Legislative Priorities
The following pages list issues that are likely to be before the Legislature this session. Knowing
the Council's opinion about these issues will be helpful when a bill concerning one of those
priorities starts making its way through committees and the floor, because action is often needed
quickly, and I can respond and alert tpe Council to respond without needing to get approval of
the issue first.
The other way these will be used is in the Legislative Action Conference in two weeks in
Olympia. When we talk to our legislators, it will be good to mention bills in committees they are
in. We can use issues on this list to do that.
These are not the only issues that will come up, and there may be bills we know nothing about
now that we need to defend against very quickly. They are, however, a basis for supporting
several bills that will help Tukwila. It is important the Council can reach consensus on these for
future lobbying.

2006 State Legislative Priorities

Transportation
The City of Tukwila wishes to thank the legislature for the leadership shown last session by the
passage of the Transportation Partnership Act. We look forward to the completion of the many
projects funded by this bill and the previous nickel package.
Permanent Funding for Tr~\:p.sportation Partners - Tukwi1a supports legislatIOn that
will allow pennanent ftmding of Till, \VSDOT and Public Transportation Grants.
Providing Local Transportation Options for Transportation - Tukwila supports
providing cities the ability to increase transportation funding through local revenue
options in order to meet local transportation needs.
Changes to Regional Transportation Funding Legislation - Tukwila supports
changes to the RTID authorizing legislation to address technical issues, such as bonding
and ballot title, and to provide the region the most flexibility to craft a package that will
be approved by voters.
Streamlined Sales Tax
The City supports State legislation (SB 5622) that meets the objectives ofthe mitigation
principles agreed to by Awe. This includes full mitigation for cities such as Tukwila who would
be negatively impacted by the change by sourcing.
Gambling/Zoning Issues
Tukwila supports legislation (SB 5994) that would grant citIes the authority to allow current
gambling establishments to continue ("grandfathering") while banning all new such businesses.
Tukwila supports confmnation of city authority to exercise its planning and zoning powers over
gambling establishments.
lVlulti-FamiIy Property Tax Exemption
Tukwila supports legislation (HE 1742) that would expand to more cities the property tax
exemptions for multi-family housing in urban downtown areas.
Pension Fundin~
LEOFF 1 Medical LiabiUty - Tukwila requests help from the State Actuary to identify
its estimated liability for medical and long-tenn care costs for LEOFF I retIrees. Tukwl1a would
also suppOli some financIal assistance for thIS liability, including the possible use of the LEOFF
I pension surplus
PERS Plan I Pensions - Tukwlla suppOlis spreading over several years appropriate
payments towards the unfunded liability ofPERS Plan 1, Tukwlla does not suppOli any new
benefits until the current benefits are fully funded.
Telecommunications
Tukwila opposes any state preemption of local authority for managing local public rights-of-
way, taxing authority, and the ability to provide telecommunication services.

Municipal Courts
Tukwila opposes any legislation that adversely affects or threatens the existence of municipal
courts.
Authority to Trap Moles
The City supports an exemption to the anti-trapping initiative that would allow cities to trap
moles and gophers.
J ailed Offender Medical Costs
Tubvila will support an A WC move to pursue funding options for helping cities pay for their
cost of paying medical costs of providing medical care for offenders arrested in a city and sent to
jail.
Extend the Length of Collective Bargaining Agreements
Tulcwila supports a bill that would lengthen the time of a union contract from three years up to
SlX years.
