BACKGROUND The Carrasino family recently contacted King County offering to sell their 2. IS-acre property adjacent to the Duwamish River as a Habitat Restoration Site. The property known to the family as "Duwamish Gardens" is located on the right bank of the Duwamish River immediately downstream of East Marginal Way South and has approximately 500 feet of river frontage. The site 15 in the high priority "transition zone" between fresh and salt water WRIA 9 staff members are conducting a feasibility analysis of this site to determine its potential for restoration. This analysis will include environmental and archeological testing that will be completed prior to closing on the purchase. The ALEA program is administered through the Interagency Committee for Outdoor Recreation. ACTION TAKEN City staff has submitted three grant applications for this acquisition. These applications include funding from the Interagency Committee for Outdoor Recreation (lAC), King County Conservation Futures, and Estuary and Salmon in Puget Sound. The application through lAC requires a formal resolution approved by the City Council. RECOMMENDATION Approve the resolution for a grant application through the Interagency Committee for Outdoor Recreation. WHEREAS, the City of Tukwila has approved a Comprehensive Plan that includes the Duwamish Gardens Project area; and WHEREAS, under the provisions of ALEA, state funding assistance is requested to aid in financing the cost of land acquisition and/ or facility development; and WHEREAS, the City of Tukwila considers it in the best public interest to go forward with the Duwamish Gardens Acquisition Project; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TU1G\'ILA, WASHINGTON HEREBY RESOLYES AS FOLLOWS: 1. The Public Works Director shall be authorized to make formal application to lAC for funding assistance. 2. Any funding assistance received shall be used for implementation of the Duwamish Gardens Acquisition Project. 3. The City of Tukwila hereby certifies that its share of project funding is committed and will be derived from the Gty's Parks and Recreation 301 Fund. 4. The City of TubviIa acknowledges that it is responsible for supporting all non-<:ash commitments to the sponsor share if the grant is not approved. 5. The City of TubviIa acknowledges that any property acquired or facility developed with lAC financial aid must be placed in use as an outdoor recreation facility and be retained in such use in perpetuity, unless otherwise provided, and agreed to by our organization and IAC (generally, lAC approves removing facilities from the perpetuity requirement when the facilities have reached their designed life expectancy, or because of extraordinary vandalism, acts of nature, fire, etc.). 6. This resolution shall become part of a formal application to lAC. 7 The City of TubviIa shall provide appropriate opportunity for public comment on this application. The site is important because this reach of the estuary provides the appropriate range of salinities for juvenile chinook to transition to salt water. Off channel and shallow water habitats in this stretch of the Duwamish will provide opportunities for juvenile fish to move out of the main channel to habitats where they can feed and rear Longer residence times in the estuary allow for larger, healthier smolts prior to ocean migration. The property is among the largest remaining pieces of undeveloped sites for habitat restoration remaining in the Duwamish corridor Loe<ated in the midst of several other restoration sites, the propert>j will provide an important habitat and open space link. The property, until recently operated as a family farm known as "Duv/amish Gardens", is fiat with a bank of approximately 20 feet to the Duwamish River with approximately 500 feet of river frontage. Structures on the propert>j include a barn and two older homes, and current vegetation is dominated by invasive blackberries. A large sign posted on the property advertises its availability "For Sale or Lease" The threat that the propert>j may be lost for restoration purposes is signifie<ant, so there is some urgency to the purchase. It is hoped that the projects will be linked with an appropriate trail or walkway system with interpretive signs telling the story of both the site and the importance of the restoration. At the present time there are few opportunities for passive recreation where people can enjoy fish and wildlife activities along this stretch of the river When restored, this property will significantly enhance those opportunities. The restoration will include diverse native plants and a soft surface walking path for viewing and enjoying the site as well as the activities of fish and wildlife that will be attracted to it. The proposed project is included as one of the 77 projects to restore the habitat for the threatened species described in the Water Resource Inventory Area (VIJRIA) 9 Salmon Habitat Plan published in August 2005. Scientific studies have documented the loss of approximately 98% of the estuarine habitat in the Duwamish. Furthermore, the site is located within the -critical mixing or "transition" zone between fresh and salt water which is vital to juvenile salmonids as they become accustomed to salt water, on their migration to Puget Sound and beyond. The proposed resoration will replace and expand intertidal estuary functions including shallow backwater zones, shallow marsh areas and integral habitat benches at appropriate elevations. It is important to provide off-channel opportunities to juvenile fish where they can feed and rear. Longer residency times in the estuarj allow for larger, healthier smolts prior to ocean migration. B. 2006 Small Draina!!:e Pro!!ram Bid Award Ryan discussed the discrepancy between the information memo and the bid tabulation in the engineer's estimate costs, which will be corrected. The Engineer's Estimate was significantly lower than the bid amounts and upon analysis, the main discrepancy was the difficulty of replacing the outfalls and work within Southgate Creek. Staff will add a section on the validity and confidence level of the Engineer's Estimate along with a letter from KPG. The specific locations were briefly discussed.
