HomeMy WebLinkAbout1915-12-14 Regular MinutesHall Town Council December 14, 1915 Council met in regular session and was called to order b y Mayor Stevens. Roll call showed the following Officers present. Mayor Stevens,Councilmembers Kassner, Klein, Stewart and Lutz. Councilman Walkup being absent. Minutes of last meeting and of Special Meeting on December 4th read and approved. Reports of Committes. Councilmember Stewart reported he had seen Fobes Supply Company and they agreed to writ Campbell Electric Company and have them ship the Automatic Clock free of charge to Town of Tukwila. Reports of Officers. Treasure reported the following for the month of November. Amount first of month $363.53 receipts $34.15 disbursements $48.14 balance. Close Month $349 Poundmaster reported that during the month, he had impounded two head of horses for which he had received $6.75 and eight head of cattle for which he had received $13.00. On motion of Councilmember Lutz the reports were accepted and placed on file. Communications. A communication to Mayor Stevens from the Oregon Agricultural College was read in which they stated they had never attempted the removal of the vocal organs from geese and ducks, but if they ever attempted to do the operation they would notify him of the results. A communication from the League of Washington Municipalities was read in which they asked for membership from this municipality. On recommendations by Mayor Stevens the Clerk was instructed to write them stating we would be glad to join with them. Councilmember Lutz made motion to lay communication over until next meeting and then act upon it. Carried. A communication from Mr. Stigler was read in which he stated his offer to donate land for the extension of the proposed new street. Still holds good. A communicaiton from Mr. Gunthert was read in which he stated he never had the maps of the Street grades and could not say where they were. On motion of Councilmember kassner these reports were accepted and placed on file. Mayor Stevens reported that Mr. Parker had presented the Town with a complete set of maps giving Street grades. A communication from Lowman & Hanford was read quoting prices of registration books. On motion of Councilmember Lutz the Clerk was instructed to order two registration books. A communication from C.P. Jensen was read in which he asked for some plank to be laid in the alley from his house to connect with plank already laid. Also asked to have lights turned on at 5:45 AM so he could see to get to the Station on way to work. Superintendent of Lights J.L. Durbin agreed to help him out on the light question, and on motion of Councilmember Lutz the Street Superintendent was instructed to procure the necessary plank for the work. Councilmember Kassner reported the Greeks employed in construction of the new highway had used several good planks from near the crossing. On motion of Councilmember Lutz Marshall Stauffer was instructed to take the planks from the Greeks or make them pay for same. Bills and Accounts. The following bills were read and after a recess in which they were OKed by the Finance Committee were ordered paid. J.L. Durbin $14.00 L.F. Frost $158.30 R.H. Kassner $8.25 E.J. Sanders $15.35 Councilmember Lutz as Chairman of the Election Committee reported that after a canvas of the election returns he had found them correct as counted by the Election Board. The Mayor thereupon declared the following officers elected. B.H. Kassner and F.J. Klein Councilmembers for two year terms A.J. Ericson and J.C. hagen Councilmember for one year terms and C.P. Jensen Treasurer for one year term and instructed the Clerk to write the Officers Elect and notify them to that effect. The Telephone Ordinance came up for its second reading. After some discussion in which the Councilmember favored inserting a Clause in the Ordinance granting the right to the Town of Tukwila to use the poles of the Company for wires for police and fire protection also wires for street lighting free of charge the Clerk was instructed to inser the Clause which was done and the ordinancw was passed unanimously. councilmember Lutz was excused at this time as he wanted to leave for Seattle on the 10:35. A resolution 2 prepared by the Mayor paving the way for an ordinance to be introduced was read and on motion of Councilmember Klein was passed by the Council. The ordinance mentioned in the resolution was then introduced and received its first reading and on motion of Councilmember Kassner was ordered to be held over until next meeting and take its usual course. This was an ordinance repealing some Sections of an ordinance recently passed by the Council for the opening up of a street from Clarence Avenue to Division Street between the properties of Mr. Stauffer and Mr. Stewart. This last ordinance called for changes to be assessed to the abutting property owners. Councilmember Stewart took exceptions to this Ordinance arose to his feet tendered his resignation to take effect at once denounced the actions of the Mayor in putting this ordinance before the Council and left the hall seemingly ver much peeved. there not being enough and Councilmembers left for a quorum the Council adjourned.
