BACKGROUND This project was first bid in 2006 and all bids were rejected due to insufficient budget (which includes $100,000 in federal funds). This is a re -bid of the project. The project was advertised for bids on April 26 and May 3 and bids were opened on Friday, May 11. Two bids were received with the low bid of $526,017.50 from Lakeridge Paving Company. The engineer's estimate was $490,935. Lakeridge also submitted the lowest bid for construction of the City's 2007 Overlay Program. Due to the need to meet specific schedule concerns, staff is requesting an accelerated award process from the Council. Construction needs to be complete before the scheduled I -5 lane closures in August by WSDOT, as this intersection is part of the detour route expected to be used by a significant number of motorists that will be bypassing the construction on I -5. ANALYSIS This project is part of the 2007 Overlay Program, but has a separate CIP sheet (page 45) because the project is partially funded with federal dollars. The project's original budget (federal funds and City funds) totals $130,000. An additional $100,000 was anticipated in the 2007 budget from National Highways of Significance (NHS) funds, but the funds were not awarded in favor of a competitive process. It is critical for this project to be completed as the pavement continues to deteriorate at an accelerated pace. In order to be able to meet budget needs and construct the project, it is proposed that funding from the S 144`' St Phase 1 project be used. Negotiations with Seattle City Light for that project indicate that some of the 2007 budgeted funds will not be spent and could be moved to fund the shortfall for this project. Tukwila Urban Center Signal Interconnect ITS Project Consultant Supplemental Agreement Jim Morrow reminded the Committee that one of the reasons that Siemens was originally chosen for this project was because of their expertise in regards to the software used for this program. In this final phase, Siemens will load the software and conduct necessary programming for signal operation. The amount for this phase is currently in the budget. UNANIMOUS APPROVAL. FORWARD TO COW FOR DISCUSSION. B. 2007 Annual Overlay Repair Program Bid Award Jim Morrow stated that he is glad that the Council recognizes the importance of the overlay program. Boeing Access Road/East Marginal Wav Intersection Paving Bid Award Staff is seeking a recommendation to award the above mentioned intersection resurfacing to the lowest bidder, Lakeridge Paving Company. This is the second time out to bid for this project, as first round bids were rejected due to insufficient project funding. Additionally, staff is seeking approval from the full Council to transfer funds from the current South 144 Street Phase I project into this intersection resurfacing project. The extra funds have resulted from a negotiated credit between the City and Seattle City Light, and staff has determined that the 144 project will not require all of its budgeted funding. Finally, staff is requesting the bid award go directly to full Council for approval since the contractors are under a significant amount of pressure to complete this project within a specified time frame. The submission of the application must be accompanied by Council authorization and Mayor approval. The Office of Human Services proposes to continue the Minor Home Repair program, which targets minor home repairs to low and moderate income homeowners in Tukwila. In 2006 this program served 39 duplicated households with 192 hours of repair service. Most households were at 30% of median income ($16,350 annually for one person). In SeaTac, 24 households were served with 169 hours of repair service. The program successfully assisted homeowners who were having a difficult time maintaining their house. The program is a tool that the cities can use to both serve a human service need of maintaining a safe house, as well as a tool to address some code enforcement issues. The service also contributes to a more positive image of Tukwila, SeaTac and Des Moines single family neighborhoods. We submitted last year's application jointly with the City of SeaTac and the City of Des Moines. We were awarded $65,000; $8,000 higher than our request. Consistent with submitting a more competitive subregional application, we are proposing to administer the 2008 program on behalf of three cities; Tukwila, SeaTac, and Des Moines. SeaTac has one staff person addressing human service issues, and in Des Moines, the staff person to implement the project will be their code enforcement officer. Our sponsorship implies that we will serve as the fiscal agent for the three cities, as well as handle the administration with King County. Each city will need to hire their own contractors, screen their clients and make referrals. Our job will be to gather their paperwork to receive reimbursement from King County. We propose to submit an application for $66,000; $24,666 for SeaTac, $22,668 for Tukwila and $17,666 for Des Moines. There is an additional $1,000 in the budged for federal regulatory review such as environmental review or historic preservation. We recognize the CDBG funds are tenuous, in this climate of federal cost cutting. However, should there be adequate funds for King County, we feel that this program meets a tangible need in serving lower income populations with their housing needs. The program's consistency with the County's Consolidated plan supports continuation as a method of supporting affordable housing. Homeowners express gratitude and appreciation for a service that they othenvise would not be able to afford. Please let me know if you have any questions. BUSINESS AGENDA A. 2008 Application for Minor Home Repair Staff is seeking Council authorization and Mayor approval for the 2008 Community Development Block Grant application. The City's application proposes to continue the Human Services Minor Home Repair Program, and includes similar programs in both SeaTac and Des Moines with Tukwila serving as the fiscal agent for all three cities. Incorporation of three cities into one application makes our request more competitive. Evie explained that this program predominantly serves the lowest income homeowners, allowing repairs that may not normally be completed. Additionally, since this program has been taken on in- house, we have been able to respond to twice as many requests then when the program was outsourced. Staff is also requesting this issue go directly to the May 21 Regular Council meeting due to a May 31 application deadline. UNANIMOUS APPROVAL. FORWARD TO MAY 21 REGULAR COUNCIL MEETING. B. Foster Golf Course Concession Agreement Bruce gave a brief history of the concessionaire agreement with Gordy's of Tukwila, Inc., and Jeff Stone, General Manager of Gordon's on the Green, discussed some of the challenges the restaurant has experienced in gaining momentum in securing a regular consumer base. Since the opening of the clubhouse restaurant, Gordy's has experienced some financial setbacks and is currently in arrears to the City. Staff desires to maintain a concessionaire presence in the clubhouse as well as to ensure that all concessionaire financial obligations to the City are met. In order to manage this twofold goal, staff is seeking Council approval to amend the existing Concession Agreement between the City and Gordy's of Tukwila, Inc. The amendment proposes to restructure concession fees and have the City retain ownership of all capital equipment.
