SPONSOR'S The police department has received a solicitation from the US DO] for an Edward Byrne
SU \I1\LARY Memorial Grant for FY 2005. The grant total is $23, 740. Specific recommendations for
spending the grant funds are included in the attachment. The grant requires a review of
the application by the local governing body. Therefore, I am presenting this information
for review by the Finance and Safety Committee and request that the information be
presented to the entire council for review.

Grant Opportunity - Edward Byrne Memorial Justice Assistance Grant
The D.S Department of Justice has presented the Tukwila Police Department with the FY 2005 Local
Solicitation for the Edward Byrne Memorial Justice Assistance Grant (JAG). If accepted, this grant will
provide the police department with $23,740 to be spent over the next two years.
JAG funds can be used for state and local initiatives, technical assistance, training, personnel,
equipment, supplies, contractual support, and information systems for criminal justice for anyone or
more of the following purpose areas:
. Law enforcement programs
. Prosecution and court programs.
. Prevention and education programs
· Corrections and community corrections programs
. Drug treatment programs
. Planning, evaluation, and technology improvement programs
· Any law enforcement or justice initiative previously eligible for funding under Byrne or LLEBG
is eligible for JAG funding
The Police Department has identified two areas for utilization of these funds:
1. Control speedin2 and increase pedestrian safety -- $10,000
The department will use grant funds to purchase pole mounted speed measuring devices to monitor
traffic at problem locations. The devices monitor car speed by radar and display the speed to the
vehicle operator via digital readout. This would allow us to address more areas of traffic concern
than we are currently able to. No other funds are available for this purpose.
These devices range in price from $2,000 - $5,000. With $10,000 from the grant dedicated to this
purpose, we will be able to purchase 2-5 units, depending upon pricing and specifications.
2. Patrol division command and control improvements -- $13,740
The department will use grant funds to purchase a radio, computer, VRM, and other necessary
equipment to upgrade the operating platform of one Patrol Lieutenant's vehicle, similar to the

configurations found in the other Patrol Lieutenant and Captain's vehicles. This equipment will
allow the lieutenant to monitor and communicate with other staff, access emergency information and
mapping, and enable the vehicle and lieutenant to function in a command role in police and other
emergency situations. Currently this unit is ineffective and incapable of serving in a command role.
No other funds are available for this purpose.
Depending on cost and specifications, funds will be spent as follows:

Laptop and software 5,700
Vehicle Remote 2,500
Modem (VRM)
Misc. mounting / 1,240

Total $13,740
The grant requires that this application be reviewed by the governing body of the requesting jurisdiction.
Therefore, the Police Department is bringing this application forward for your review.
