SPONSOR'S The Transportation Improvement Program (TIP) is required by RCW to be updated
SUMMARY annually. A Public Hearing is scheduled on June 18, 2007 for the 2008 2013 TIP. After
the Public Hearing, the TIP is adopted by resolution and is then incorporated into the
Regional and State TIPs. The TIP is primarily a financial planning document for projects
competing for grants.

Subject: Six -Year Transportation Improvement Program (2008 2013)
ISSUE
Annual update of the Six -Year Transportation Improvement Program for the years 2008 2013.
BACKGROUND
The Transportation Improvement Program (TIP) is updated annually as required by RCW. The
TIP is adopted by resolution after a public hearing at the local agency level and incorporated into
the regional and state TIP's. The TIP is primarily a financial planning document for projects
competing for grants. Any project submitted for federal grant funding must be included in the
local, regional and state adopted TIP's.
The TIP is a rolling plan showing various funding sources: grants, developer, and local funds.
Projects "roll" as funds or stages (design report, final design, construction) occur.
Tukwila's TIP and CIP list many of the same transportation related projects. The TIP lists only
those transportation- related projects planned within the next six years that are deemed regionally
significant. The City's CIP lists transportation projects planned in the next six years and beyond,
as well as water, sewer, surface water, and capital facilities. The TIP is required to be adopted by
July 1 on an annual basis, while the CIF is prepared during summer /fall in conjunction with the
City's budget preparation. Differences between the two may be due to priority changes, funding
availability changes, or other factors that normally occur during the time between adoption of each
document.
ACTION TAKEN
The attached spreadsheet is the "Draft" 2008 2013 TIP and was created by modifying the 2007
2012 TIP to add projects, remove projects, adjust project costs, and reprioritize the list of projects.
Added: Project 31 Macadam Rd S 144 St Left Turn Pocket
(attached is the 2007 CIP page for the Macadam project as it is on the impact fee list)
RECOMMENDATION
Forward the resolution to the next Committee of the Whole meeting to hold a Public Hearing and
adopt the updated annual Six -Year Transportation Improvement Program of 2008 2013

DRAFT
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADOPTING A SIX -YEAR TRANSPORTATION
IMPROVEMENT PROGRAM (2008 2013), AND DIRECTING THE SAME
TO BE FILED WITH THE STATE SECRETARY OF TRANSPORTATION
AND THE TRANSPORTATION IMPROVEMENT BOARD.
WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and 47.26 as
amended, the City Council of the City of Tukwila has previously adopted a
Transportation Improvement Program and thereafter periodically modified said
Transportation Improvement Program by resolution; and
WHEREAS, the City Council has reviewed the work accomplished under said
program, determined current and future City street and arterial needs and, based upon
these findings, has prepared a Six-Year Transportation Improvement Program for the
ensuing six calendar years (2008- 2013); and
WHEREAS, a public hearing was held regarding the City's Six-Year Transportation
Improvement Program on June 18, 2007;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Program Adopted. A six-year Transportation Improvement Program
for the calendar years 2008 -2013 is hereby adopted.
Section 2. Filing of Program. The City Clerk is hereby authorized and directed to
file a copy of this resolution, together with the exhibit attached hereto, with the
Secretary of Transportation and the Transportation Improvement Board of the State of
Washington.
PASSED BY THE CII'Y COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
at a Regular Meeting thereof this day of 2007.

DESCRIPTION: Design and construct a northbound left turn lane on Macadam Road.
JUSTIFICATION: The level of service at this intersection is degrading and a left turn pocket is necessary to improve
intersection operation.

Meeting Minutes
May 29, 2007- 5:00 p.m. Tuesday Meeting due to Memorial Day Holiday
PRESENT

CALL TO ORDER: Committee Chair Carter called the meeting to order at 5:00 p.m.
I. PRESENTATIONS

II. BUSINESS AGENDA
A. Six -Year Transportation Improvement Program (2008 -20131
Staff briefly discussed the annual update to the Six -Year Transportation Improvement Program
(TIP). This annual rolling program is generally modified to reflect the City's CIP as the two are
updated at different times of the year.
Robin explained that one new item has been added to the TIP as this item was a new addition in
the 2007 -2012 CIP. That item is the addition of a left turn pocket off of Macadam Road at South
144` Street. The Committee inquired to the funding for this particular addition. Staff remarked
i. I that the project is not scheduled for design until 2010 which is far enough into the future that
A....__ impact fees are expected to contribute to project funding. Additionally, staff explained that the
need for this project has been established based on the impact of other forthcoming
developments. Establishing this need, as well as listing it as a project in the TIP, will assist in
securing funding for the project.
Based on Committee recommendation, staff will modify the information memo regarding the TIP
prior to being submitted to full Council for language specifications and to reflect the respective
CIP page referring to the Macadam turn pocket addition. Prior to passing a resolution for the TIP
a public hearing must be held. The Committee recommends forwarding the update to COW for
discussion and to set a public hearing regarding the matter. UNANIMOUS APPROVAL.
FORWARD TO JUNE 11 COW FOR DISCUSSION.
B. 2006 Overlay and Repair Program Proiect Completion and Acceptance
In March, the 2006 Overlay and Repair Project was completed. Staff is seeking for Council to
accept completion of the project and authorize the release of the appropriate retainage. This
completion and acceptance is a standard process which is followed for all project completions in
the City. Four change orders were associated with the project, and overruns were attributed to
increased traffic control labor. Overall, the project went well and the contractor did a satisfactory
job. Staff is requesting that this item move to the consent agenda with approval for acceptance
and retainage release. UNANIMOUS APPROVAL. FORWARD TO JUNE 4 REGULAR
COUNCIL CONSENT AGENDA.
