ADDING A NEW CHAPTER 2.33 "TO THE TUKWILA MUNICIPAL

THE TERMS OF OFFICE, AND, SETTING FORTH THE, DUTIES AND

AN ORDINANCE OF THE CITY OF TUKWILA WASHINGTON
ADDING A NEW CHAPTER 2.33 TO THE TUKWILA MUNICIPAL
CODE TO CREATE A LIBRARY ADVISORY BOARD, PRESCRIBING
THE TERMS OF OFFICE, AND SETTING FORTH THE DUTIES AND
POWERS OF SAID BOARD.
WHEREAS, public libraries are an important resource to citizens of a
community and in the public interest, and
WHEREAS, the City Council has determined that a Library Advisory
Board should be created in the City of Tukwila to assist the City Council and
Mayor in an advisory manner concerning the acquisition, use and operation of
library facilities and services for the citizens of Tukwila,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Library Board Created. A new Chapter 2.33 is hereby added to
the Tukwila Municipal Code to read as follows:
Section 2.33.010. Establishment of Library Advisory Board. The
Tukwila Library Advisory Board is hereby created and established,
which shall consist of five (5) members, who shall be appointed by
the Mayor, subject to confirmation by a majority vote of the City
Council. Appointments shall be made from individuals of fitness for
the position and shall be selected without respect to political
affiliations, race or sex. Members may be removed by the Mayor,
subject to confirmation by a majority vote of the City Council, for
any reason. Members shall not receive a salary or other compensa-
tion for services as a Board member, but necessary expenses of the
Board actually incurred shall be paid from appropriate City funds.
Section 2.33.020. Representative Membership. Board members shall
be appointed by position, as follows:
(A) Representatives of the Tukwila Citizenry at- large, four members,
Positions 1 -4, one of whom shall be a senior citizen.
(B) A high school student, residing in Tukwila, one member, Posi-
tion 5.
Section 2.33.030. Terms of Appointment Staffing. The initial
terms of appointment for membership of the Board shall be as
follows:
(A) Positions 1 and 2, two years.
(B) Positions 3 and 4, one year.
(C) Position 5, one year.
Upon expiration of the initial terms of Positions 1 -4, new appoint-
ments or reappointments shall be for two -year periods. Position 5
shall remain a one -year appointment, running from June to May of
each year. With any appointment to a position vacated, the ex-
piration of the term of the appointment shall be to fill only the
expired position of said term. Vacancies shall be filled for unex-
pired terms as soon as possible in the manner in which members of
the Board are regularly chosen. Staffing shall be provided as

directed by the Mayor and in cooperation with the Library District
personnel.
Section 2.33.040. Duties. The Library Advisory Board shall serve
in an advisory capacity to the Mayor and City Council and as such
shall submit to the Mayor any recommendations regarding library
services. More specifically, the duties of the Board shall be:
(A) Conduct an annual review of the Library Agreement between the
City and the King County Library District.
(B) Recommend programs for library services to be incorporated into
said Agreement.
(C) Develop recommended programs to promote Library Services for
Tukwila citizens and make the public aware of those facilities
that are available for public use.
(D) Assist in planning, scheduling and participating in special
programs or projects, such as setting up displays, making post-
ers, providing information to the media, etc.
(E) Meet with a variety of public groups to promote Library Services
for Tukwila citizens, including the King County Library District
and Library staff.
(F) Promote library gift giving, including setting standards for
such gifts.
(H) Report annually to the Mayor and City Council on the status of
Library Services and needs in Tukwila.
(I) Render any other advice and assistance on library services.
Section 2.33.050. Recommendations Reports. The Mayor or City
Council may refer to the Library Advisory Board, for its recommen-
dation and report, any ordinance, resolution, agreement or other
matter relating to library services, and the Board shall promptly
report to the Mayor or City Council thereon, making recommendations
and giving such advice as it may deem proper.
Section 2.33.060. Powers Officers Meetings- Quorum.
(A) The Board shall be impowered to create and adopt such bylaws as
are necessary for the conduct of business.
(B) A majority of the Board shall constitute a quorum for the trans-
action of business.
(C) Members of the Board shall meet and organize by electing from
the members of the Board, a chairperson and vice chairperson,
and such other officers as may be determined by the chair.
(D) It shall be the duty of the chairperson to preside at all meet-
ings. The vice chairperson shall perform this duty in the
absence of the chairperson.
(E) The Board may organize into subcommittees in order to achieve
the purpose of this ordinance. The chair of any subcommittee
shall be a member of the Board. Additional persons who are not
board members may be recruited to serve on a subcommittee.
(F) Board members shall meet at least quarterly.
(G) The Board shall keep a record of their meetings.

Section 2. Effective Date. This ordinance or a summary thereof shall be
published in the official newspaper of the City, and shall take effect and be
in full force five (5) days after the date of publication.

THE TERM OF OFFICE FOR MEMBERS OF THE LIBRARY ADVISORY
BOARD AND SETTING FORTH THE POWERS AND DUTIES OF SAID
BOARD.
On �c,r/� 3 1986, the City Council of the City of
Tukwila passed Ordinance No. /4/,0,6 which provides as follows:
Section 1. Adds a new Chapter 2.33 to the Tukwila Municipal Code
which may be summarized as follows:
2.33.010. Creates a five (5) member Library Advisory Board for the
City and specifies the manner of appointing and removing members.
2.33.020. Specifies the representative group of the members of the
Library Advisory Board.
2.33.030. Specifies the terms to be served by the members and the
manner of filling vacancies.
2.33.040. Specifies the duties of the Board.
2.33.050. Specifies that the Board will make recommendations and
give advice upon request.
2.33.060. Specifies powers and function of the Board.
Section 2. Establishes an effective date.

anyone who submits a written request to the City Clerk of the City of Tukwila
for a copy of the text.
