and was substantially completed on August 31, 2005. Total contract completion was

ISSUE
Accept construction contract as complete and authorize the release of retainage in the amount
of $2,494.00.
BACKGROUND
The Notice to Proceed for Contract No. 05-083 with American Civil Constructors West Coast,
Inc., of Seattle, Washington, was issued August 17, 2005, for construction of the 4200 Ave S
Bridge Emergency Erosion Repair (Project No. oo-RW04). This project provided emergency
repairs and additional protection to the riverbank at the northwest bridge abutment. The work
included extending the existing steel sheet pile wall to the north, placement of controlled
density fIll (CDF or low-strength flowable fill) behind the sheet pile wall, and erosion control
plants and bank reinforcement.
This contract was substantially completed on August 31, 2005. Total contract completion was
achieved in February 2006 after the fInal erosion control plants were installed. No change
orders were issued. Closeout paperwork has been completed and verified, and the project is
now ready for final acceptance.
The contract costs are summarized as follows:

RECOMMENDATION
It is recommended that this contract be forwarded to the Tukwila City Council on the consent

Jim briefly discussed the background of this emergency project due to river erosion. The
contract went well and is ready for formal closeout and retainage release. Joan asked for
before and after photographs to be presented to the Council. Unanimous approval.

Information Only. Jim mentioned that our Urban Center AccesslKlickitat Project
passed the first hurdle last week, being one offIve projects out of nine, that SCATBd
TAC is forwarding on to SCATBd for further review on April 20. We are going after the
regional pot of STP federal funds.
