ISSUE
Annual update of the Six-Year Transportation Improvement Program for the years 2007 - 2012.
BACKGROUND
The Transportation Improvement Program (TIP) is updated annually as required by RCW The TIP
is adopted by resolution after a public hearing at the local agency level and incorporated into the
regional and state TIPs. The TIP is primarily a financial planning document for projects competing
for grants. Any project submitted for federal grant funding must be included in the local, regional
and state adopted TIPs.
The TIP is a rolling plan showing various funding sources: grants, developer, and local funds.
Projects "roll" as funds or stages (design report, final design, construction) occur.
Tukwila's TIP and CIP list many of the same transportation related projects. The TIP lists only those
transportation related projects planned within the next six years that are deemed regionally
significant. The City's CIP lists transportation projects planned in the next six years and beyond, as
well as water, sewer, surfuce water, and capital facilities. The TIP is required to be adopted by July
I, while the CIP is prepared during summer/fall in conjunction with the City's budget preparation.
Differences between the two may be due to priority changes, funding availability changes, or other
factors that normally occur during the time between adoption of each document.
ACTION TAKEN
The "Draft" 2007 - 2012 TIP was created by modifying the 2006 - 2011 TIP to add projects, remove
projects, adjust project costs, and reprioritize the list of projects.
The attached spreadsheet shows the project additions, deletions and revisions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADOPTING A SIX -YEAR TRANSPORTATION
IMPROVEMENT PROGRAM, AND DIRECTING THE SAME TO BE FILED
WITH THE STATE SECRETARY OF TRANSPORTATION AND THE
TRANSPORTATION IMPROVEMENT BOARD.
WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and 47.26 as
amended, the City Council of the City of Tukwila has previously adopted a
Transportation Improvement Program and thereafter periodically modified said
Transportation Improvement Program by resolution; and
WHEREAS, the City Council has reviewed the work accomplished under said
program, determined current and future City street and arterial heeds, and based upon
these findings has prepared a Six-Year Transportation Improvement Program for the
ensuing six calendar years (2007 2012); and
WHEREAS, a public hearing was held on the said Six-Year Transportation
Improvement Program on June 12, 2006;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1 Filing of Program. The City Clerk is hereby authorized and directed to
file a copy of this resolution, together with the exhibit attached hereto, with the
Secretary of Transportation and the Transportation Improvement Board of the State of
Washin

TUKWIl.A, WASHINGTON, REGARDING CONDEMNATION OF
PROPERlY FOR THE EXTENSION OF SOUTIlCENTER PARKWAY
AND SOUTIll78TIf ROAD IMPROVEMENT PROJECTS.
WHEREAS, the City of TukwiJa has deternuned that the annexatton and development of
the TukwiIa South area ("Project") is a top pnority; and
WHEREAS, at the lime the Project was proposed to the Ctty, It was believed by the
parnes that the property needed to extend Southcenter Parkway and to realign South 178th
would be donated by the Project Applli:ant ("La Pianta") to the City for road improvements,
and
WHEREAS, the Ctty Council. m rehance on !!us undershmdmg. funded cerla1n desIgn
work in connectIon with these t\'1O road ID:1.provement prqects; and
WHEREAS, the City has in its Cap>1al Improvement Pian certain public road projects, two
01 which are the extension of Southe=ter Parkway and the realigrunentof South 178th, and
WHEREAS, the partIes have now learned that the reqwred property is not currently
available to La Pianta, and
WHEREAS.. the CIty is now faced with the deaslOn of wh~ther or not to condemn
property needed for these road Improvement projects..
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The City proposes tv begin the acquisition process for the property necessaty
for widenmg Southcenter Parkway in the current aligrunent within the ex1Stmg Ctty lmuts. The

A. Six-Year TranslJOrtation Improvement Program (2007-2012)
The Six-Year Transportation Program is just a planning document to include all transportation
projects that are competing for grants. No one holds us to the schedule or to the amount identified for
each project. This year there are only two deletions, S 178th St Realignment (Council deleted this
project ITom the City's 2006 CIP by Resolution 1585, copy included) and East Marginal WaylBoeing
Access Road Intersection, since this overlay project should be completed this year. Dennis asked
about the priority of Boeing Access Rd Bridge Replacement and was told that the statewide bridge
program will not have a call for additional grants until 2007, since they are still trying to take care of
all bridge projects currently underway Dennis also asked about the Interurban Ave Project and was
told that there are significant pavement problems along the last stretch left to do and we won't be
able to continually patch it. Unanimous approval. fonvard to COW.
B. 2005 Overlav and Repair Program Proiect Completion and Acceptance
The 2005 Overlay Project is complete with one change order to delete two sites and add sites #7
through #15 The significant underruns amounted to a credit of$130,924.82. Included in this project
was the removal of the tree on 58th Ave S and installing sidewalk (citizen's complaint). Unanimous
approval. fonvard to Regular Consent A!!enda.
C. Turnover Documents for Fosterview Estates
The Fosterview Estates development is complete and all infi:astructure is ready to be turned
over to the City The value of storm pipes, catch basins, detention tanks, curbs, gutters,
sidewalks, and 13 street light poles is $1,490,943.00. Pam asked if the railing at43ro Ave Sand
S 136th St had been repaired and staff confirmed with the Street department that the railing has
been repaired. Unanimous approval. fonvard to Regular Council.
D. Other items
Pam asked about the large Traffic Revision sign on W Valley Hwy, near 1405. (Staff has contacted
WSDOT and they believe it may be a sign left from signal revision work at Longacres Way).
Dennis reported that a construction sign is blocking the view of SIC Blvd ITom 5200 Ave S, for those
trying to make a left hand turn toward City Hall. (Staff has con/acted Sound Transit to relocate the sign.)
Jim noted that concrete and asphalt costs are showing a steep increase and some of our current
contractors have requested price adjustments on their bid amount. The City will not honor any
claims or change orders if there is not a "changed condition" The contract was awarded at a certain
price and it stays at that price and the contractor is responsible to meet any price fluctuations that
