December 16, 1957
The recessed meeting of December 2 1957 was called to ozdgr by the
Mayor, Chas. 0. baker, at 8 P.M. Cdtmallmeni-i-r6Went Weie Stan Minkler,
Rudolf Regel, A.G.Radford, Melvin Watkins and Wynn Anderson.
Mr. Baker introduced the members of the Town Council, town attorney,
John Dobson and members of the Planndinp Commission. He welcomed all
present. Y.
He opened the meeting by reading portions of a message from the past,
whichi quote:
"The Town id noted at home and abroad for its industrious, active
and progressive inhabitants. it has no rich men and no poor men.
It shelters neither paupers nor criminals. It has no idle, vicious or
gambling population. Its people represent all political parties and
religious creeds but stand united on the platform which declares
"Tukwila for Progress" and perfect harmony in all mayters pertaining
to the upbuilding of the Town of Tukwila.
The coming year will make important history for this town and the
surrounding country. It will be a year of wonderful advancement in all
ghat goes to make up prosperous communities. The Alaska Yukon- Pacific
Exposition will attract many thousands of tourists, investors and home
seekers to Puget Sound. The building and operating of new railroads
will bring additional commerce td► the gates of our city. The agitation
for deepening, widening and straightening the Duwamish river will re-
sult in the transfer of much property within our borders and in the
vicinity. Industrial activity will be apparent in all directions. We
must be ready to grasp whatever opportunities are presented for the
assistance of our people and the uplifting of the rural home as the
ideal of American citizenship
There is work for the council in every corner of the town. t'erform
your labor in the right manner and the people w611 appreciate your
services and reward you in co- operating in all things to make of
Tukwila the ideal city of homes in the famous land of perpetual green
Mr. baker stated further and I quote
"The sections I have just read to you are taken from our first
Mayor, Joel Shoemaker's instructions to the new Council in December,

1908, just six months after the Town was incorporated.
To those who have just discovered us in the past few months of
confusing publicity let me say that many Mayors and Councilmen have
worked and dreamed throughout these many years for just such Industrial
development as we are now about to experience within our community.
Let me now give credit to these men on the Council and Planning
Commission for theit any months of untiring effort in bringing these
developments to a climax during their terms of office. You have indeed
fulfilled your pledge to the Athenian Oath.
In passing it must be remembered that men alone could not have made
these things possible. In all of our great land there isn't another
place just like the land within our boundaries. We have here the scenic
hills to nestle the homes of our people. A valley amd river ideally locate
for industrial development. Beautiful scenery, a level valley, good
climate, an abundance of water and plenty of room for recreation. It's
all here in this, our city.
Others seeing us have recognized these values. That is the reason
for the beginning oft4e industrial expansion within our boundaries.
I would like to introduce the men here tonight and identify them with
their part in the future of our industrial growth.
The Port of Seattle has made engineering studies for the dredging
and straightening of the Duwamish river for future industrial sites.
According to their time table they will soon start acquiring land for thei
development. The Port of Seattle very definitely has an interest in our
valley.
Another name has become well known in cchnnection with industrial
development in the valley. I am quite sure you have heard the name of
the company many times. It is Andover. They have acquired something like
550 acres in our valley. Tonight we have with us the men who have ac-
quired the land for Andover, Incorporated. I introduce to ypu the
treasurer for both White Bollard and Andover, Ina., Mr. Robert Keever.
Also the agent for acquiring the land for andover and the real estate
Manager for White Bollardm Mr. Harold Iverson.
From this land acquisition has come very good news for our entire area.
I am referring to the proposed Shopping Center occupying 160 acres of the
Andover land holdings. This Shopping Center is to be known as South
center. If you have ever shopped at North Gate just reflect for a moment
on the tremendous benefit our community will receive from a similar
shopping center located here. Not only will it be convenient but it will
furnish employment for many of our people.

P y Wel ome. Your coming to our city has brightened
our future. We also hope for all of you a prosperous u ure here.
In order that you may establish your business here it is necessary
that we zone our land so that it may be used to the best advantage.
That is the reason we are here tonight. This Comprehensive Plan is the
result of years of thought and planning. It is intended as a guide to
our future, subject to change and improvements.
Mr. Baker asked Mr. John Strander, Chairman of the Planning
Cpmmission for the recommendation of the Planning Uommission. Mr.
Strander stated Mr. Garl Bergstrom Secretary of the Planning Commission
had a letter which was presented and read. The Tukwila Planning
Commission presented a city zoning Ordinance together with a Comprehensive
Plan of the Town of Tukwila and its environs as prepared by the firm of
John Graham Co. The Commission at a meeting on December 12, 1957 had
adopted the following resdlution:

RESOLVED that the Tukwila Planning Commission accept the
Comprehensive Pain and City Zoning Ordinance prepared by John
Graham Co., and as amended and corrected during this Public
Hearing, and go on record recommending the Tukwila Town Council
do likewise
Mr. Minkler stated that at the Public Hearing of the Comprehensive
Pin for the Town of Tukwila, which took place at the December 12,
1957 meeting of the Tukwila Planning Commission, four members of the
Tukwila Town Council had heard the Comprehensive Pain read in its
entirety. Since then Council members had for several days given careful
and detailed study to the 2 1an. He felt sure the Council members realize
the need for this Comprehensive Plan for the present and also for the
future growth of the town.
It was then moved by Mr. Minkler and seconded by mr Regel that
the Tukwila Town Cowman accept the Planning Commission's Zoning Plan
as presented by John Strander, Chairman of the Tukwila Planning Com-
mission. Motion carried. Roll of Council members was called; Mr.
Minkler voting "yes Mr. Regel voting "yes Mr. Radford voting "yes
Mr. Watkins voting "yes" and Mr. Anderson voting "yes
Mr. G.R.Cysewski, Director of Planning, Traffic and Highway Engineer-
ing with John Graham Co., Architects Engineers, produced a map and
explained the Plan.
Mr. Minkler moved Ord. No. 251, the Town Zoning ordinance be placed
on its first reading; Mr. Regel seconded the motion and it was carrtbed.
By motion, bill to James McDuffee of 412.50 and to Howard Cooper
of 68.27 for checking description supplies fire dept. was ordered paid.
Meeting recessed at 1 :00 P.M. to meet on Wednesday December 18,
1957, at 6:30 P.M.
