In order SUMMARY to achieve the best price, we must place the order no later than December 1, 2006. We will be billed for the apparatus in 2007. Purchase of the second pumper was approved bythe F&S Committee on 11/20/2006. There will be sufficient funds in the 2007 budget to cover the cost of the apparatus. REVIEWED BY COW Mtg. Olivas, Fire Chief 1908 To: Tukwila City iil From: Chief Olivas Subject: Purchase of Second Replacement Pumper Date: November 15, 2006 You may recall that earlier in the year we ordered a replacement pumper. At the time, my proposal was to replace both 1986 International Pumpers. Although the majority of the council seemed to be in favor of this concept, there were insufficient funds in the 107 account to make the proposal a reality. The proposed contribution to the 107 fund in 2007 will give us sufficient funds to order the second replacement pumper. We have until December 1, 2006 to order a second pumper with the 2006 engine; if we order the second pumper, it will be a duplicate of the one we ordered earlier in the year. There will be a modest increase in price, approximately five percent because of inflation. In addition, if we sign a contract with Ferrara by the specified date, they will make the effective date of the contract January 2, 2007; no funds will be spent in 2006 for this apparatus. If we delay ordering a second pumper until 2007, we will be purchasing a new generation of engine and exhaust system. Manufacturers still have not identified the cost impact of these changes. While I agree with reducing emissions, I think it is better for us to let the manufacturers work the bugs out before we buy the new generation of fire apparatus. I recommend that you approve the purchase of a second replacement pumper from Ferrara Manufacturing. I will be at the November 20, 2006 Council Meeting to answer any questions you have.
