Stormwater Management Program
ISSUE
Approve the City's 2008 Stormwater Management Program.
BACKGROUND
The National Pollutant Discharge Elimination System (NPDES) requires the City to implement a
comprehensive Stoiniwater Management Program (SWMP) which complies with the requirements outlined in
the City's NPDES Phase II permit that became effective February 16, 2007. The conditions of the permit
require the City to develop a SWIv[P and submit annual reports to the Department of Ecology outlining our
progress in meeting permit requirements by March 31 of each year.
Once submitted to the Department of Ecology, this plan will be used to determine whether permit obligations
are being met. The SWMP document commits the City to activities which have staffing, training, procedural,
and documentation requirements which the City must follow. The SWMP will be updated annually to reflect
any required changes in our program and to provide greater detail as various programs are fully developed.
ACTION TAKEN
Working with City staff, Parametrix, the City's consultant, reviewed existing City stormwater utility policies
procedures and requirements of the NPDES Permit. A draft SWMP was produced which outlines the City's
current and planned activities required bringing us into full compliance with the permit. The plan was written
to take credit for activities currently performed and limit new activities to those easily obtainable or strictly
required by the permit. The SWMP follows the organization of the NPDES Peiunt and addresses the five
required permit components. The five components are as follows:
1 Public Education and Outreach
2 Public Involvement and Participation
3. Illicit Discharge Detection and Elimination
4 Controlling Runoff from New Development, Redevelopment, and Construction Sites
5. Pollution Prevention and Operation Maintenance for Municipal Operations Monitoring
RECOMMENDATION
Forward to the Committee of the Whole for infocination and discussion.

CALL TO ORDER: Committee Chair Griffin called the meeting to order at 5:01 p.m.
Committee Chair Griffin amended the agenda to include Item B. Resolution Updating the City's Designated
Representative(s) for Cascade Water Alliance.

II. BUSINESS AGENDA
A. NPDES Phase II Stormwater Management Plan (SWWMP)
In November 2007, the Council approved a consultant agreement with Parametrix, Inc. for assistance in
creating a stormwater management plan as required by the City's National Pollutant Discharge
Elimination System (NPDES) Phase II permit.
Staff returned to Committee to report on the completion of the first draft of the Stormwater Management
Plan (SWMP). The Plan addresses five required components of the NPDES Permit:
Public Education and Outreach
o Examples: carwash kits, drainage education, distribute educational information
Public Involvement and Participation
o Examples: provide updates, documents and report information through City publications
Illicit Discharge Detection and Elimination
o Examples: ordinance, establish hotline, identification training for staff
Controlling Runoff from New Development, Redevelopment and Construction Sites
o Examples: adopt stormwater manual, annual inspections, review site plans
Pollution Prevention and Operation Maintenance for Municipal Operations Monitoring
o Examples: establish maintenance standards, ongoing training, spot checks
Staff also reviewed other permit requirements as well as a timeline for implementation of these
requirements. NPDES Phase II permit is an unfunded mandate for implementing the Department of
Ecology's clean water act requirements.
Staff considers our City to be further along than several neighboring jurisdictions that are not yet
prepared for addressing permit requirements. INFORMATION ONLY. FORWARD TO MACRH 24
