Proposal for New Community Pride Award
TO:
Members of the Arts Commission have proposed a new award for the Tukwila community that would
be given yearly to a residence that is selected as an outstanding house and yard that demonstrates
the owner's pride in the upkeep of both the home and grounds
Nominations will be taken from Arts Commissioners, Parks Commissioners and City Council
members only There will be no applications taken from resident owners The nominees will be kept
confidential, and a committee comprised of one Arts Commissioner, one Parks Commissioner and
one City Council member will review the nominees and select one to receive the award
Nomination criteria will include the following'
. Home and grounds must be visible from street
. Home and grounds have a pleasing and aesthetic appeal
. Home and grounds are seasonally maintained
. Home and grounds enhance the surrounding environment
The award will consist of the winner's name being placed on a plaque (such as Tukwila Treasures)
and a gift basket that will be presented to the winner by a surprise visit to the home Additionally, the
winning residence will be spotlighted in the Hazelnut.
The gift basket, created by the Arts Commission with the assistance from the Parks and Recreation
Department, will consist of donations collected from local merchants in Tukwila such as a gift
certificate from Home Dept, Lowe's, Star Nursery, restaurants and others
Nominations are geared toward homeowners and/or renters that pride in the outward appearance of
their Tukwila home Residences that utilize the ongoing services of a professional maintenance
company should be excluded from nomination
At this time, the Arts Commission would like to request Council approval for this award The Council's
comments are welcomed and encouraged

1. Proposed Community Pride Award The Arts Commission has been dIscussing the Idea of
encouragmg Tukwila cItIzens to take pnde m their homes. They have now proposed an award to promote
the idea. The focus will be on encouragmg people to take good care of their homes, yards, and gardens
that can be seen from the street, and to reward those who do a particularly good Job. Cntena proposed
would require a pleasmg and aesthetic appeal of home and grounds, seasonal mamtenance, and an
enhancement of the surroundmg enviwnment. Cynthia said the Comn1lSslOn had proposed that Council,
Arts ComnnsslOners and Parks Comnl1sslOners be the ones who nommate homes and yards for an award.
ProfesslOnally mamtamed yards would be excluded, but renters' and employees' yards would be ehgible.
The comrmttee members expressed enthusIasm for the award, and encouraged Cynthia and the Arts
Commission to continue to work on the proposal. The Arts Commission would like a good tItle for theIr
award, which IS currently named Cornmumty Pnde award. Present award idea to Council.
2. Duwamish Riverbend Hill Grant The Land Conservancy applied for and got capItal fundmg from
the LegIslature for Grandmother's Hill. The grant was for $112,500. The funds were to pay for fencmg,
trail Improvements, SignS, a parking area and environmental Improvements. The grant will be added to the
fundmg receIved from Sound TransIt for use of the property as a staging area. Bruce wIll bnng back to the
comrrnttee a plan covenng what the money will be used for and how the Land Conservancy will be
mvolved. DennIS noted WRIA 9IS very mterested m opemng up the North TukwIla nverbank shorelme to
be more natural than it currently IS. They want to return the flver to ItS onginal banks below the Hill by
wIdemng it. The funding mformatlOn WIll go to the full Council. Information only.
3. Draft Chan2es to Si2n Code Brandon had researched other citIes' sign codes regardmg scoreboards,
and listed them m a matrix. Dennis suggested addmg wordmg to the language regulatmg scoreboards
wIth video dIsplays, and better defining scoreboards. Seattle and Sea Tac both regulate the bnghtness of
signs through measuring umts of brightness. The comrmttee wanted mformation on what the umts
sIgnIfied. Joan said she did not want signs to be dIstractIng from publIc nghts of way. She wanted
scoreboard signs not to become a nUisance for some citIzens, but she balanced that wIth recogmzmg SIgnS
can't be regulated so much they're not useful or viable. Brandon saId we're the strictest CIty regardmg
vIdeo dIsplays. Our standards for brightness are comparable to the other citIes that were surveyed. The
comrrnttee asked staff to add constramts to the installatIon of video scoreboards that dealt with the
legibilIty from off-site and potentIal for becommg a distraction or interfenng wIth the enjoyment of
resIdential property. Reschedule in Committee.
