Solid Color and Semi - Transparent Oil Stains contain petroleum distillate which has a flash point of 115 °F. (tag close cup). MARINE SERVICE STATION shall mean that portion of a property where flammable liquids used as motor fuels are stored and dispensed from fixed equipment on shore, piers, wharves, or barges into the fuel tanks of floating craft, and shall include all facilities used in connection therewith. PORTABLE TANK shall mean a closed container having a liquid capacity over 60 U.S. gallons and not intended for fixed installation. PRESSURE VESSEL shall mean a storage tank or vessel which has been designed to operate at pressures above 15 psig. PROTECTION FOR EXPOSURES shall mean fire protection for structures on property adjacent to tanks. REFINERY shall mean a plant in which flammable liquids are produced on a commercial scale from crude petroleum, natural gasoline, or other hydrocar- bon sources. TANK, ATMOSPHERIC shall mean a storage tank which has been designed to operate at pressures from atmospheric t &sough 0.5 pound per square inch. TANK, LOW PRESSURE shall mean a storage tank which has been de- signed to operate at pressures above 0.5 pound per square inch but not more than 15 pounds per square inch. TANK, PRESSURE—See Pressure Vessel. VAPOR PRESSURE shall mean the pressure, measured in pounds per square inch (absolute) exerted by a volatile liquid. VENTILATION as specified in this Code is for the prevention of fire and explosion. It is considered adequate if it is sufficient to prevent accumulation of significant quantities of vapor -air mixtures in concentration over one -fourth of the lower flammable limit. LIQUID shall mean any material which has a fluidity greater than that of 300 penetration asphalt when tested in accordance with approved methods. When not otherwise identified, the term liquid shall include both flammable and combustible liquids. COMBUSTIBLE LIQUIDS shall mean any liquid having a flash point at or above 140'F., and shall be known as Class III liquids. Class IIIA shall include those having flash points at or above 140'F. and below 200'F. Class IIIB shall include those having flash points at or above 200'F. This Standard does not cover Class IIIB liquids. Where the term combustible liquids or Class III liquids is used, it shall mean only Class IIIA liquids. FLAMMABLE LIQUIDS shall mean any liquid having a flash point below 140'F. and having a vapor pressure not exceeding 40 pounds per square inch (absolute) at 100'F. Flammable liquids shall be divided into two classes of liquids as follows: Class I liquids shall include those having flash points below 100'F. and may be subdivided as follows: Class IA shall include those having flash points below 73'F and having a boiling point below 100'F. Class IB shall include those having flash points below 73'F. and having a boiling point at or above 100'F. Class IC shall include those having flash points at or above 73T. and below 100'F. Class II liquids shall include those having flash points at or above 100'F. and below 140'F. The volatility of liquids is increased when artificially heated to temperatures equal to or higher than their flash points. When so heated Class II and III liquids shall be subject to the applicable requirements for Class I or II liquids. This Standard may also be applied to high flash point liquids when so heated even though these same liquids when not heated are outside of its scope. UNSTABLE (REACTIVE) LIQUID shall mean a liquid which in the pure state or as commercially produced or transported will vigorously polymerize, decompose, condense, or will become self - reactive under conditions of shock, pressure, or temperature. Part II —Tank Storage Design and Construction of Tanks Sea 10.103. Tanks shall be designed and constructed in accordance with the Uniform Building Code. Installation of Outside Aboveground Tanks Sec. 10.104. (a) Location with Respect to Property Lines and Public Ways. Every aboveground tank for the storage of flammable or combustible liquids, except those liquids with boilover characteristics and unstable liquids, oper -' ating at pressures nut in excess of 2.5 psig and equipped with emergency venting which will not permit pressures to exceed 2.5 psig shall be located in accordance with Table No. 10 -1 -A. Every aboveground tank for the storage of flammable or combustible liquids, except those liquids with boil -over characteristics and unstable flammable or combustible liquids, operating at pressures exceeding 2.5 psig or equipped with emergency venting which will permit pressures to exceed 2.5 psig shall be located in accordance with Table No. 10 -1 -B. Every aboveground tank for the storage of flammable or combustible liquids with boil -over characteristics shall be located in accordance with Table No. 10 -1 -C. Every aboveground tank for the storage of unstable liquids shall be located in accordance with Table 10 -1 -D. (b) Orientation. Where end failure of horizontal pressure tanks and vessels may expose property, the tank shall be placed with the longitudinal axis parallel to the nearest important exposure. (c) Spacing (Shell -to- Shell) Between Tanks. The distance between any two flammable or combustible liquid storage tanks shall not be less than 3 feet. The distance between any two adjacent tanks shall not be less than one -sixth the sum of their diameters except when the diameter of one tank is less than one -half the diameter of the adjacent tank, the distance between the two tanks shall not be less than one -half the diameter of the smaller tank. EXCEPTION: Crude petroleum in conjunction with production facilities located in non- congested areas and having capacities not exceeding 126,000 gallons (3,000 barrels), the distance between such tanks may be 3 