The funding will enable the City to hold a Special Recycling Event for residents, who are being impacted by the temporary closure of the Bow Lake Transfer Station AMEND PREAMBLE, Sentence 4 The City will spend its grant funds to fulfill the terms and conditions set forth in the scopes of work which are attached hereto as Exhibit A and Exhibit B, and incorporated herein by reference. This includes a one-time supplemental allocation of $15,000 for the purpose of an additional Fall Special Recycling Event. This Fall event is intended to compensate residents of Tukwila and the surrounding cities for the temporary closure of the Bow Lake Transfer Station from August 28 to October 8, 2000. Funding for the City's Spring Special Recycling Event is allocated on the basis of a $4,000 base amount plus a per capita distribution. AMEND Section II. A. 7., Sentence 1 The City agrees to submit to the County copies of all written materials which it produces and/or duplicates for the Special Recycling Event and the Business Recycling Program which have been funded through the City Optional Program. Funds provided to the City by the County pursuant to this Agreement shall be used to sponsor one special event for collection from City residents of recyclable materials not included in household collection programs and consistent with the scope of work and budget attached as Exhibit A. The City of Tukwila's budgeted allocation for Special Recycling Events in 2000 is $5,854. • • Exhibit Al CITY OF TUKWILA OLYMPIC ENVIRONMENTAL RESOURCES 2000 SUPPLEMENTAL SCOPE OF WORK AND BUDGET 1) Project Title Special Collection Event 2) Project Schedule Planning and Implementation: July 1 - December 31, 2000 Event Date: Fall, 2000 Hours: 9 AM to 3 PM 3) Event Location: Foster High School Parking Lot/Tukwila Park and Ride 4) Project Coordinator Paul Devine General Manager Olympic Environmental Resources 4715 SW Walker Street Seattle, WA 98116 Phone: (206) 228-5475 Fax: (206) 938-9873 Email — PaulDevine@MSN.com 5) Project Activities A) The purpose of this event is to provide the surrounding area served by the Bow Lake Transfer Station with recycling and disposal service as a result of the closure of the Bow Lake Transfer station. Olympic Environmental Resources (OER) will organize a Special Collection Event in the City of Tukwila and surrounding area. OER will make all arrangements and enter into subcontracts with material collectors and recyclers for recycling of collected materials. At this event the following materials will be collected and recycled: • Tires (4 per load -no rims, no heavy truck or back hoe tires) • Bulky Yard Waste • Scrap Wood • Appliances (Contractors will charge participants for refrigerator, freezers, and hot water heaters for proper processing and recycling)+ • Ferrous Metals • Nonferrous Metals • Used Textiles • Reusable Household Goods • Cardboard • Porcelain Toilets and Sinks+ • Propane Tanks+ • Incidental Garbage +User fees apply. B) The following educational materials will be distributed: • Information on City of Tukwila waste reduction and recycling programs. • Information from METRO on Local Hazardous Waste Management Plan programs. • Other available information on waste reduction and recycling. 6) Event Participants A) This event is intended for the residents of Tukwila and the surrounding area and will be coordinated with County -sponsored and City events to avoid overlap of service. B) No flatbeds or dump trucks allowed. Oversized, commercial, or contaminated loads may be refused. 7) Promotion A) Event promotion will be accomplished in the following ways: 1) Developing and distributing promotional flyers to Tukwila residents via the US mail. The flyer will be printed on recycled paper. 2) Posting notices and distributing promotional flyers at City Halls in Tukwila, SeaTac, Burien, Kent, and Des Moines and other public locations. 3) Working with the cities of Tukwila, SeaTac, Burien, Kent, and Des Moines to promote the event in City newsletters etc, by preparing event press releases, advertisements, and other promotional materials. 4) Publicizing the event in the City newsletter if scheduling and space permits, by press releases to the local papers, and by King County Solid Waste Division Promotional Activities. • • 8) Project Evaluation OER will provide the following information to the City within thirty days of the event: A) Tallying the number of participating vehicles at the entrance to the events; B) The volume of each material collected and diverted from the waste stream in the appropriate unit; C) Actual event cost by budget category; and, D) Event comments. 9) Project Costs Funding Sources King County Solid Waste Division Grant 1 This includes such items as gloves, safety equipment, etc. 2 This includes the rental of such items as a trackhoe, a backhoe, cellular phone, barricades, cones, and safety vests. 3 The cost of professional services consists of staff time for planning, publicizing, organizing, staffing, $ 15,000.00 Items Estimated Cost - $ Scrap Metal Recycling 1,300.00 Tire Recycling 800.00 Bulky Yard Waste and Scrap Wood Recycling 1,150.00 Garbage Service 1,000.00 Temporary Helpers 750.00 Event Supplies' 125.00 Rentals2 1,200.00 Lunch 70.00 Mileage 90.00 Flyer - printing 600.00 Flyer — sorting 250.00 Flyer - postage 1,100.00 Event promotional activities 700.00 Event Management: Olympic Environmental Resources3 5,865.00 TOTAL4 $15,000.00 and preparing final report event reports. 4 Subject to City approval, OER may transfer funds unused m one category to overruns in a second category.
