HomeMy WebLinkAbout1916-01-11 Regular MinutesHall town Council January 11, 1916 Council not in regular Session and was called to order by Mayor Stevens. Roll roll showed the following Officers present. Mayor S.H. Stevens, Councilmen J.R. Walkup, F.J.Klein and E.E. Lutz Councilman Kassner arrived a few minutes after Roll call. Minutes of last regular meeting and of special meeting read and approved. Reports of Officers Treasurer submitted his report for the year 1915 showing receipts 4 and disbursements showing balance in Treasury of $164.46 The report was accepted as correct, and the Clerk instructed to write the American Surety Co. to that effect so they could release him from the old Bond. The Clerk's annual report was next submitted showing; receipts and disbursements and also showing the amounts used in the various departments. This report was also accepted. Judge Durbin also submitted his report as Superintendent of the Police of the lighting department and as Police Judge. In this report he showed that the expense of street lighting for the past year was $72.62 and the expense of 1914 being $120.43 showing he had saved the Town $47.81 The Clerk tendered his resignation and on motion of Councilman Kassner the resignation was accepted to take effect as soon as his successor qualifies. A recess was then taken for the finance Committee to OK the bills. On reconvening the bills were road,accepted and ordered paid.The Mayor then addressed the meeting giving a resume of the past, years work and thanking the Council and the people at large for their hearty cooperation, and paid special-tribute to Councilman Lutz as retiring Conncilmember thanking him for his able support. also threw some bouquets at Judge Durbin for his able and economioal managenent of the lighting system in which he had saved the Town so lage a sum of money.After the Mayor's address on motion of Councilman Walkup the Council adjourned Sine Die. W.M. Cross Clerk The new Council known as the 9th Council of the Town of Tukwila Consisting of Councilman J.R. Walkup, F.J. Klein, B.H. Kassner and A.J. Ericson immediately convened and the last three named being newly elected members took the oath of Office being sworn in by Judge Durbin J.P. C.P. Jensen Treasurer elect presented his Bond which by the Council was also sworn in-as Treasurer. The regular order of business was then taken up. The mayor appointed the following Committees, stating that the first named of each Committee was to be the. chairman. Finances, Auditing and Ways and Means F.J. Klein A.J. Ericson Streets Sidenalks and Construction B.H. Kassner F.J. Klein Health, Sanitation and Election J.R. Walkup Police Fire Water and Light A.J. Ericson Law, Ordinance and Transportation J R. Walkup R.H. Kassner Communioations A communication from Councilman elect J.C. Hagen was read in which he asked to be excused from serving as Councilman. On motion of Councilman Walkup his communication was accented and his place in the Council declared vacant. A communication from the Puget Sound Electric Railway was read in which stated they were deliberating on the matter of moving the Station and giving A crossing for the extension of Main Street to the river. The Clerk was instructed to write them again And let them know we were still on the job with the expectation of bringing home the Bacon A communication from the Washington Municipalities together with a bill for $5.00 for dues for the year 1916 was read and on motion of Councilman Walkup was tabled. A communication from Health Commission Sparling was read in which he asked for the number of Births, Deaths and sanitary laws of the Town of Tukwila. The Clerk instructed to write him and the necessary information. A communication from I.M. Howell secretary of State was read in which he asked for the names of the Officers of the Town of Tukwila. The Clerk was instructed to write, him and furnish the desired information. An Ordinance which was introduced at a previous meeting granting to the Pacific Telephone and Teleraph Co.the right, to extend their System into Tukwila came up for-its final passage. Ordinance 54 On roll call this was passed by a unanimous vote of the council. A second Ordinance which was introduced at the Regular Meeting for opening up a Street from Clarence Avenue to Division Street,and providing for the condemnation,appropriation taking and damaging of the land and other property necessary therefor, and providing that the entire Cost of said improvement shall be paid 'by special assessment upon the Property specially benefited in the manner provided by law came up-for final passage. Ordinance 55 After the Ordinance had received its last reading Councilman Walkup moved to strike out of the Title of the Ordinance that part which read "and providing that the entire cost of said improvement shall be paid by special assessment the Property specially benefited in the manner provided by law" On roll call this was done by a unanimous vote. of the Council. Councilman Walkup then moved that Section four of Said Ordinance which read "That the entire cost of the improvement provided for herein be paid by special assessment upon the property specially benefited in the manner provided by law be stricken from the Ordinance,and that Section five be made Section four and that Section six be made Section five. On roll call this was carried a unanimous vote of the Council without granting protest of Palmgreen to place road on . Councilman Walkup then moved pass the Ordinance as amended. On roll call the Ordinance was pass a by a unanimous vote of the Council Resolution 3 introduced at a previous meeting authorizing the employment of an attorney in condemnation proceedings and fixing' his compensation came up for its final reading and passage On roll call this was passed by a unanimous vote of the Council, An Ordinance providing for bonds and fixing the salary of the Clerk of the Town of Tukwila next came up. On motion of Councilman Walkup this was ordered laid over till next meeting A Weed Ordinance that had been Presented several months ago was next brought up for passage. After some discussion on this by a motion from Councilman Klein it was tabled. A Bill for $4.00 in favor of Dave Williams for serving papers on E.M. Heine in the disincorporation suit was brought up and on motion of Councilman Walkup was rejected and Clerk instructed to notify him to that effect. Mr. Wallenberg asked to have the sidewalk South of the Post Office repaired. The matter was referred to the Acting Superintendent of Streets. There being no further business on motion of Councilman Walkup the Council adjourned. W.M. Cross Town Clerk
