Sept. 12th, 1919. j A Special Meeting of the Town.Counell was called and held on the above date at Lutz' Hall. i The meeting was called to order by the mayor at 8:30 P.I. There were H present, Mayor E. F. Green, Councilmen, heemink, Wallenburg, Erickson, j Klein and Kassner. The Clerk not being present Councilman Klein was appointed Clerk pro tem. The mayor stated the meeting had been called for the purpose of discussing H street improvements, and. the 1920 Budget. Mr. Smith of the contractors in charge of the street work was present and stated that he Mould be unable to complete his contract unless he could obtain relief in a financial way, as well as an extension in time in which to fulfill 'I their obligations -to the town, and unless such action was taken immediately he was through. He was -advised that the Council could make no change in the terms of the contract without first obtaining legal advice. However, they had no objection to granting a reasonable extension of time if necessary. Mr. Smith stated that they were faced by a.serious condition, in that the bluff where it was :intended to obtain material for making the necessary fills had proved to be solid h rock, and t hat the price per yard for which they had taken the contract for this ,.work would not permit them to do the work without losing considerable money. After; ":quite a. lengthy discussion in which the matter was looked into from every angle, ji Mr. Lutz having arrived in the meantime, made the suggestion that his family had property located near the bluff in question which might prove a, solution of the I question. Accordingly, Mrs .41. M. Lutz was invited into the Council Chamber where, !;after some discussion; she gave her consent to the taking of material suitable for 1 the purpose from the Lutz property under suitable supervision and direction. :fir. ?,Klein was instructed to survey the property with this end in view and the Mayor was !!instructed to make out a contract protecting all parties in interest. A general discussion of Street improvement matters was then entered into, ;!particularly in connection with Warren Avenue, where it is alleged a mistake has ?occured, in that more material has moved than the appropriation for this Street li warrs,nts. PVir. Kassner was instructed to take the matter up with interested parties,' !;and Mr. Klein was instructed to survey the Street and determine the exact amount of ''material necessary to be removed to correct the alleged mistake, each to report his findings to the next meeting of the Council. A rough draft of the Budget for 1920 was then prepared and after some 11discussion laid over to be brought uY st-a special meeting to be called f€r the 11 purpose later in the month. purpose further business appearing the meeting adjourned at 11:43 o'clock. The iieeting was opened by the Mayor, and there being no quorum, it was accordingly adjourned to Thursday evening, October 9th, the date of the regular meeting of the Council, E. F. Greene, Mayor.
