BID REJECTION
ISSUE
Award or reject the sole bid for the Tukwila International Boulevard Phase 1 Final Cleanup
project.
BACKGROUND
Due to the delay of removing the overhead utility lines by Seattle City Light, we closed out the
main construction contract with R.W. Scott in 2005 to avoid a delay claim. At that time we knew
that at a later date we would contract out for the minor cleanup items. Seattle City Light removed
their overhead lines on March 1, 2007 and we are still waiting for Qwest and Comcast to remove
their overhead utilities and the poles. Once the poles are removed, we will have to patch the
roadway and the sidewalks where the poles were located.
The Final Cleanup project was advertised for bids on May 3 and May 10, 2007, and only one bid
was opened on May 18, 2007. The engineer's estimate was $47,000.00. Dennis R. Craig
Construction submitted a bid in the amount of $115,518.00, which is $68,518.00 over the
engineer's estimate. The budgeted amount for this project is $50,000.
ANALYSIS
The sole bid appears to be indicative of the current bidding climate.
RECOMMENDATION
Reject the bid and re- package the work to solicit bids from the Small Works Roster.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, REJECTING THE SOLE BID SUBMITTED FOR THE
TUKWILA INTERNATIONAL BOULEVARD PHASE 1 FINAL CLEANUP
PROJECT, AND AUTHORIZING CITY STAFF TO REPACKAGE THE
PROJECT AND SOLICIT BIDS FROM THE SMALL WORKS ROSTER.
WHEREAS, sealed bids were solicited for the Tukwila International Boulevard
Phase 1 Final Cleanup Project; and
WHEREAS, a sole bid received from Dennis R. Craig Construction was publicly
opened, examined and declared by the City Clerk's office on May 18, 2007; and
WHEREAS, the engineer's estimate for the final cleanup project was $47,000, and
the budgeted amount was $50,000; and
WHEREAS, the sole responsive bid substantially exceeded the budgeted amount
and the engineer's estimate for this project; and
WHEREAS, RCW 35.23.352 provides for the rejection of any or all bids by
resolution of the City Council; and
WHEREAS, staff recommends the rejection of this bid and further recommends
repackaging the work and soliciting bids from the Small Works Roster;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The lone bid received for the Tukwila International Boulevard Phase 1
Final Cleanup Project is hereby rejected. The bid deposit received by the City shall be
returned to the bidder with notification of the rejection.
Section 2. City staff is hereby authorized to repackage the work and solicit bids
from the Small Works Roster.

at a Regular Meeting thereof this day of 2007.

C. Tukwila International Boulevard Phase 1 Final Clean -Up Bid Reiection
Staff is seeking Council approval to reject all bids received for the Clean -Up of Tukwila
International Boulevard Phase I. One bid was received for the project and exceeded the
engineer's estimate by more than $68,000. Staff intends to repackage the project specifications
and send out for rebid to the City's Small Works Roster. Staff expects to have the project ready
for rebid in June.
The Committee has requested that the information memo submitted by staff be revised to explain
the Phase I clean -up requirements which will include asphalt and concrete patching and sidewalk
repair as well as identify time constraints involved with the main project contract close -out.
UNANIMOUS APPROVAL. FORWARD TO JUNE 11 COW FOR DISCUSSION.
D. Concurrencv Modelinv
This agreement will update the City's Transportation Model and ensure that the City is meeting
the needs of the Concurrency Management Program. The Sabey Corporation is proposing
redevelopment of the Associated Grocers site. In response to this redevelopment, Sabey
Corporation has requested that the City assist them in performing site specific analysis of the site.
In order to conduct this analysis and update the current model, City staff is seeking authorization
to enter into an agreement for transportation modeling services with Mirai Transportation
Planning and Engineering in the amount of $50,928.
If this agreement is approved, Sabey Corporation will be assessed a standard concurrency test fee
and additional study costs for the specific site. Staff also reported that they are meeting with
Sabey and the City of Seattle regarding the potential of a jurisdictional boundary change as the
subject site is shared between the two cities. UNANE IOUS APPROVAL. FORWARD TO

E. Tukwila Transit Center Grant Annlication
Cyndy shared with the Committee that regardless of a lack of specific site identification for the
Tukwila Transit Center, staff is continuing to seek grant funding opportunities for the project.
Cyndy explained that the most recent grant application was submitted to the Federal Transit
Authority (FTA). Due to recent grant requirement changes by the FTA, King County Metro
(Metro) was the only authorized agent able to submit a grant request for the Tukwila Transit
Center. Metro agreed to submit this project as a part of their overall grant application.
Unfortunately, this change only allowed the City to request a portion (approximately $1 million)
of the full project funding.
If this grant is successful and funding is awarded, the monies will allow the City to begin
construction of the Transit Center in a phased approach on the west side, and postpone other
elements of the project until additional funding becomes available. A copy of the memo
submitted by staff is attached to the minutes for additional information as per Committee request.
