MEMORANDUM
TO: Mayor Haggerton
Community Affairs Parks Committee
FROM: Bruce Fletcher, Director of Parks Recreation
Marty O'Brien, Golf Manager
DATE: February 20, 2008
SUBJECT: Foster Golf Green Fee Increase
The Foster Golf Links 2008 revenue projection was set with a goal of reaching
$1,300,000.00 in green fee sales. Since building the new clubhouse, the golf division has
experienced a 2% annual increase in rounds played and countless complimentary
comments on our new facility and course improvements. The city's green fees continue
to be very competitive and just under the market of the local municipal golf courses.
In order to reach our revenue projections, we will continue to offer promotions and
events, increase our league play and implement a new marketing campaign on KJR sports
radio. It is the opinion of our PGA golf professional that we also need to increase our
green fees to help achieve our 2008 revenue projection.
Our proposal is to increase our 18 hole rates by $1.00 and our 9 hole rates by $2.00. Our
Junior rates will not be increased. This modest fee increase is expected to raise our green
fee revenue while maintaining our fees equal to or below our local municipal competitors
(Renton, Kent Auburn).
The proposal to increase the 2008 green fees will assist our goal to reach our revenue
projection while continue a proper price point to stimulate growth and increased play.
It is the recommendation of the Parks Recreation Department to approve the following
Foster Golf Links green fee increase.

H. BUSINESS AGENDA
3.-- -A.
Foster Golf Course Fee Increase
Staff is requesting full Council approval of a resolution to increase green fees at Foster Golf Links. The
draft resolution proposes a $1.00 increase in weekday 18 -hole rates and weekend 9 -hole rates; and a
$2.00 increase in weekend 18 -hole rates and weekday 9 -hole rates. No increases are proposed for junior
rates or cart rentals. Staff mentioned that a KJR Sports Radio marketing campaign highlighting Foster
Golf Links will begin next month.
The last fee increase at Foster Golf Links was in 2007 when Council approved a $1.00 increase to the 18-
hole weekday rate and $2.00 increase to the 18 -hole weekend rate. Senior rates and 9 -hole fees were not
increased at that time.
The 2008 green fee increase is proposed in order to assist in reaching revenue projections. This minimal
increase will maintain Foster Golf Links fees equal to or below local municipal competitors such as
Renton, Kent and Auburn.
Staff is requesting this item move directly to the March 17 Regular meeting due to the intended
cancellation of the March 10 COW. The Committee agreed to this request. UNANIMOUS
APPROVAL. FORWARD TO MARCH 17 REGULAR MEETING.
