HomeMy WebLinkAbout1916-06-06 Regular MinutesTukwila Town Hall June 13, 1916 The 9th Council of the Town of Tukwila met in regular session at Lutz Hall on June 13, 1916. Meeting called to order by Mayor Stevens at 8:35 PM. The following Councilmembers answered to their names: Kassner Klein Erickson Myers. Upon motion of Councilmember Klein the minutes of the last meeting were corrected by inserting the name of Mr. Neal instead of Mr. Lhown. Minutes were then approved as read. No report from the Standing Committees with the exception of the one from the Street Committee. Councilmember Kassner Chairman of that committee reported road work on Outlet Street, Riverside Avenue Warren Avenue South and Hazel Avenue reported purchase of 75 pounds of powder. Treasurer's report read and accepted and ordered placed on file. Town Clerk authorized to secure a cut from Lowman and Hanford stationers. Mayor Stevens as Chairman of committee on condemnation proceedings presented a statement of the entire of the condemnation, he also requested the Warranty Deed which had been given the Council by Mr. Erickson giving to the City 15 feet on Hazel Avenue he returned as the ground in question was included in the condemnation proceedings. The agreement entered into by Mayor Stevens and Mr. erickson was presented. On motion of Councilmember Klein seconded by Councilmember Kassner the statement of expenses and the agreement was ordered placed on file. Warranty Deed was ordered returned to Mr. Erickson and the committee was discharged from further duty. Motion by Kassner seconded by Klein the contract with the Puget Sound Traction Light and Power Company for Lighting the streets of Tukwila for the ensuing 5 years was accepted and ordered placed on file. Councilmember Klein in a brief speech spoke of the work done by the Mayor in securing the opening of Main Street across the Interurban right-of-way. The Clerk was asked to call for a vote of thanks for the work performed by those present and a hearty response of approval was received. Report of Inspector E.E. Lenmant from the Bureau of Inspection of Public Offices was read by the Clerk. On motion of Councilmember Klein seconded by Councilmember Erickson. The Mayor was requested to see the City Attorney witht he object of ascertaining what legal steps could be taken to stop the payment of the exorbitant charges made for the report and to also protest against the uncalled for conclusions arrived at by the Inspector. Motion carried and report ordered placed on file. Current bills read by the Clerk and recess called to allow the Finance Committee time to audit them at the conclusion of recess. Motion by Councilmember Kassner that the Clerk be authorized to issue warrants for all bills OK by the Finance Committee. Landers bill was not passed upon as it was not itemized. Bids for the filling of Maule Avenue were read. Motion by Kassner seconded by Myers. Bids were rejected as they were considered too high Motion by Kassner seconded by Myers that the work of Maule Avenue be done by day labor was lost on roll call. Chairman of the Street Committee was ordered to report at the next Regular Meeting the approximate cost for handling the dirt per cubic yards by day labor. H.O. Blankenship objected to wording of the deed which he intended to give the City for a right-of-way across his property to the river. On motion of Myers seconded by Klein. J.L. Durbin was requested to draft a suitable deed for Blankenship's signature. A Quit Claim Deed for a right-of-way across the Steigler property was read by the Clerk. A motion was carried that the Clerk be instructed to forward the Deed to Mr. Steigler for his signature and to write him to the effect that the Town was prepared to fence both sides of the road. Motion was made and carried the $20.00 be appreciated for the improvement of Warren Avenue in front of the school house. Councilmember Kassner was instructed to see that all wires and poles of the old Electric Light be removed from the streets and stored and a correct check made of all the material. Mayor Stevens stated that a law passed by the last legislature prohibited cities of the fourth class from taking moneys from the Treasury for the construction of walks. On motion of Myers seconded by Klein that the construction of Main Street viaduct be assessed to the abutting property owners was carried. Mayor Stevens presented the name of Hans Weiderman for confirmation as Town Marshall and Poundmaster. The appointment was confirmed by the following roll call: Kassner yes Klein yes Erickson yes Myers yes new Marshall was then sworn in by Judge Durbin. A resolution was presented giving the Chairman of the Health Committee the authority to expend the necessary money for the burial of carcasses of animals found in the Town limits of Tukwila. A motion was put and carried that the entire Council act as a July 4th Committee with the Mayor as Chairman and that the Clerk be instructed to issue a call for a mass meeting to be held Thursday June 15, 1916 in Lutz Hall to formulate plans for a July 4th celebration. Councilmember Erickson volunteered to paint the Town flag pole and was authorized to secure the necessary paint for the same meeting then. Adjourned to meet in regular session on July 11, 1916. J.
