Dennis R. Craig, Inc. worked successfully on the 2004 and 2005 Small Drainage Projects and references indicate that they have performed well on similar type projects with other agencies. Craig Construction, Inc., of Redmond, Wasbington, in the amount of $326,066.15. BACKGROUND The Annual Neighborhood Drainage Program budgeted $622,000 for construction of projects in 2006. This amount included the completion of the 2005 Small Drainage Program estimated at $141,000 leaving S481,000 for construction of projects in 2006. The 2006 Small Drainage Program will construct the following projects: Site No. I - West Yalley Highway Outfall Repair Site No.2 - Strander Blvd. Outfall Repair Site No.3 - Christensen Road Outfall Repair Site No.4 - South 143'" Street Outfall Repair Site No.5 - Interurban Ave. Drainage Swale Re-grading Site No.6 - Southgate Creek Driveway Removal This project was advertised on May 16 and May 23, 2006. Three bids were received and opened on May 31 The bids were checked and tabulated. No errors were found. Dennis R. Craig Construction is the low bidder with a bid of $326,066.15. At~ALYSIS The low bid is of S326,066.15 is 24% over the engineer's estimate of $262,534 40. An analysis of the bid results found that most of the differences were in five of the bid items. On four of these items, the Engineer's Estimate did not accurately account for the costs associated with difficult site access issues. On the remaining item, an incorrect cost was used that did not include materials. Bid results from the three bidders were consistent with each other and no irregular bid results were found. It was concluded that the Engineer's Estimate was in error and that the low bid from Dennis R. Craig Construction be accepted for the construction of the project. Dennis R. Craig Construction has worked successfully with TukwiIa on past projects including the 2004 and 2005 Small Drainage Programs. Reference checks also indicated that Dennis R. Craig Construction has performed well on similar type projects with other agencies. BUDGET AND BID SUMMARY (All amounts include sales tax.) Senior Surface Water Management Engineer City of Tukwila Public Works Tukwila, WA 98188 Re. 2006 Small Drainage Program Project No. 06-DR01 - Bid Review Dear Ryan: We have reviewed the bids received for the 2006 Outfall Repair Projects and offer the following observations when comparing the low bidder to the Engineers Estimate. Three (3) bids were received, with Dennis R. Craig Construction providing the low bid of $326,066.15, approximately $63,000 over the Engineer's Estimate of $262,53400 The majority of this difference occurs in the following 5 line items: Item 5 - Clearing and Grubbing Item 8 - Gravel Borrow Item 17 - Ditch Excavation Item 19 - Storm Drain Pipe, 18" Item 21 - Outfall Check Valve $8,400 difference $8,100 difference $17,000 difference $18,000 difference $15,000 difference Items 5,8,17 and 19 All of these bid items require hauling of material to and from each of the 5 individual outfall sites along the Green 1 Duwamish River Trail. These cost differences are consistent amongst the 3 bids received; therefore, we would conclude that we did not adequately account for the costs associated with accessing these remote sites for construction. Item 21 Our hand calculations identify a material cost of $4,700, with an estimate of $1,500 for the installation for a total of $6,200 each. The installation cost of $1,500 was erroneously entered into the Engineer's Estimate rather than the total estimated cost of $6,200 This results in a difference of nearly $15,000. Dennis R Craig's bid on the other 22 items in the proposal were generally consistent with the Engineer's Estimate, and the 5 items noted above were generally consistent between the 3 bids received. Therefore, we would conclude that the DR Craig bid is reasonable for the work that is proposed on this contract. Duwamish Gardens Acquisition ALEA Funding Assistance Resolution Ryan discussed the previous grant proposals with the Committee in April 2006 and this resolution is a requirement of the lAC funding. This project is currently unfunded and will be added to the 2007 CIP The local match may be zero, depending on success with other grant sources, yet we have tentatively committed $50,000 on the grant application. Jim mentioned that the Resolution seems to be a generic format. Ryan will find out iflAC will allow us to modify the Resolution to better match typical Tu1.'wila Resolution format. Council packet will include maps and the ALEA grant application. Unanimous approval; forward Resolution to COW. .' B. 2006 Small Drainage Program Bid Award Ryan discussed the discrepancy between the information memo and the bid tabulation in the engineer's estimate costs, which will be corrected. The Engineer's Estimate was significantly lower than the bid amounts and upon analysis, the main discrepancy was the difficulty of replacing the outfalls and work within Southgate Creek. Staff will add a section on the validity and confidence level of the Engineer's Estimate along with a letter from KPG. The specific locations were briefly discussed. Unanimous approval; forward bid award of 5326,066.15 to COW.
