ALEA Funding Assistance Resolution
Project No. 06-DR02
ISSUE
Approve a resolution authorizing application for funding assistance for property acquisition of
the Duwamish Gardens site through an Aquatic Lands Enhancement Account (ALEA)
program.
BACKGROUND
The Carrasino family recently contacted King County offering to sell their 2. IS-acre property
adjacent to the Duwamish River as a Habitat Restoration Site. The property known to the
family as "Duwamish Gardens" is located on the right bank of the Duwamish River
immediately downstream of East Marginal Way South and has approximately 500 feet of river
frontage. The site 15 in the high priority "transition zone" between fresh and salt water
WRIA 9 staff members are conducting a feasibility analysis of this site to determine its
potential for restoration. This analysis will include environmental and archeological testing
that will be completed prior to closing on the purchase.
The ALEA program is administered through the Interagency Committee for Outdoor
Recreation.
ACTION TAKEN
City staff has submitted three grant applications for this acquisition. These applications
include funding from the Interagency Committee for Outdoor Recreation (lAC), King County
Conservation Futures, and Estuary and Salmon in Puget Sound. The application through lAC
requires a formal resolution approved by the City Council.
RECOMMENDATION
Approve the resolution for a grant application through the Interagency Committee for Outdoor
Recreation.

DESCRIPTION:
The City of Tukwila proposes the purchase of 2.16 acres of property adjacent to the right bank of the Duwamish River
immediately downstream of river mile 7 The site is in the high priority "transition zone" between fresh and salt water
and will, in the-future, be restored for salmonid habitat. The site is important because this reach of the estuary
provides the appropriate range of salinities for juvenile chinook to transition to salt water. Off channel and shallow
water habitats in this stretch of the Duwamish will provide opportunities for juvenile fish to move out of the main
channel to habitats where they can feed and rear Longer residence times in the estuary allow for larger, healthier
smolts prior to ocean migration. The property is among the largest remaining pieces of undeveloped sites for habitat
restoration remaining in the Duwamish corridor Loe<ated in the midst of several other restoration sites, the propert>j
will provide an important habitat and open space link.
The property, until recently operated as a family farm known as "Duv/amish Gardens", is fiat with a bank of
approximately 20 feet to the Duwamish River with approximately 500 feet of river frontage. Structures on the propert>j
include a barn and two older homes, and current vegetation is dominated by invasive blackberries. A large sign
posted on the property advertises its availability "For Sale or Lease" The threat that the propert>j may be lost for
restoration purposes is signifie<ant, so there is some urgency to the purchase.
LOCATION INFORMATION:
The project foe<ation is adjacent to the right bank of the DlNlamish River immediately downstream of river mile 7 in the

The property is located in a commercial area, and has a residential neighborhood close by, in the
city of Tukwila. It will be restored as an open space feature and will potentially be linked with Site
1/North Wind's Weir and the Duwamish Riverbend Hill Park as a natural corridor. The trails,
walkways and open space features in the area are used frequently The property is proposed for
restoration, which will include native plants and a soft surface walking path for access along this
section of the river
5 of 24 [s the work site(s) located within an exisUng par',{, wildlife refuge, natural area preserve, or olher
recreation or habitat site? If yes, name the area.
The site is located in the Duwamish Estuary Subwatershed of the Green/Duwamish Watershed and
will be one of an important series of projects for the restoration of habitat for Chinook, other
salmonid species and diverse wildlife. It is hoped that the projects will be linked with an appropriate
trail or walkway system with interpretive signs telling the story of both the site and the importance of
the restoration. At the present time there are few opportunities for passive recreation where people
can enjoy fish and wildlife activities along this stretch of the river When restored, this property will
significantly enhance those opportunities. The restoration will include diverse native plants and a
soft surface walking path for viewing and enjoying the site as well as the activities of fish and wildlife
that will be attracted to it. The project, described under project number DUW-7, is included in the
WRIA g Salmon Habitat Plan, Making Our Watershed Fit for a King, published in 2005 and
incorporated in the Draft Puget Sound Salmon Recovery Plan.
6 of 24 Is the work site(s) on a navigable water body? If yes, name the water body If it is river and you know

The site is located in the City of Tukwila within King County, Washington
10 of 24 Whaf is the shoreline designation for the property?
The shoreline designation for the property is Urban.
11 of 24 Has the site(s) been investigated for historical. archeological, or cultural significance? If yes, what
were the findings? What affected tribes were consulted? Provide the daters).
Archeological artifacts were discovered during Sound Transits excavation on the southeast portion
of this site. Further historical and archeological investigations will be completed prior to closing on
the purchase of the property and tosts have been budgeted.
12 of 24 Do any listed or priority species or habitats occur on the site? If yes, I'that is being done to avoid or
mitiiJate any impacts?
The federal government listed Chinook salmon and bull trout as "threatened" under the Endangered
Species Act in 1999. The proposed project is included as one of the 77 projects to restore the
habitat for the threatened species described in the Water Resource Inventory Area (VIJRIA) 9
Salmon Habitat Plan published in August 2005.
Scientific studies have documented the loss of approximately 98% of the estuarine habitat in the
Duwamish. Furthermore, the site is located within the -critical mixing or "transition" zone between
fresh and salt water which is vital to juvenile salmonids as they become accustomed to salt water,
on their migration to Puget Sound and beyond. The proposed resoration will replace and expand
intertidal estuary functions including shallow backwater zones, shallow marsh areas and integral
habitat benches at appropriate elevations. It is important to provide off-channel opportunities to
juvenile fish where they can feed and rear. Longer residency times in the estuarj allow for larger,
healthier smolts prior to ocean migration.
Due to commercial and industrial developmen~ much of this important stretch of the river is no
longer available for restoration.
13 of 24 Does this application contain state, federal or other grants as part of the "sponsor match"? If "yes, "
name the grant(s) and date grant will be available.
Yes. A grant application for Salmon Recovery Funding Board (SRFB) funds will be prepared. A

A. Duwamish Gardens Acquisition ALEA Funding Assistance Resolution Ryan discussed
the previous grant proposals with the Committee in April 2006 and this resolution is a
requirement of the lAC funding. This project is currently unfunded and will be added to the
2007 CIP The local match may be zero, depending on success with other grant sources, yet
we have tentatively committed $50,000 on the grant application. Jim mentioned that the
Resolution seems to be a generic format. Ryan will find out if lAC will allow us to modifY
the Resolution to better match typical Tubvila Resolution format. Council packet will
include maps and the ALEA grant application. Unanimous approval; forward Resolution
to COW.

B. 2006 Small Draina!!:e Pro!!ram Bid Award Ryan discussed the discrepancy between the
information memo and the bid tabulation in the engineer's estimate costs, which will be
corrected. The Engineer's Estimate was significantly lower than the bid amounts and upon
analysis, the main discrepancy was the difficulty of replacing the outfalls and work within
Southgate Creek. Staff will add a section on the validity and confidence level of the
Engineer's Estimate along with a letter from KPG. The specific locations were briefly
discussed. Unanimous approval; forward bid award ofS326.066.15 to COW.
C. 2006 First Ouarter Report Several items were discussed, including: the timeline for the
LID Special Benefit Study for the Tukwila Urban Access Project (Klickitat), reclaimed water
issues (purple pipe), the reduction of water loss and the use of the new video equipment to
help eliminate sewer infiltration/inflow Information Onlv.
