BACKGROUND This project was first bid in 2006 and all bids were rejected due to insufficient budget (which includes $100,000 in federal funds). This is a re -bid of the project. The project was advertised for bids on April 26 and May 3 and bids were opened on Friday, May 11. Two bids were received with the low bid of $526,017.50 from Lakeridge Paving Company. The engineer's estimate was $490,935. Lakeridge also submitted the lowest bid for construction of the City's 2007 Overlay Program. Due to the need to meet specific schedule concerns, staff is requesting an accelerated award process from the Council. Construction needs to be complete before the scheduled I -5 lane closures in August by WSDOT, as this intersection is part of the detour route expected to be used by a significant number of motorists that will be bypassing the construction on I -5. ANALYSIS This project is part of the 2007 Overlay Program, but has a separate CIP sheet (page 45) because the project is partially funded with federal dollars. The project's original budget (federal funds and City funds) totals $130,000. An additional $100,000 was anticipated in the 2007 budget from National Highways of Significance (NHS) funds, but the funds were not awarded in favor of a competitive process. It is critical for this project to be completed as the pavement continues to deteriorate at an accelerated pace. In order to be able to meet budget needs and construct the project, it is proposed that funding from the S 144`' St Phase 1 project be used. Negotiations with Seattle City Light for that project indicate that some of the 2007 budgeted funds will not be spent and could be moved to fund the shortfall for this project. All references checked indicated that Lakeridge Paving Company has done a good job on roadway overlay and repair projects. We are therefore recommending that the City award the project entitled Boeing Access Road East Marginal Way Intersection Resurfacing (Project no. 07 -RW01, Federal Aid no. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Tukwila Urban Center Signal Interconnect ITS Project Consultant Supplemental Agreement Jim Morrow reminded the Committee that one of the reasons that Siemens was originally chosen for this project was because of their expertise in regards to the software used for this program. In this final phase, Siemens will load the software and conduct necessary programming for signal operation. The amount for this phase is currently in the budget. UNANIMOUS APPROVAL. FORWARD TO COW FOR DISCUSSION. B. 2007 Annual Overlay Repair Program Bid Award Jim Morrow stated that he is glad that the Council recognizes the importance of the overlay program. This program is based on a pavement management system, and assists in long -term savings for the City. UNANIMOUS APPROVAL. FORWARD TO MAY 14 COW FOR DISCUSSION. C. Boeing Access Road/East Marginal Wav Intersection Paving Bid Award Staff is seeking a recommendation to award the above mentioned intersection resurfacing to the lowest bidder, Lakeridge Paving Company. This is the second time out to bid for this project, as first round bids were rejected due to insufficient project funding. Additionally, staff is seeking approval from the full Council to transfer funds from the current South 144 Street Phase I project into this intersection resurfacing project. The extra funds have resulted from a negotiated credit between the City and Seattle City Light, and staff has determined that the 144 project will not require all of its budgeted funding. Finally, staff is requesting the bid award go directly to full Council for approval since the contractors are under a significant amount of pressure to complete this project within a specified time frame. UNANIMOUS APPROVAL. FORWARD TO REGULAR COUNCIL.
