The 9th Council met
in regular session on May 9, 1916 in
Lutz Hall. On roll call the following
officers answered to their names
Councilmembers Kassner Klein Hemmick
Erickson and Mayor Stevens. Minutes
of the last regular meeting and of
the adjourned meeting were read by
the Clerk and approved as read. The
minutes of the Special Meeting held on
May 2, 1916 were read and approved by
the Council.
The name of Hamlin Myers
was confirmed by the following unanimous
vote of the Council: councilmembers Kassner yes
Klein yes Hemmick yes Erickson yes
Judge Durbin administered the Oath of
Office to the newly appointed Councilmember
and he took his seat in the body.
Councilmember Kassner Chairman of the
Street Committee reported that on account
of the rainy weather, no work had been
done towards grading Hazel and Warren, so
on motion of Councilmember Kasser
seconded by Councilmember Erickson that a
sum not exceeding $75.00 be expended
from the General Fund for the improvement
of Riverside Avenue in the vicinity of Summit
Avenue Councilmember Myers made an
amendment to the motion that a
portion of the $75.00 be expended in
clearing the brush on the trail leading
over the hill the amendment was carried
and on roll call. Original motion with
the amendment was passed by the
following vote Councilmembers Kassner yes
Klein yes Hemmick yes Erickson yes
Myers yes. No report from the Police
Committee, no report from the Law and
Ordinance Committee. No report from the
Health committee. City Treasurer's report read
and ordered placed on file. No report from
the Municipal Judge. No report from
Light Inspector.
Councilmember Klein
reported having seen Mr. Lhown and that
he had spoken favorably in regards to
giving a right-of-way to the City for a road
connecting Bluff Street with the proposed
right-of-way for a road to be given the City
by Mr. Steigler. Motion by Kassner seconded
by Hemmick that Councilmember Klein to
survey the proposed right-of-way to be given
the Town for a street by Mr. Steigler and to
provide the City Clerk with the necessary
data so that the Clerk will be able to
draw up a Quit Claim Deed for the land
to be taken and mail same to Mr. Steigler
for his signature motion carried.
Mayor Stevens stated that he had a conference
with Manager Bean of the Puget Sound
Electric Company in regards to a right-of-way
across the company's track at the foot of
Main Street and also the installation of a
drain. Mr. Bean promised to write a letter
stating what his company proposed to do in
the matter. No communication had been
received. Motion by Councilmember Klein
seconded by Councilmember Kassner that
the bids for the Main Street viaduct
which had been received by th Clerk be read.
Motion carried. The bids were as follows:
Mr. C.F. Sanders $300.00
mr. Frank, Mr. McDonald and Mr. Hans Weidemann $232.45.
Motion by Councilmember Klein seconded
by Councilmember Kassnwer that no action
be taken on the two bids received and
that the matter of awarding the
contract be laid over until the next regular
meeting. Motion carried.
A communication was received signed
by Albert Palmgreen and Mr. Abert Palmgreen
protesting against the Town
entering upon the property secured from
them in the condemnation proceedings.
On motion of Councilmember Erickson
seconded by Councilmember Kassner, the
communication was ordered placed on
file.
On motion of Councilmember Kassner
seconded by Councilmember Myers, the
bill of city Engineer Parker for extras in
the condemnation proceedings be not
allowed. Motion carried.
A recess of five minutes was then taken for the purpose
of allowing the Finance Committee time
to audit current bills. Upon the
reconvening of the Council the bills
were read and on motion of Councilmember
Klein seconded by Erickson, the bills
read were approved. And the Clerk
was ordered to draw warrants the list of bills follows:
J.L. Durbin for care of LIghts $5.00
A.W. Parson furrying a dog $0.75
Chadwick Stenographie Bureau, ballots for Special Election $1.00
J. Hozack Clerks salary, paper $5.50
PSE (Puget Sound Electric Light) 6.65
Caroline Lutz hall rent for 2 nights $4.00
C.S. Sanders labor and material $2.45
Mr. A Dollar work on Culvert and Maule Street ditching $2.40
J.C. Parker engineering services $52.25
D.W. Stauffer Marshall salary $5.00
N.K. Lickels extra mileage for witness $1.00
H.A. Goodfellow expert witness $15.00
Hamlin Myers witness fee and mileage $5.05
Robert Jones attorney fees $50.00
John erickson Quit Claim Deed $24.00
On motion of Councilmember Klein seconded Councilmember
Kassner, the Clerk was authorized
to secure stationary for his office in the
sum not to exceed $5.00.
Ordinance granting the Puget Sound Light company a
privilege of operating within the Town
limits was then taken up for final passage
after being read by the Clerk. On motion of
Councilmember Klein seconded by Councilmember
Hemmick a vote was called for the final
passage of the ordinance. On roll call
the ordinance was passed unanimously by
the following vote. Councilmember Kassner yes
Klein yes Hemmick yes Erickson yes
Myers yes. The Clerk then read the Electric
Light 5 year contract providing for 25
street lights to be intalled and kept in
operation by the Puget Sound Light Company. On
roll call a unanimous vote was had as
follows: Councilmember Kassner yes Klein yes
Hemmick yes Erickson yes Myers yes.
Clerk was then called upon to read the ordinance
for the iflling of Maule Avenue and
Second avenue for its final passage. On
motion of Councilmember Kassner seconded
by Councilmember Erickson the original
ordinance was amended to read 68 cubic yards
instead of 500 cubic yards.
Motion carried. Ordinance 59
On roll call the amendment to the ordinance was adopted
uanimously. The ordinance with the
amendment was then passed by the
following unanimous vote: Councilmember
Kassner yes Klein yes Hemmick yes
Erickson yes Myers yes. On motion of
Councilmember Klein seconded by Councilmember
Myers, the Clerk was instructed to
call for bids for the filling of Maule Avenue and
Second Avenue as provided by Ordinance.
On motion of Councilmember Kassner
Chairman of the Street Committee was
instructed to furnish any further
information to prospective bidders in
regards to the work.
No further business coming before the house.
The meeting adjourned to meet in regular session.
