SPONSOR'S The Foster Golf Links irrigation system filters are budgeted and scheduled for replacement.
SUMMARY Six qualified contractors from the Small Works Roster were asked to bid on the project.
Golf Pumping Services LLC was the lower bid at $34,610 plus WSST. The CIP budget was
$35,000 total and after sales tax and a 5% contingency fund, the total is $39,538.46. The
balance or shortfall of the total project is $4,538.46 and will be taken from the Foster Golf
maintenance operating budget.

SUBJECT: Foster Golf Links Filter Bid
At the request of the Parks and Recreation department, the bid authorization has been
sent directly to the Regular Council meeting scheduled on May 1,2006. The current
filter system for the golf irrigation is damaged and in dire need of replacement. The golf
maintenance staff has reduced the water pressure in a preventative measure to reduce the
possibility of damage to the irrigation pump, lines and heads. It is a top priority to have
a working irrigation system for the complete golf course as we move into the spring and
summer seasons.
The Community Affairs and Parks Committee were in favor of moving this item forward
for discussion and approval at the May 1st Regular Council meeting. The Parks &
Recreation Director and Golf Maintenance Supervisor will at the Council meeting to
further discuss this issue.

Foster Golf Links - Irrigation System Filter Replacement Project BID AWARD

BACKGROUND
The Foster Golf Links irrigation system filters are budgeted and scheduled to be replaced in
the 2006 Capital Improvement Project Budget. This project is greatly needed because the
filters for the pump system - that runs all the irrigation for the golf course - are at a point to
where they cannot be maintained anymore and have reached their life expectancy The
maintenance contractor will no longer maintain the filters because they need to be replaced.
Six qualified contractors from the Small Works Roster were asked to bid on the project. A
pre-bid meeting was conducted on April 6 and sealed bids were received and opened on
April 18th Three contractors obtained the bid packets and one contractor submitted a bid on
the project.
Golf Pumping Services LLC has done work for the golf course in the past and staff is pleased
to have them as the low bidder The contractor will have 30 days to complete the project
once the Notice to Proceed is given. Staff is confident that the contractor is very capable of
performing the work in this time line. The scope of work will be done during the day which
leaves the irrigation system operational during night.
The 2006 CIP Budget for this project is $35,000. The Base Bid results are $34,610 plus
WSST in the amount of $3,045 for a total project of $37,655.68. The balance of the project
costs ($2,655.68) plus a 5% contingency fund ($1,882.78) will be taken from the golf
maintenance operating budget.
RECOMMENDATION
Staff recommends that the Community Affairs and Parks Committee forward the Foster Golf
Links - Irrigation System Filter Replacement Project for BID AWARD to the Committee of the
Whole.

Golf Links irrigation system filters for the pump system that runs all of the
irrigation system for the golf course needs to be replaced. The 2006 CIP budget
for this project is $35,000. Six qualified contractors from the Small Works Roster
were asked to bid on thi;: project. Only one contractor submitted a bid on the
project. The base bid of $34,610 is below budget; however, when WSST is added
in the amount of $3,045 it will bring the total project to $37,655.68. The balance
of the project costs ($2,655.68) plus a 5% contingency fund ($1,882.78) will be
taken from the golf maintenance operating budget. Due to the potential damage
that could occur if the pump system breaks down before the filters can be
replaced, Bruce asked if the bid award could be forwarded to the Regular Meeting
>k on Monday, May I, 2006. The Committee recommended awarding the contract
to Golf Pumping Services, LLC and that the BID AWARD be placed on the
consent agenda on Monday, May 1, 2006.
