ISSUE
Award the bid for construction of the 2005 Annual Overlay & Repair Program.
BACKGROUND
This project will provide roadway repairs and overlays on the following street segments:
S 164th St (Military Rd to 51 51 Ave S)
49th Ave S (S 164m St to N cul-de-sac)

The project was advertised for bids for two weeks and bids were opened May 18, 2005. Three bids were
received with the low bid of $635,847.09 from Western Asphalt, Inc. The engineer's estimate was
$663,939.50.
ANALYSIS
All bids were checked and tabulated and no errors were found. Western Asphalt, Inc., provided references
for jobs of similar scope and size and has performed work successfully in Tukwila.
During advertisement for bids, developer and franchise utility work were identified to be constructed on
Macadam Road from S 12Slh St to 5 133rd 51., so City staff may delete this project from the 2005 Overlay
Program and add it to the 2006 Overlay Program.

1. Sound Transit Proiect Status Bnan and Rod told the committee of some of the work they
would do beginnmg thIS year and contmumg through 2007. The- phase currently bemg worked on
is the utility undergroundmg Already fimshed are condUlts m 42nd Ave S , Southcenter
Boulevard, and 51 st. \Vork IS starting on 52nd Ave S and East Margmal \Vay New retammg-
walls wIll be put In on the north side of Southcenter Boulevard, and pIers will be placed on tlie
south sIde ofthe road. The road WIll need to be moved north, wrnch wIll make some apartment
dnveways short, but they are workmg wIth the affected propertIes to make It as easy as possible
on them. Detours are possible while the pIers are beIng put m. PIers requmng detours WIll also
be put in on 52nd A venue, East MargInal vVay, and MartIn Luther Kmg 'vVay.
Two of the more dIfficult sectlons wIll be the 350 foot bndge over the DuwamIsh River, and a
350 foot bndge parallel to Boemg Access Road gomg over rmlroads and 1-5 Some sectlOllS wIll
be cut and cover 'Nhere bridge pIers are put in, Sound TransIt wIll work from south to north,
Some pIers are 10' m diameter. Rebar cages are put m after very large cranes and diggers remove
the dirt from the 60-100' depths. As the cages are filled at one time, concrete trucks WIll be
constantly movrng in and out until the pIers are filled.
The guideway will be built in sectlOns that are pre-cast m Cashmere. Bndges are built by addmg
sections on each sIde at one tIme. The statlOn wIll be built at the Ajax site, with storm water
detention bemg done near Southcenter Boulevard and 42nd Ave S. JIm H asked If Sound TransIt
would repmr their haul routes, and was told they WIll restore them once all the macrnnes have
come and gone. Joe wanted to be certaIn the nOlse and dust were controlled, and there were
people to call if constructlOn bothered cItizens Bnan and Rod assured the commIttee there wIll
be people to respond to citizen requests. Information.
2. 2005 Overlay and Repair Program The commIttee members had received two papers on
the overlay program. One showed the bId amount, engIneer's estImate, and budget. The other
showed the budget summary for several PublIc 'Norks projects thIs year. Some proJects' funds
. came from the overlay project that came m under budget. Macadam Road S. was removed from
;+th~ overlay b.ecause Water Distnct #125 IS PUttlI:,g in a new mam there thIS year, and NorMed
\ wIll be working there, also. JIm H asked when 4.Jrd Ave S. would be put back m the overlay
\ program, and staff smd HIghlme IS expected to work there this summer, so It was put off. Jim H
also saId he had driven around and looked at the streets on the overlay lIst, and not notIcmg some
were in need of obvious repairs. Pat assured Jim they have a pavement mahagement program that
lets them know what street problems to look for Jim M smd overlay and repaIr are so Important
that if you delay work for a year or two, you can never catch back up wIth street repairs
Recommend bid award to Western Asphalt. Inc. for 5635.847.09 to CO\V and Regular
Meetings.
