HomeMy WebLinkAbout1916-03-14 Regular MinutesHall of Town Council Tukwila Washington March 14, 1916 The 9th Council met in regular session and was called to order by Mayor Stevens. Roll call showed the following Officers present: Mayor S.H. Stevens, Councilmembers Kassner, Klein Erickson Councilman Walkup being absent. Minutes of last meeting read and approved. Reports of Committees Councilmember Kassner reported there was a low place in the ground and water was running toward Mr. Hopkin's place and a fill was needed at that point. The Mayor recommended that there be an Ordinance drawn and estiamtes given so as to let a contract for the needed fill. On motion of Councilmembers Erickson and Kassner was instructed to estimate cost and have ordinance drawn up and advertise for bids for fill to be made at Second Avenue and Maule Avenue. Councilmember Kassner reported the sidewalk on Main Street leading from the station up the hill needed repairing, also there was a sidewalk or viaduct at Black River that was unsafe and he had closed it. On motion of Councilmember Erickson Kassner was instructed to purchase lumber and repair walk. Councilmember Kassner reported there was a washout on Bluff Street that needed a little repair. Councilmember Hemmick reported there was a pond of water standing near the school house and should be either ditched or filled in. On motion of Councilmember Kassner the Clerkw as instructed to write the Directors and ask them to attend to the the matter. Mayor reported he had investigated reports in regards to unsanitary conditions on the flat occuped by the Greeks had found things in an unsanitary condition had instructed them what to doand that they had complied fully with his instructions. Report of Officers The Marshall reported taht during the year 1915 he had impounded 11 head of horses of which he had sold six head for $64.00 and had turned in to the Treasurer $28.75 Had also impounded 34 head of cattle for which he had collected $56.50. Treasurer reported as follows ballance first of month $130.78 disbursements $58.49 balance close of month $72.29 A communication from the State Board of Accountancy was received in answer to the yearly report in which they highly congratulated the Town of Tukwila on their good financial A communication from the County Treasurer in regards to remitting a portion of money received not being thoroughly understood on motion of Councilmember Klein the matter was referred to the City Attorney. A communication from PSE (Puget Sound Electric) Railway was read in which they stated they would put in 24 inches drain pipe under the tracks at foot of Main Street and would consider the matter moving the station. A communication from T.D. Tattle Commissioner of the State Board of Health was read in which he stated it was the duty of the Mayor to appoint a Health Officer for Tukwila. On motion of Councilmember Kelin the matter was laid over until next meeting. A petition was presented by Charles Monster containing over 30 names in which they asked the cooperation of the Town in procuring the extension of Main Street across the Interurban tracks and in getting a bridge across the river at this point, so as to connect with the Beacon Coal Mine which was being opened up. A.L. Nelson representing the Coal Mine Company spoke and stated they expected in a short time to be producing coal and be able to furnish Tukwila with coal providing they could get a bridge across the river. On motion of councilmember Kassner the petition was accepted and placed on file. A motion of Councilmember Klein Mayor Stevens was instructed to make a trip to Tacoma to confer with the officials in reagrds to the extention of Main Street across the tracks and the Council to reimburse him for the expense. The following bills were read and after a recess in which to allow the Finance Committee to OK they were accepted and ordered paid. W.M. Cross two months $10.00 J.L. Durbin salary $5.00 D.W. Stauffer salary $5.00 caroline Lutz Hall rent $2.00 PSE (Puget Sound Electric) Railway $18.25 W.M. Wizerek labor 60 cents C.S. Sanders labor 70 cents Robt. Jones Attorney fees and court fees advanced $37.00 councilmember Kassner reported the receipt of $4.20 for lumber used by the Greeks. The Weed Ordinance which was presented at last meeting came up for final passage. On roll call Councilmember Kassner Klein and Hemmick voted in favor of and Councilmember Erickson against. An Ordinannce granting a franchise to the Seattle Electric Company to come into the Town of Tukwila came up for its first reading. On motion of Councilmember Kassner it was accepted and ordered to take the usual course. On motion of Councilmember Klein the Mayor was instructed to confer with attorney and try and procure common user clause in ordinance. An ordinance for the construction of a viaduct on Main Street leading up the hill from the Station was next presented and on motion of Councilmember Klein was accepted and ordered to take the usual course. Ordinance 58 An ordinance declaring the necessity for and providing for the appointment of a Civil Engineer for the Town of Tukwila was next presented. On motion of councilmember Klein the ordinance was read again twice by title and passed by the Council by a unanimous vote. The Mayor then appointed Mr. I.C. Parker for City Engineer. On motion of Councilmember Klein the appointment was confirmed by the council. Ordinance 57 On motion of Councilmember Klein City Engineer Parker must be required to give lines furnish draft and maps to Court appear in Court with record in condemnation proceedings of proposed opening of street from Clarence Avenue to Division Street, and to be allowed for such work not to succeed $52.25 Mayor appointed Joseph Hozack as Clerk to succeed W.M. Cross resignation. On motion of Councilmember Klein the appointment was confirmed. Mayor reported there had been some complaints about boys using slingshots after some discussion on the matter the Marshall was instructed to have it stopped.
