RE: Ratification of 1s Amendment to VCC's Governing Interlocal Agreement
ISSUE: Changes to Valley Com's governing agreement requires ratification by the
legislative bodies of Valley Com's five member cities.
BACKGROUND: When the City of Federal Way became a Valley Com member city in
2000, joining the original four member cities of Auburn, Kent, Renton and Tukwila,
Valley Com's governing interlocal agreement was rewritten to reflect the change. Then,
as now, Federal Way's fire protection services were provided by King County Fire
Protection District No. 39 (KCFPD #39), doing business at the time as the Federal Way
Fire Department and doing business now as South King Fire and Rescue.
Valley Com customer agencies pay for emergency call receiving and dispatch services
based on each agency's total dispatched calls for service, but member cities pay a
lower rate than contract agencies. When the Valley Com governing interlocal
agreement was rewritten in 2000, the member cities agreed to extend the member
city rate to KCFPD #39 because the Fire District provided service to Federal Way.
DISCUSSION: Since January 1, 2007, the Valley Regional Fire Authority (VRFA) has
provided fire protection services for the City of Auburn. In order to extend the member
city rate to VRFA as is done now for KCFPD #39, the VCC Administration Board directed
staff to submit the attached 1 Amendment to VCC's Governing Interlocal Agreement
to VCC's member cities to for ratification, because VRFA serves Auburn in the same
manner KCFPD #39 serves Federal Way.
While preparing the amendment to the VCC governing agreement, staff reviewed the

FIRST AMENDMENT TO VALLEY COMMUNICATIONS CENTER
INTERLOCAL AGREEMENT
RECITALS
A. The undersigned municipal corporations, Auburn, Federal Way, Kent,
Renton and Tukwila, the "Member Cities" which compose the Valley
Communications Center "VCC entered into an Interlocal Agreement "VCC
Interlocal Agreement on or about April 17, 2000, that sets forth certain
provisions, rights and obligations among the Member Cities.
B. The Valley Regional Fire Authority "VRFA is a new Regional Fire
Protection Service Authority formed to provide fire and emergency medical services
within its jurisdictional boundaries which boundaries include the City of Auburn.
C. The VCC Interlocal Agreement permitted the City of Federal Way to
enter into a further interlocal agreement with King County Fire Protection District
No. 39 for purposes of providing fire and emergency medical services dispatch via
the City of Federal Way's membership in VCC.
D. The City of Auburn now seeks to enter into an interlocal agreement
with VRFA and VCC for the same purpose and in the same manner.
E. The City of Federal Way seeks to have VCC recognize King County Fire
Protection District No. 39 as the Federal Way Fire Department's successor in
interest for all purposes under this Agreement.
NOW, THEREFORE, in consideration of the mutual rights and obligations
established in the Amendment, the Member Cities hereby agree as follows:
AGREEMENT
1. The following provisions are hereby added to the VCC Interlocal
Agreement:
Per Auburn City Council Resolution 4091 and subsequent
approval by public vote, fire protection and emergency medical
services previously provided by the City of Auburn became the
responsibility of VRFA, a Regional Fire Protection Service
Authority, which subsequently began providing fire protection
and emergency medical services to the City of Auburn effective
January 1, 2007. VCC acknowledges VFRA will function as do
the other Member City Fire Departments, for purposes of its
representation on the Operating Board and for purposes of
calculating and remitting payment for dispatch services.

It is acknowledged that King County Fire Protection
District No. 39 is the successor in interest to all rights and
obligations of the Federal Way Fire Department and will be
recognized as such for all purposes under this Agreement.
2. The other terms of the VCC Interlocal Agreement shall remain the
same and shall be in full force and effect.
3. This Amendment may be executed in any number of counterparts,
each of which shall be an original, but those counterparts will constitute one and
the same instrument.
4. This Amendment shall be effective upon the last date of execution.

CALL TO ORDER: Committee Chair Robertson called the meeting to order at 5:00 p.m.
I. PRESENTATIONS No presentations.
II. BUSINESS AGENDA
A. First Amendment to Valley Communications Center Governine Interlocal Agreement
Staff is seeking full Council approval for an amendment to the current Valley Communications
4- Center Governing Interlocal Agreement. As a member city of Valley Communications Center, the
City of Tukwila needs to approve these changes to the interlocal agreement. This amendment will
3 address the following:
1. Recognize Valley Regional Fire Authority (Auburn, Pacific and Algona) as the agency providing
services to the City of Auburn; and
2. Recognize King County Fire Protection District No. 39 as the agency providing services to the
City of Federal Way (previously Federal Way Fire Department).
Rhonda Berry stated that Steve Reinke, Director of Valley Communications Center, will attend the
April 14 COW to introduce himself to the Council. UNANIMOUS APPROVAL. FORWARD TO
APRIL 14 COW FOR DISCUSSION.
B. Animal Control Contract Update
Rhonda provided a brief update from the Police Department regarding the City's animal control
contract with King County. Effective immediately, the County has suspended the creation of any new
enhanced services contracts until the further notice. The County is in the process of assessing the
overall functioning of King County animal control services as well as consideration of whether or not
services will continue to be provided in incorporated areas. Currently, the City has an enhanced patrol
contract with King County which staff will discuss with King County to determine how and if the
current contract will be effected.
Staff will return to Committee when an update regarding animal control through the County is
available. INFORMATION ONLY.
C. Lead and Other Heavy Metal Testine
Based on a letter of recommendation from Washington Cities Insurance Authority (WCIA), the
Committee has decided that the issue of lead and other heavy meal testing will not be pursued any
further. A copy of the WCIA letter is attached to the minutes. INFORMATION ONLY.
M. ANNOUNCEMENTS No announcements.
IV. MISCELLANEOUS Meeting adjourned at 6:03 p.m.