feet. Unstable flammable or combustible liquids, the distance between such tanks shall not be less than one -half the sum of their diameters. When tanks are compacted in three or more rows or in an irregular pattern, greater spacing or other means shall be provided at the discretion of the Build- ing Official so that inside tanks are accessible for fire fighting purposes. The minimum separation between a liquefied petroleum gas container, de- signed to operate at pressures exceeding 2.5 psig, and a flammable or combust: - ble liquid storage tank shall be 20 feet. Suitable means shall be taken to prevent the accumulation of flammable or combustible liquids under adjacent liquefied petroleum gas containers such as by diversion curbs or grading. When flamma- ble or combustible liquid storage tanks are within a diked area, the liquefied 9 1001-1002 Chapter 10 REQUIREMENTS FOR GROUP E OCCUPANCIES Group E Occupancies Defined Sec. 1001. Group E Occupancies shall be: Division 1. Storage and handling of hazardous and highly flamma- ble or explosive materials other than flammable liquids. Division 2. Storage and handling of Class I, II, and III -A liquids, as set forth in U.B.C. Standard No. 10-1; dry cleaning plants using flamm- able liquids, paint stores with bulk handling; paint shops and spray painting rooms and shops. The storage or sale of hazardous materials or chemicals or Class I, II and III -A liquids in amounts that do not exceed those set forth in Table No. 10 -A is permitted in buildings or portions thereof without classifying such buildings as a Group E Occupancy, provided such chemicals, hazardous materials or liquids are stored and handled in compliance with the provisions of the Fire Code. Division 3. Woodworking establishments, p'.aning mills, box facto- ries, buffing ren-ns for tire rebuilding plants and picking rooms; shops, factories or warehouses where loose combustible fibers or dust are manufactured, processed, generated or stored and pin refinishing rooms. Division 4. Repair garages. Division 5. Aircraft repair hangars. In buildings used for educational purposes, vocational shops, laboratories and similar areas_ need not be classified as Group E Occu- pancies, provided they are separated from each other and from other classrooms by not less than a One -Hour Fire - Resistive Occupancy Separation. For occupancy separations see Table No. 5 - B. Where an approved spray booth constructed as specified in the Fire Code is installed, such booth need not be separated from other Group E or Groups F and G Occupancies. For occupant load see Section 3301. Construction, Height, and Allowable Area Sec. 1002. (a) General. Buildings or parts of buildings classed in Group E because of the use or character of the occupancy shall be limited to the types of construction set forth in Tables No. 5 -C and No. 5 -D and shall not exceed, in area or height, the limits specified in Sections 505, 506, and 507. (b) Special Provisions. Division 5 Occupancies shall have exterior walls of not less than one -hour fire - resistive construction or shall be surrounded by public space, streets, or yards, not less than 60 feet in width. The area increases allowed by Section 506 (a) shall not exceed 500 percent for aircraft repair hangars. 70 i 2 1002 -1005 In areas where motor vehicles, boats or airplanes are stored, re- paired, or operated and where flammable liquids are stored or used, floor surfaces shall be of noncombustible nonabsorbent materials. EXCEPTION: Floors may be surfaced or waterproofed with asphaltic paving materials where no repair work is done. For special provisions and hazardous chemicals and magnesium see also the Fire Code. A Division 4 Occupancy having a floor area not exceeding 2500 square feet shall have exterior walls of not less than two -hour fire - resistive construction when less than 5 feet from a property line and of not less than one -hour fire - resistive construction when more than 5 feet but less than 10 feet from a property line, when located in Fire Zone No. 3. Location on Property Sec. 1003. For fire - resistive protection of exterior walls and open- ings, as determined by location on property, see Section 504 and Part V. Exit Facilities Sec. 1004. Stairs, exits, and smokeproof enclosures shall be provided as specified in Chapter 33. (See also Section 3319.) Light, Ventilation, and Sanitation Sec. 1005. All portions of Group E Occupancies customarily used by human beings shall be provided with light and ventilation by means of windows or skylights with an area equal to one - eighth of the total floor area, one -half of which shall be openable, or shall be provided with artificial light and a mechanically operated ventilating system as spe- cified in Section 605. In all buildings used for the storing or handling of automobiles operated under their own power, and in all buildings where flammable liquids are used, exhaust ventilation shall be provided sufficient to produce one complete change of air every 15 minutes. Such exhaust ventilation shall be taken from a point at or near the floor level. EXCEPTION. In public repair garages and aircraft hangars not ex- I ceeding an area of 5000 square feet, the Building Official may authorize the omission of such ventilating equipment where, in his opinion, the building is supplied with unobstructed openings to the outer air which are sufficient to provide the necessary ventilation. Every building or portion thereof where persons are employed shall be provided with at least one water closet. Separate facilities shall be provided for each sex when the number of employees exceeds four and both sexes are employed. Such toilet facilities shall be located either in such building or conveniently in a building adjacent thereto on the same property.
