BACKGROUND The Transportation Improvement Program (TIP) is updated annually as required by RCW. The TIP is adopted by resolution after a public hearing at the local agency level and incorporated into the Regional and State TIP's. The TIP is primarily a fmancial planning document for projects competing for grants. Any project submitted for federal grant funding must be included in the local, regional and state adopted TIP's. The TIP is a rolling plan showing various funding sources: grants, developer, local funds. Projects "roll" as funds or stages (design report, fInal design, construction) occur. Tukwila's TIP and CIP list many of the same transportation related projects. The TIP lists only the next six years, while the CIP lists the next six years and projects scheduled beyond six years. The CIP also includes water, sewer, drainage, and capital facilities. The TIP is required to be adopted by July 1, while the CIP is prepared during summer and fall in conjunction with budget preparation. Differences between the two may be due to priority changes, funding availability changes, or other factors that normally occur in the time between adoption of the two documents. ACTION TAKEN The "Draft" 2006 - 2011 TIP was created by modifying the 2005 - 2010 TIP to add projects, remove projects, adjust project costs, and reprioritize the list of projects. The attached spreadsheet shows the project additions, deletions and revisions. Two projects were deleted and two new projects were added. RECOMMENDATION Hold a public hearing and adopt the annual update. WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and 47.26 as amended, the City Council of the City of Tukwila has previously adopted a Transportation Improvement Program and thereafter periodically modified said Transportation Improvement Program by resolution; and WHEREAS, the City Council has reviewed the work accomplished under said program, determined current and future City street and arterial needs and, based upon these findings, has prepared a Six-Year Transportation Improvement Program for the ensuing six calendar years (2006 - 2011), and WHEREAS, a public hearing was held on the said Six-Year Transportation Improvement Program on June 13, 2005; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Filing of Program. They have expenence and are qualified. Their cost of 550,970.85 IS about 9% of the Engmeer's Estunate for constructlOn. The historical average for such work has been atout 15% Authorize mayor's signature on Supplemental Agreement No.1 to Contract 05-039 with \V& H Pacific for 550,970.85 at CO\V and Regular Meetings. Xf= 4. Six Year Transportation Improvement Program (TIP) The 2006-2011 TIP IS sImllar to the previous year's TIP, though two projects were deleted and three were added. The Green RIver Valley SIgnal CoordmatIon was deleted as complete, and the S 144th Street (TIB-MIhtary) wIll be done thIS year, so it was removed. Southcenter Parkway S 180th - South CIty LImIts was revised to be S. 180th-S. 200~h. The new projects are S. 178th realignment, the S. 180th/Andover intersection, and East Marginal 'vVay(EMW)/Boeing Access Road (BAR) intersectIOn. The EM'vV/BAR project has received $100,000 in federal funds and $16,000 in Tukwila matching funds. Jim M emphasIzed the projects are not m a pnonty order, but are on the list to be ehgible for grants. A public heanng is needed, and will be held the same evening as the COW If possIble. Recommend TIP to COvV and Regular lYleeting. 5. Bidding Climate Jim M spoke of the a~arming new bidding climate The CIty of Kent's International Boulevard project had only two bidders, and bids were $1-3 ffiIll10n over the expected cost. The nickel package passed in 2004 wIll result in work beginning on 1-405 this year. The Viaduct, SR 520, and the rest ofI-405 will be done in the next several years. Contractors such as SCI Infrastructure, which is doing the Cascade View neIghborhood improvements work, are running out of bondmg capacIty with all the work they have won. Sound Transit work is also llsmg contractors Jim saId bIds wouldn't be competItive for several years. Information. 6. First Quarter Reports Jim M talked about a training mCIdent the City took part in recently. City staff members were better trained than others, mostly as a result of their having taken the NatIonal Incident Management System (N11v1S) training.
