Start: 6:00 p.m. Mayor Haggerton announced the purpose of the Executive Session is to discuss: Collective Bargaining — Pursuant to RCW 42.30.140(4)(a) It will last no more than 45 minutes, and no decisions will be made during the Executive Session. End: 6:43 p.m. CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. SPECIAL PRESENTATIONS Oath of Office to Judge Kimberly Walden. Mayor Haggerton Mayor Haggerton administered the Oath of Office to Kimberly Walden, Municipal Court Judge. Judge Walden thanked the Council and credited the court team for their great work. The Councilmembers congratulated Judge Walden and expressed appreciation for her exemplary contributions. Authorize the Mayor to sign an Interlocal Agreement with the Kent Fire Department Regional Fire Authority for the regional training consortium. MOTION CARRIED 7 -0. g. Authorize the purchase of 271 LED roadway lighting fixtures from Consolidated Electric Distributors (CED) in the amount of $217,190.63. MOVED BY KRULLER, SECONDED BY DUFFIE TO AUTHORIZE THE PURCHASE OF 271 LED ROADWAY LIGHTING FIXTURES FROM CONSOLIDATED ELECTRIC DISTRIBUTORS (CED) IN THE AMOUNT OF $217,190.63. MOTION CARRIED 7 -0. h. Authorize the purchase of two Intelligent Transportation System (ITS) traffic signal control cabinets from Western Systems in the amount of $53,074.34. MOVED BY KRULLER, SECONDED BY QUINN TO AUTHORIZE THE PURCHASE OF TWO INTELLIGENT TRANSPORTATION SYSTEM (ITS) TRAFFIC SIGNAL CONTROL CABINETS FROM WESTERN SYSTEMS IN THE AMOUNT OF $53,074.34. NEW BUSINESS An ordinance amending various ordinances, as codified at Tukwila Municipal Code Section 5.04.020, "Application and Fees Required," to amend the fee structure on residential rental business licenses. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING VARIOUS ORDINANCES, AS CODIFIED AT TUKWILA MUNICIPAL CODE SECTION 5.04.020, "APPLICATION AND FEES REQUIRED," TO AMEND THE FEE STRUCTURE ON RESIDENTIAL RENTAL BUSINESS LICENSES; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY ROBERTSON, SECONDED BY HOUGARDY THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ.* Councilmember Robertson commented that this was a non - controversial item, and the Finance and Safety Committee forwarded it to the Regular Meeting. Council President Hougardy expressed concern regarding items going directly to a Regular Meeting for adoption by the Council. She offered an alternative idea that would involve sending items to the Committee of the Whole Meeting for discussion, and then the Committee of the Whole could forward the item to the Consent Agenda of a Regular Meeting. She will work with the Council Analyst to develop a process for review by the full Council. *MOTION CARRIED 7 -0, TO ADOPT ORDINANCE NUMBER 2425. REPORTS a. Mayor Mayor Haggerton attended the National League of Cities (NLC) Conference that was held in Seattle last week and included 3,300 registered participants. The Mayor attended multiple forums and workshops to include gun violence in the City of New Orleans, Federal Highway funding, suburban cities poverty, and homeless veterans. The Mayor reported that he has signed a letter to the Washington State Department of Transportation (WSDOT) regarding the stop sign on Klickitat that is causing severe backups in the Southcenter area. The letter includes information regarding the amount of time City staff is spending on traffic control in that area. Additionally, the Mayor stated that letters have been distributed to the Council regarding reactivation of the Fire Exploratory Committee to determine the best course of action for the Fire Department. He suggested the Council President take the lead on a process to determine which Councilmembers will be a part of the Committee. He would like to see the committee identified early in 2014, with a report back regarding options by June 2014. b. City Council Councilmember Duffie attended the NLC Conference and referenced his attendance at the homeless veterans workshop and the need to do more for soldiers once they come out of military service. Councilmember Robertson attended the NLC Conference and summarized his attendance at a financial policies workshop. The information provided was both interesting and informative, and he noted that some of the Finance Directors on the panel had opposing views on the best methods for financial stability. Council President Hougardy attended the NLC Conference; including the university classes that were offered. Some of the topics of her sessions included finding common ground in groups, youth civic engagement, homelessness, and the CSC (Community Schools Collaboration) mobile workshop hosted by the City of Tukwila. She also attended the receptions by Association of Washington Cities and Sound Cities Association. Ms. Hougardy reminded the Council about the theater production of Pride and Prejudice at Foster High School on November 22, 2013 at 7:00 p.m. Councilmember Ekberg attended the NLC Conference to include sessions on immigration and processes around community engagement, a tour of the greenest, stand -alone building, an internet workshop, and a Tukwila City Council Regular Meeting Minutes November 18, 2013 Page 6 of 7 session on supporting senior transition programs. He also attended the mobile workshop on CSC sponsored by Tukwila. Councilmember Quinn attended the NLC Conference and thanked the Mayor for attendance by City staff, as he found it to be extremely beneficial. He also thanked Laurel Humphrey, Council Analyst, for her assistance with the events. He attended sessions to include priority based budgeting and global to local issues. Councilmember Kruller attended the Sound Cities Association (SCA) meeting on November 13, 2013. She reported that she is an alternate on the Puget Sound Regional Council (PSRC) Regional Transportation Policy Board, and Council President Hougardy is an alternate for the Regional Transit Committee. Ms. Kruller will serve on the Regional Law, Safety and Justice Committee as well. Mayor Haggerton expressed appreciation for Councilmember Kruller and Hougardy's participation on these important committees. Ms. Kruller attended the NLC Conference to include the following sessions: engaging communities which was conducted in Columbia City, Microsoft security operations tour, transformation of South Lake Union, and a panel discussion with Ron Sims, former Deputy Secretary of the Department of Housing and Urban Development, with discussions on food deserts, developing neighborhoods, and mobile food vending. Ms. Kruller reported that the Washington State Court system is celebrating 100 years of justice, and she would like to note that this week involves commemorating the loss of President John Kennedy. Additionally, a citizen brought to her attention the possible need for a crosswalk on Highway 99 near South 13r Street. People are crossing the street with cars travelling at 45 miles per hour. She referenced a citizen comment from the last meeting from Scott Matson regarding congestion on his street, and she would like to hear a follow -up. c. Staff David Cline, City Administrator, referenced the City Administrator Report in the packet and offered to answer any questions. Council President Hougardy thanked Department of Community Development staff for collaborating with Forterra and BECU regarding the Duwamish shoreline cleanup. She referenced that the City's TRAKiT permitting system has "gone live," and she would like to know the status of the citizen response module. City Administrator Cline said he would provide an update on that item. d. City Attorney There was no report. e. Intergovernmental Laurel Humphrey, Council Analyst, said she has Powerpoint slides regarding some of the NLC sessions and would be happy to make them available. Mayor Haggerton thanked the Councilmembers and the Council Analyst and staff for attending the NLC Conference, saying it is important to learn from and partner with other jurisdictions.
