BACKGROUND The Notice to Proceed for Contract No. 03-031 with R. W. Scott Construction Company of Auburn, Washington, was issued on January 27, 2003, for the construction of Project No. 91-RW03. The project provided roadway improvements on Tukwila International Blvd from S 152nd St to S 138th St including curb, gutter, sidewalk, storm drainage, pavement overlay, street lighting, underground utilities, and landscaping. This contract was completed on December 24, 2004. There were seventeen change orders issued during construction for $580,706.16 plus various bid item overruns. Closeout paperwork has been completed and verified, and the project is now ready for [mal acceptance. Tnkwila International Blvd. Phase I Acceptance R.W.Scott constructed the Tukwila International Boulevard (TIB) project from S. 152nd_S. 138th. The project to install curbs, gutters, sidewalks, stonn drainage, pavement overlay, street lighting, utility undergrounding and landscaping took two years to complete, and was finished on December 24th, 2004. Seventeen change orders were made, with the largest costs associated with cleaning contamination in the right of way in two places, and a late change in the requirement of the type of backfill for conduit vaults. The entire project \vas within budget. The committee members asked when the telephone poles would come down, and Jim estimated they would be down the first week or hvo of May. Business owners will then have 90 days to underground their own lines. Recommend formal acceptance and release of retainaee to consent ae:enda of a Reeular Meetine. 2. Traffic Calmine Cyndy and Sara Haile Intern have \vorked on traffic calming at 3ih/s. 130th streets. This pilot project is proceeding slowly because of restricted staff availability. An analysis of speeds and volumes was done, and it proved that cars are speeding there. The next step will be to talk to the neighborhood committee and explain an origin and destination study. Neighbors in the area will help in this, as it is done by tracking vehicle movement in a restricted area. Car movements are checked by noting vehicle license plates at various intersections. Information. 3. KIickitat/Southcenter Parkway The Klickitat proj ect is ready for a design report. This report will cover the first 30% of design, with final design following this stage. This first stage is important as it resolves the design issues. HNTB was rated best for this work. The city has received $661,333 in federal funds, and Federal Aid fonns will be used throughout the project in anticipation of receiving additional federal funds later this year. Impact fees in the Urban Center will also be contributed to this project, as well as $500,000 city funds. Recommend contract be executed with HNTB Corporation for $L168~322 at that evenine:'s COW and Reeular Meetine: 4/4/05. 4. S. 144th Phase I Improvement (Tuk\vila International Boulevard fTIBl to lVIilitarv Road) Sidewalks, bike lanes, wider travel lanes, streetscape improvements and undergrounding will all be included in this construction project. Rodarte Construction submitted the lowest bid. They had constructed Cascade View Park and 3ih improvements, so they were very familiar with the area. An additive alternate item was also included and will be done. The alternate includes the Water District #125 work to be done. Award Rodarte bid of $L810~600 for the base bid and $29~865.60 alternate additive to that evenine's COW and Ree:ular lVleetine: 4/4/05.
