SUBJECT: City of Tukwila Pool - High Performance Coating Bid Award
BACKGROUND
The City of Tukwila Pool is budgeted and scheduled to be "painted" or more accurately
described "High Performance Coated" in the 2005 Capital Improvement Project Budget. This
is a special application process that will withstand the interior and exterior environmental
conditions allowing for a longer "paint" life and better moisture control performance for the
Concrete Masonry Unit (CMU) walls.
The pool will be closed, (with all classes and open swim times cancelled), from August 29 to
September 9, 2005, for the interior coating portion of this project. Due to this published pool
closure time line, the Community Affairs and Parks Committee has authorized the Bid Award
to be placed on the July 25 Committee of the Whole Meeting for review. It is anticipated the
final Bid Award may then occur at the August 1 Regular Meeting. This schedule allows
enough time to give the contractor a Notice of Award, allows for contract documents to be
executed, and allows the contractor to order the High Performance Coating. The contractor
will have 45 days to complete the project from the date of the Notice to Proceed, with the
interior applications being done during pool closure times mentioned above.
Bid packets were delivered to five qualified High Performance Coating contractors from the
City's Small Works Roster. Four contractors attended a pre-bid meeting on July 8. Three
sealed bids were received and opened on July 15. A summary of the bid results is as
follows:

RECOMMENDATION
Staff recommends the Tukwila City Council award a bid for High Performance Coating of the
Tukwila Pool to Long Paining Company of Kent, WA, in the amount of $50,051.61, including
Washington State Sales Tax; plus a 10% contingency of $5,005.16 for a total project
encumbrance of $55,056.77.

Agenda item:
1. Tukwila Pool Hieh Performance Coating Rick explained that the pool is budgeted to be
painted this year. A high performance coating will be put on, and that should last longer than
nonnal paint. Bid packets were given,\to five contractors on the small works roster. Rick thinks
four ofthem may respond. Bid results are due this Friday, so the results will be sent to COW.
Committee recommendation for bid award to go to CO\V and Regular Meeting for
approval.
