BACKGROUND The Annual Neighborhood Drainage Program budgeted $320,000 and the Private Storm System Adoption and Rehabilitation Program budgeted $300,000 for a total of $620,000 available for construction of projects in 2007. The 2007 Small Drainage Program will construct the following projects: Site No. 1 65 Ave. South Site No. 5 47 Ave. South Site No. 2 South 116 Street Site No. 6 South 142n Place Site No. 3 South 126 Street Site No. 7 South 162n Street Site No. 4 South 135 Street Site No. 8 South 146 Street *Denotes three sites for the Private Storm System Adoption and Rehabilitation Program projects. ANALYSIS This project was advertised on May 15 and May 22, 2007. Four bids were received and opened on May 30. The bids were checked and tabulated. One error was found and corrected but it did not affect the low bid amount. Road Construction Northwest is the low bidder with a bid of $517,281.00. The engineer's estimate was $515,960. All submitted references were checked and all indicated that Road Construction Northwest has performed this type of work and that they met the industry standard for quality. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. 2007 Small Drainaee Proeram Bid Award Ryan Larson discussed the annual small drainage program and also the private storm system adoption program. There are certain locations in the City where public infrastructure is located on private property. Easements have been obtained, which permits the City access to the drainage system in order for us to proceed with the needed improvements. We combined the two projects into one construction project to save money. Ryan briefly reviewed each site location and also added that we have not worked with Road Construction Northwest before but their references were good. UNANIMOUS APPROVAL. FORWARD TO JUNE 11 COW. B. Municipal Water Law Jim explained that this is another "unfunded mandate" that requires the City to adopt a Water Use Efficiency Rule. The main components of the Municipal Water Law is water quality (which we already follow under the Safe Drinking Water Act), conservation, unaccounted water loss, and alternate sources of water (we only have CWA and the golf course pumps from the river). Most of the ,law is already in our adopted Water Plan and we have had a goal for many years in the annual budget for water loss of less than 10 To check water loss, Mike stated that we have a leak detection survey done every three years. Mike also would like to meter fire lines to determine if water is being used through those lines and not being accounted for. We may require that any new development would have to install a meter at the fire line. The new law states that if we do not meet the 10% loss goal, we have to have a Correction Plan. The City would also have to hold Public Hearings on our water plan and discuss water conservation. Jim H. asked about fire hydrant theft and reuse water consumption. We are trying to implement a reuse (or purple meter) at the golf course to utilize the reuse water rather than the river. There was a discussion of pressure reducing valves and how that affects our council members and our citizens. INFORMATION ONLY. III. FUTURE AGENDAS Jim H requested that CWA water connection fees be discussed, especially as the City is updating the fire code for sprinkler systems. IV.
