THE CITY COUNCIL OF TUKWILA DO ORDAIN (RESOLVE) AS FOLLOWS: Section 1. Meetings. A. Regular Meetings: 1. Time: The City Council shall meet regularly on the first and third Monday of each month at 8:00 p.m. except that when either of these days falls on a legal or national holiday the Council shall meet on the following evening at the same hour. 2. Place: Tukwila City Hall, Tukwila, Washington. B. Work Meetings: Work meetings may be called by the Mayor or two councilmen. Notification of such meeting should be received by each Council member at least three hours before the designated time of the work meeting. C. Special Meetings: Special meetings may be called by the Mayor or two Councilmen by written notice with evidence of receipt of said notice or evidence of attempt to deliver such notice accord- ing to R.C.W. 35.18.170. D. Agenda Meetings: Agenda meetings shall be held prior to 5:00 p.m. on the Thursday evening preceding each regular Council meeting. Attendance of Council members at agenda meetings is not mandatory. Section II. Agenda: All reports, communications, ordinances, resolutions, contract documents, or other matters to be submitted to the Council shall be delivered to the City Clerk by 5:00 p.m. on the Wednesday preceding the Council meeting, whereupon the City Clerk shall arrange a list of such matters according to the Order of Busi- ness and furnish the Mayor, each member of the Council, and the City Attorney with a copy of the same prior to the Council meeting and as far in advance of the meeting as time for preparation will permit. At the same time the City Clerk will post a copy of the agenda on the bulletin board at City Hall. None of the foregoing matters shall be presented to the Council by administrative officials without the approval of the City Clerk before presentation. Section III. Presiding Officer: The Mayor shall preside at all meetings or, if for any reason he is absent, the Mayor Pro -tem shall preside. The Mayor Pro -tem shall be elected by a majority vote of the Council at the first regular meeting of a newly formed Council. His term shall be for one year. At the first regular meeting following his term, another election for a mayor pro -tem shall be held. He may be re- elected or any other councilman may be elected. If neither the Mayor nor Mayor Pro -tem are present at a meeting and a quorum is present the presiding officer shall be elected by a majority vote of those councilmen present. The presiding officer shall preserve strict order and decorum at all regular and special meetings of the Council. He shall state all questions coming before the Council, provide opportunity for discussion from the floor, announce the decision of the Council on all subjects and decide all questions of order, subject to appeal of the Council; in which event a majority vote of the Council shall govern. The Mayor or two members of the Council shall sign all ordinances and resolutions adopted by the Council. In the absence of the Mayor, the Mayor Pro -tem shall sign ordinances or resolutions as then adopted. Section IV. Roll Call: Before proceeding with business, a roll call of Council members shall be made by the City Clerk and the names of those present recorded in the minutes. Section V. Quorum: A majority of the Council shall constitute a quorum. Section VI. Order of Business: A. Order of business shall be as follows: -2- 1. Call to order. 2. Roll call. 3. Approval of Minutes of Previous Meeting. 4. Public Hearing and Bid Openings. 5. Petitions and Communications. 6. Current Business. 7. New Business and Oral Communications. 8. Adoption of Resolutions and Ordinances. 9. Miscellaneous Business by Call of Members and City Officials. 10. Adjournment. B. An item of business may be changed to a different order during a meeting by a majority vote of the City Council. Section VII. Reading of Minutes: Unless a reading of minutes of a council meeting is requested by a council member, such minutes may be approved without reading; provided the City Clerk has furnished each member with a written copy of the minutes prior to the meeting. Section VIII. Council Speaking: A. A council member desiring to speak shall address the chair and upon recognition by the presiding officer shall confine himself to the question under debate. B. Any member, while speaking, should not be interrupted unless it be to call him to order. C. No member shall speak a second time upon the same motion before opportunity has been given each member to speak on that mo- tion. Section IX. Addressing the Council: Any person, with the per- mission of the presiding officer, may address the Council, but the presiding officer shall be required to give recognition in the fol- lowing order: A. To those whose request to be heard is contained in the written agenda. B. To those who have submitted their request to be heard in writing to the City Clerk before the Council meeting. -3- C. To those who ask recognition from the floor. If the matter about which the request is to be heard is not contained in the written agenda, these requests shall be honored only during that portion of the meeting reserved for New,Business. In addressing the Council, each person should stand, and after recognition, give his name and address, and unless further time is given by the presiding officer, shall limit his address to five minutes. All remarks shall be made to the Council as a body and not to any individual member. No person shall be permitted to enter into any discussion from the floor without first being recognized by the presiding officer. Any person making personal, impertinent or slanderous remarks while addressing the Council shall be barred from further audience by the presiding officer unless permission to continue be granted by majority vote of the Council. Section X. Voting: Silence of a member during a voice vote shall be recorded as an affirmative vote. A roll call vote shall be taken on all ordinances and resolutions and motion to suspend rules. The recording of the vote of each councilman may be required by any member. Each member present must vote on all questions before the Council and may abstain only for reasons acceptable to a majority of the Council. Section XI. Ordinances, Resolutions. Motion, Contracts: A. Ordinances, Resolutions and other matters requiring action by the Council must be introduced and sponsored by a member of the Council, except that the City Attorney may present Ordinances, Resolutions and other matters to the Council, and any Councilman may assume sponsorship thereof by moving that such Ordinance, Resolution or other matters be adopted. B. Any Councilman may demand and have a full reading of a proposed ordinance immediately before a vote is called on its final adoption. Otherwise, with Council approval it shall not be necessary to read excessive detail set forth in a particular ordinance and in lieu thereof an oral summary of the contents shall be made. C. Publication and Posting of Ordinances, Notices, etc. 1. That all ordinances approved, passed and enacted by the City Council of the City of Tukwila shall be published once in a named legal newspaper of general circulation within the said city, as designated by the City Council. 4 2. That nothing herein shall be construed so as to prevent the public posting of ordinances in lieu of publication, as provided by law. 3. That all ordinances, notices or other matters required by law to be publicly posted by the City of Tukwila and all boards, commission or agencies, thereof, shall be posted for the period required by law in the following public places: Tukwila City Hall, Bulletin Board on Interurban Avenue, and Bulletin Board in Andover Park. Section XII. Recess: A. motion for temporary recess shall always be in order and may not be debated. Section XIII. Adjournment: A. motion to adjourn shall always be in order and may not be debated. Section XIV. Questions of Parliamentary Procedure, not covered by these rules, shall be governed by Robert's Rules of Order. Section XV. If any part or parts of this ordinance conflict with State _law or City ordinance and are found to be invalid, that part or parts, will not invalidate the remainder of the ordinance. Section XVI. Any ordinance or parts of ordinances or resolutions in conflict herewith are hereby repealed. Section XVII. That this ordinance shall take effect and be in force five days after its passage, approval and publication.
