BACKGROUND W&H Pacific and Tukwila entered into Contract No. 05-039 for design services related to the 2005 Overlay Program. W &H Pacific has the experience and qualifications to provide construction management services, and was asked to prepare a draft scope and fee for a potential contract supplement. ANALYSIS The attached scope and fee for Supplemental Agreement No.1, in the amount of $50,970.85, is well within budget and is about 9% of the Engineer's Estimate for construction. The historical average for construction engineering is about 15 % of the construction value. The CIty desires to supplement the agreement entered mto wIth the Consultant and executed on, February 28, 2005, and identIfied as Agreement No. AG-05-039 All provIsIOns in the basIc agreement remain in effect except as expressly modIfied by thIs supplement. Six Year Transportation Improvement Program (TIP) The 2006-2011 TIP IS silmlar to the previous year's TIP, though two projects were deleted and three were added. The Green River Valley Signal CoordinatlOn was deleted as complete, and the S 144th Street (TIB-MIlItary) will be done thiS year, so it was removed. Southcenter Parkway S. 180th - South CIty Limits was revised to be S. 180th-S. 200th. The new projects are S 178th realignment, the S 180th/Andover intersection, and East Marginal \Vay(EMW)/Boeing Access Road (BAR) intersectIOn. The EM\VIBAR project has receIved 5100,000 in federal funds and $16,000 in TukwIla matching funds. Iun M emphasIzed the projects are not m a prionty order, but are on the lIst to be eligIble for grants. A publIc heanng IS needed, and will be held the same evemng as the cavv If possible. Recommend TIP to COvY and Regular Meeting. 5. Bidding Climate Jim M spoke of the a!arming new blddmg clunate. The City of Kent's International Boulevard project had only two bIdders, and bIds were $1-3 mIllIon over the expected cost. The nIckel package passed in 2004 will result in work begImIing on 1-405 this year. The Viaduct, SR 520, and the rest ofI-405 wIll be done III the next several years. Contractors such as SCI Infrastructure, wh1ch is doing the Cascade View neighborhood improvements work, are running out ofbondmg capacity with all the work they have won. Sound Transit work is also using contractors. Jim smd bIds wouldn't be competItive for several years. Information. 6. First Quarter Reports JIm M talked about a traming incident the City took part in recently. CIty staff members were better tramed than others, mostly as a result of their having taken the National Incident Management System (NIMS) traimng IfPol1ce, FIre, and Public Works are all NThtfS trained, the CIty can be l\i1MS-certIfied.
