Award the bid for the Maule A vel Campbell Hill! 58th Ave S Waterlines project.
BACKGROUND
These projects are listed as three separate pages in the 2006 CIP (pages 78, 80, and 81), but
have been combined into one construction project as all three are s1ll1ilar for upgrading and!or
replacing water mains.
The project was advertised in June of 200? and no contractors bid on the project. The project
was advertised again on January 11 and 18, 2006. Nine bids were opened on February 10,
2006. The engineer's estimate was $791,846.40. Buno Construction, LLC, of Snohomish
submitted the low bid of $566,504.19 including state sales tax, bonding and insurance. The bid
is well within budget.
City staff has checked references for Buno Construction for similar sized projects and found
the fIrm has done satisfactory work for other local agencies.

A. Time Warner Telecom Franchise Agreement The current franchise agreement with Time
Warner expired, so we are renewing the original location along Interurban Ave Sand addmg the
new service area along E Marginal Wy S. This is a very simple project and Time Warner already
has a major customer lined up. Pam was concerned about the public perception ofthe process and
wanted a disclaimer in the memo that stated that we couldn't deny an agreement without stringent
terms. Jim H. also requested that the ",date of application be added so that there is no confusion of
processing the application within the\ 120-day limit. Unanimous recommendation to send
Ordinance to COW and Regular meeting for approval.
B. Maule Ave/Campbell HilI! 58th Ave S Waterlines Project Bid Award This project was
originally bid last year and there were no bids. This year we received nine bids with the low bidder
~ well under the Engineer's Estimate. Jim H asked why so low and Jim M explained that as the
lowest bidder was $1 OOk under the next bidder, we requested verification. Buno said that the bid
~ . was good and is ready to do the work. Buno has traditionaliy underbid projects in the area and is
currently working in Skyway and Burien with good references. Unanimous recommendation to
send bid award to COW and Regular meeting for approyal.
C. Cascade Water alliance Update and South Supply Option Letter to Kent Pat and Jim H gave a
brief overview of the history of CW A to get Verna up to speed. The City joined CW A as our
wholesale water contract with Seattle expires in 2012 and there was no guarantee that Seattle
would renew it. The eight cities then formed CW A and are now in the process of getting a $50
million bond to start the fmancing ofthe pipeline projects from Tacoma (Second Supply) and also
future water supply from Lake Tapps from PSE. Pat wanted it clear that our water rates will
increase significantly to cover the CW A capital expenses (in addition to the current RCFCs). Pam
asked for a definition of "wheeling" and Pat explained that if we negotiate to buy water from
Tacoma, we have to pay Kent for the use of the pipes and possible storage to get it to Tukwila.
Our goal is to have a loop system for all of the water so that if there is an emergency, we can shut
down at one location but feed it from another. The draft letter from the City is looking at using the
current emergency intertie with Kent as an additional supply that adds redundancy.
Discussed WD 125 and Foster Point. Jim also explained that the City is responsible to report out
the emergency operations on all separate utilities and the school district as they are within the
boundary of our City. Some cities have refused to report, so hopefully things will change in
Olympia. Jim M said that it would be better if all the utilities were under the City and not separate
districts. Information only.
