HomeMy WebLinkAbout1959-07-16 Planning Commission MinutesPlanning Commission Meeting July 16th. 1959 Chairman o trander, after the regular points of business on the agenda had been discussed, opened the meeting for public discussion on the reccomended resoning of the 11-4 and ZRO areas north and adjacent to the Renton Three Tree Point Road, to 0-1. Mr. George Drew was first to take the floor and stated that he would like to know the reasons for the Commission recommending the resoning, and would like to know the policies and aims of the Planning Commission. A lso wished to know why Tract 17 of the Interurban Addition and the K.M.Addition had also been rezoned, these areas from R-3 to R-1, 12.0. Be stated that he did not agree with the action of the Planning Commission on this matter and could see no reason for any changes in the present zoning. Mayor Baker explained that no resoning ordinances had yet been passed by the Town Councilexcept that ordinance in which the U0 sone south of the Three Tree Point Road and contiguous to the CPRsone had been rezoned to Opr, primarily to allow the temporary location for the Bank until their permanent quarters were available in pouth Center. Mr. Drew said that he had understood that the rezoning had been accomplished and again stated that he was in apposition to any resoning of these areas at this time. Mr. McCurdy stated that he was unable to be present at the meeting of the Plana ing Commission at which the resoning reocomendation was made and was not at all sure that he would have been in favor of such action at the present time, but that he would rather give the Comprehensive Plan a little more time in its present for and see what the picture might possibly be in a year or two before making any changes in this zoning. Mr.Cysewski stated that he too was out of town at the time of the last Planning Commission meeting, and that his feeling would also be to make no changes at this time. Me explained the theory of our Comprehensive Zoning Ordinance and stated that it was possible that there might be cases of hardship under the ordinance as it now stands. He pointed out that we have no section in the ordinance to alloy for variance in any hardship ease and read a proposed variance clause and suggested that it might be well to consider adding this to our Zoning Ordinance. Kr. Tom Merrick stated that he believed that the present zoning would best serve the future development of the town as far as the IRO and R -u Bones were oonoerned. Stated that he would like to see the M.M. Addition and Tract 17 of the Interurban Addition resoned to R -1, 12.0 Mr. Ives, stated that the Planning Commission had acted because of requests from affected parties in the areas and with the hopes that somethin g ooald be made from the Wynn Anderson Barn that would be of benefit to the community. Mrs. Robertson stated that at the time they purchased their land,Mr. Anderson who they bought from had told them that the barn in question would sometime in the not too distant future be moved across the highway from where it now is, bat since the advent of South Center and Andover it was evident that it would not now be moved across the highway. Mr. Yeeverstated that in the Andover purchase of the land from Mr. Anderson south of the highway they agreed that the barn had some value as long as it was with the land, so purchasedthe barn from Mr. Anderson for a sum fair to both parties, and having no use for the barn, gave it back to Mr. Anderson. This above in the way of clarifying his position in the promised or implied promise'of the barn being moved. Be then stated that as a landowner in Tukwila he would be very such opposed to the proposed resoning at this tine. Mr. C.T.Baksr stated that he lives in the present 3RO Bone and was of the opinion that !MO soning of this area creates a hardship on the landowners in this area and he would like to see it rezoned to C-1 or emoting different than ARO or see the restrictions in IRO relaxed in some manner. In his belief the AR0 one could well be developed by package dealt, and believed that the ERO zoning should remain as it is. Mr. Cysewski pointed that control of areas adjacent to CP R zones was desirable so the ARO one was very desirable as a buffer zone, which was normal proceed- are in good community planning. Mr. T.O.Robertson stated that he had a meeting in his homeon June 27th. at which 20 people were present and that 15 of the voted against the proposed pesoning. Mr. Prank Breisler stated that he wants to see no change in the zoning, stat- ing that there were a number of people who were not onterested in selling their property but just wanted to live on it, so were not interested in increasing its value by sening. Mr. Radford explained that the Planing Commission had recommended this rezoning because landowners in the area affected had requested it and not just to have a ban painted or beautified. Mr. Simonds stated that he would like to see all the zoning remain as it now it Mr. Al Henke stated that he would like to see the zoning remain as it is. Mre.Phillips stated that she would like to see all the zoning remain as it is. Mrs. Drew stated that she believed that Interurban Ave. should be the only C-1 zoning and that she believed that Interurban Ave. would in the future be the main traffic thoroughfare of the Town. Mr. Drew stated that he wants the Commission to realise that their efforts are appreciated but that protests are in evidence to the recommendations of the Commission on this proposed rezoning. he requested a survey of the Planning Commission to see if their feeling is still the same on the proposal. Chairman Strander stated that the recommendation of the Commission had been given to the Town Council and would now have to be acted union by this body, and that it was on the Councils agenda for the meeting of July 20th. Mrs. Drew stated that the Town Council had approved the action of the Planning Commission and would like to see the Commission revote. Mr. Doyle stated that the people directly affected did not seem to want the change in zoning but since the Plan ning 4 ommission had recommended theehange it would make it hard for him to cast his vote at the Council Meeting. Mr. Oysewski cautioned that rezoning should be done with respect to the overall good of the town to keep the courts from reversing or throwing out any unwise rezoning ordinance. Mr. Cato, asked his opinion on the matter stated that at the present time he has not made a decision one we' or another. Mr. Prank Areizler asked if there had been any requests to the Planning Commission for the establishment of one or more trailer parks in this area, he was informed that there had been no such requests. Mr. McCurdy moved, seconded by Mr. Radford that the Planning Commission recommend to the Town Council that the Commissions previous recommendation on this matter be tabled and that the Variance clause prepared by Mr. Cyeewski, oar planning consultant, be taken into consideration by the Planning Commission and that the commission make recommendations t the Town Council on the matter.
