HomeMy WebLinkAbout1915-08-10 Regular MinutesHall Town Council Tukwila Wash August 10, 1915 This being the Regular Meeting night of the Town Council the house was called to order by Mayor Stevens. Counoilmon Lutz and Stewart being all the Councilmen present and there not being enough for a quorum the Mayor adjourned the meeting for one week to meet August 17, 1915. Tukwila August 17, 1915 Council met in adjourned session for the regular transaction of business. Roll call showed the following officers present. Mayor S. H. Stevens, Councilmembers. Sandahl, Walkup, W.H. Stewart ,and E. Lutz. MinuteS of last meeting read and approved. Report of Committees Councilmember Stewart reported he had taken up the matter of the Automatic Clock with the Fobes Supply Co. and that they had taken it up with the Campbell Electric Co. and that they had asked to have the Clock shipped to them and they would repair it and return it free of cost to the Town of Tukwila. On motion of Councilman Lutz the Clerk was instructed to ship the Clock to the Campbell Electric Co. and write them a letter in regard to the matter and enclose bill or lading. Councilman reported he had not looked up the law in regard to the building of fires and asked for more time Which was granted. Communications. The Clerk read a communication from the Puget Sound Electric Railway (PSE) in which they stated they had instructed their employees to destroy Canada thistles growing on their Right of Way in Tukwila also that they would furnish Padlock and key for freight house door providing we could get some one to look after same. On motion of Councilman Lutz the C-ler•k was instructed to try and secure the services of Jas. Harthorn to take care of lock and key and write Co. Clerk then read a communication from Councilman Ralph Ives in which he tendered his resignation as Councilman. On motion of Councilman Sandahl the resignation was acceptted. The Mayor then appointed B. H. Kasner to fill the vacancy. On motion of Councilman Walkup Mr. Kasner was accepted as Councilman. Mr. Kasner was then duly sworn in by Judge Durbin signed the Oath of office and took his seat in the Council . Treasurer reported the following; amount on hand at beginning of month. $172.70 Receipts during $115.70 Disbursements $55.44 balance at close of month $232.96 Bills and accounts. The following bills were read and ordered Paid. J. L. Durbin salary :5.00 one days work 132.40 total $7.40 D. W. St Guff er salary $5.00 one days work total $7.40. Puget Sound Electric Ry.Current $3.35 Mrs. E.A. Myers. Storage for tools $1.00 W.M. Cross salary $5.00 Caroline Lutz Hall rent $2.00 Unfinished Business. The Ordinance for the Viaduct at' the Engel Hill was taken up and discussed.As the Council did not seem to favor the Ordinance Mayor Stevens asked Councilman Lutz to make a motion to lay the ordinance over but he objected and stated he wanted it threshed out at this tine. The Clerk was requested to read the Ordinance in full .also Ordinance No. 5 which was to be repealed. Council man Walkup spoke on the Ordinance and stated he was not in favor of it and would vote against it.He then made a motion they take a vote on it which wan done and resulted in the entire vote of the Council against it. Councilman Lutz made motion that Clerk advertise for bids for both a four and five foot walk. Motion lost by not receiving a second. Councilman an Walkup made motion the matter be placed in hands of Streets and allies Committee. Motion lost by not receiving a seoond.Councili an Stewart. made a motion that they expend $25.00 to repair old walk. Motion lost by not receiving a second. New Business Councilman Walkup made motion there be a Committee of three be appointed to devise ways and means to open a street from Clarence Avenue to Division Street. Councilman Lutz added to the motion that the Mayor be one of the Committee and act as Chairman. Carried Mayor Stevens then appointed Councilmen Walkup and Kasner. Walkup resigned and Councilman Lutz was appointed instead. Councilmember Walkup tendered his resignation as acting Street Superintendent which was accepted by the Council. Mayor Stevens Presented an Ordinance for the destruction of thistles and other noxious weeds,which was read by the Clerk and ordered laid over till next meeting. Mayor Stevens spoke on the need of more Street lights On motion of Councilman Lutz the the Light Committee was instructed to take the matter up and report at next meeting. Councilman Lutz was appointed to succeed Councilman Walkup on this Committee. Mayor Stevens announced that Mr.Peterson was now ready to pay to the Town Council the money now due on the disincorporation suit Mr.Peterson was given the floor to address the Council in which he give a history of the entire case and stated he was now ready to pay over the money if it was the will of the Council he should do so.After some discussion on the matter a vote was called for by roll cal l.Councilmen Waikup.Kasner,Stewart and Lutz voted to accept the money,Oouncilman Sandahi voted to not accept. Mr,Peterson then wrote a check in favor of the Council for the sum of $96.70 A proposition to put in Seattle Electric Co Lights and and Seattle Phones was briefly discussed.On motion of Councilman Sandahl the matter was ref ere d to the Light Committee ttee A proposition to put in a water system was also discussed On motion of councilman Lutz the Clerk was appointed as a Committee of one to investigate a certain proposition and report findings at next meeting. Mayor Stevens appointed Councilman Kasner to succeed Councilman Walkup as acting Street Superintendent. There being no further business to come before the house the Council adjourned to meet next regular meeting.Tuesday evening September 14, 1915 W.M. Cross Clerk
