SPONSOR'S Accept turnover of the storm drainage system, street infrastructure and streetlights as

SUBJECT: Turnover of Street, Street Lighting, and Storm Drainage Facilities within Public
Right-of-Way and an Easement Located between 42"" Ave. South and 44'" Ave.
South; and within South 137'" Street, South 137'" Place, and 43'" Place South
ISSUE
Accept turnover of storm drainage system, constructed within street right-of-way and a public easement;
street infrastructure inciuding street lighting, constructed within public right-of-way - all as part of the
development known as the Fosterview Estates Development.

BACKGROUND
The Fosterview Estates Development is now completed. As a condition of the development, the
Fosterview Estates Development included the construction of:
185 LF of 8-inch (N-12) storm pipe, 1,865 LF of 12-inch (N-12) storm pipe, 580 LF of 15-inch (N-
12) storm pipe, 30 LF of 36-inch (12 GA Aluminized CMP) storm pipe, thirty five (35) Type I catch
basins, ten (10) Type 11- 54" catch basins, four (4) Type 11- 72" catch basins, 60 LF of CMP Arch
Culvert (42"x29"), ten (10) LF of 12-inch culvert, one (1) set of underground detention tanks #1
(88 LF -10 ft dia. -12 GA Aluminized CMP), one (1) set of underground detention tanks #2 (307
LF - 10 ft dia. -10 GAAluminized CMP), one (1) set of underground detention tanks #3 (120 LF
-10 ft dia. -12 GA Aluminized CMP), one (1) each Wet Vault #1 (8'x18' - concrete), one (1)
each Wet Vault #2 (12'x36' - concrete), one (1) each Wet Vault #3 (8'x18' - concrete).
One (1) each biofiltration swale (100 feet in length).
3,360 LF of curb and gutter, 220 LF of rolled curb, nine (9) wheel chair ramps, 14,800 SF of 5'
wide concrete sidewalks, and 4,900 SY of asphalt pavement, 60 LF of gravel ped path (12' wide),
180 LF of guardrail, one (1) each stairway-concrete (w/metal railing), 100 LF of retaining walls.
One (1) service cabinet, thirteen (13) street light poles with luminaire light, 1,700 LF of street light
conduit with junction boxes, and street appurtenances including RPM, paint striping, and other
materials.
The value of the transferred assets, from the Developer to the City of TukYlila, is $1.490.943.00
Conditions were placed on the development to provide the follo\'ling tumover documents:.
1 Letter from owner requesting turnover
2. List of Materials/Costs (City format)
3. Deed of Conveyance of Public Improvements
4. n'lO-year maintenance bond
5. As-built plans and CD for proposed public facilities

The proposed public facilities have been constructed to City standards and inspected by Public Works
staff and are now ready for tumover as public infrastructure.
RECOMMENDATION
Request Transportation Committee move to consent agenda authorizing Mayor to sign acceptance forms.

A. Six-Year Transportation Improvement Pro!!ram (2007-2012)
The Six-Year Transportation Program is just a planning document to include all transportation
projects that are competing for grants. No one holds us to the schedule or to the amount identified for
each project. This year there are only two deletions, S 178th St Realignment (Council deleted this
project from the City's 2006 CIP by Resolution 1585, copy included) and East Marginal Way/Boeing
Access Road Intersection, since this overlay project should be completed this year. Dennis asked
about the priority of Boeing Access Rd Bridge Replacement and was told that the statewide bridge
program will not have a call for additional grants until 2007, since they are still tl)'ing to take care of
all bridge projects currently underway Dennis also asked about the Interurban Ave Project and was
told that there are significant pavement problems along the last stretch left to do and we won't be
able to continually patch it. Unanimous approval. forward to COW.
B. 2005 Overlav and Repair Pro!!ram Proiect Completion and Acceotance
The 2005 Overlay Project is complete with one change order to delete two sites and add sites #7
through #15. The significant underruns amounted to a credit of $130,924.82. Included in this project
was the removal of the tree on 58th Ave S and installing sidewalk (citizen's complaint). Unanimous
approval. forward to RC!!ular Consent A!!enda.

C. Turnover Documents for Fosterview Estates
The Fosterview Estates development is complete and all inITastructure is ready to be turned
over to the City The value of storm pipes, catch basins, detention tanks, curbs, gutters,
sidewalks, and 13 street light poles is $1,490,943.00. Pam asked if the railing at 43'd Ave Sand
S 136th St had been repaired and staff confirmed with the Street department that the railing has
been repaired. Unanimous approval. forward to Re!!ular Council.
D. Other items
Pam asked about the large Traffic Revision sign on W Valley Hwy, near 1-405. (Staffhas contacted
WSDOT and they believe it may be a sign left from signal revision work at Longacres Way).
Dennis reported that a construction sign is blocking the view of SIC Blvd from 5200 Ave S, for those
tl)'ing to make a left hand turn toward City Hall. (Staff has contacted Sound Transit to relocate the sign.)
Jim noted that concrete and asphalt costs are showing a steep increase and some of our current
contractors have requested price adjustments on their bid amount. The City will not honor any
claims or change orders if there is not a "changed condition" The contract was awarded at a certain
price and it stays at that price and the contractor is responsible to meet any price fluctuations that
