CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Joan Hernandez, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, and De'Sean Quinn.
Jim Haggerton, Mayor; Shelley Kerslake, City Attorney; Shawn Hunstock, Interim City Administrator; Bob
Giberson, Public Works Director; Jack Pace, Community Development Director; Brandon Miles, Senior
Planner; David Haynes, Police Chief; Peggy McCarthy, Deputy Finance Director; Stephanie Brown,
Human Resources Director; Derek Speck, Economic Development Administrator; Mary Miotke,

MOVED BY ROBERTSON, SECONDED BY HERNANDEZ TO AMEND THE AGENDA TO ADD AN
EXECUTIVE SESSION UNDER ITEM 9. THE EXECUTIVE SESSION IS FOR PENDING LITIGATION,
PURSUANT TO RCW 42.30.110(1)(i) AND WILL LAST NO MORE THAN 30 MINUTES.
MOTION CARRIED 7 -0.
PROCLAMATIONS /APPOINTMENTS
Confirm the appointment of Steve Lancaster to the position of City Administrator effective
January 19, 2010 and waiving the residency requirement, per Ordinance No. 2039.
MOVED BY HERNANDEZ, SECONDED BY DUFFIE TO CONFIRM THE APPOINTMENT OF STEVE
LANCASTER TO THE POSITION OF CITY ADMINISTRATOR EFFECTIVE JANUARY 19, 2010 AND
WAIVING THE RESIDENCY REQUIREMENT, PER ORDINANCE NO. 2039. MOTION CARRIED 7 -0.
Steve Lancaster, City Administrator, stated it is a pleasure to be back after having spent 12 years of his
career at Tukwila. He looks forward to working with everyone again and has appreciated the welcome he
has received from the Council and the staff.
The City Councilmembers welcomed Mr. Lancaster back to the City of Tukwila.
Mayor Haggerton expressed appreciation to Shawn Hunstock, Finance Director, for taking on the duties
of Interim City Administrator for the past several weeks.
CITIZEN COMMENTS
Joanne McManus, 5610 South 133 Street, referenced a recent article in the Seattle Times regarding
Crystal Springs Park in Tukwila. She conveyed the City is lucky to have such nice parks, and they are
used by both children and senior citizens. She thanked the City Council for supporting the parks in
Tukwila.

CONSENT AGENDA
a. Approval of Minutes: 12/14/09 (Special); 1/4/10 (Regular)
b. Approval of Vouchers #351081- 351288 and #200912301 200912306 in the amount of $1,504,414.68.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
a. Authorize the Mayor to sign Amendment #1 to Contract #09 -121 with KPFF Consulting
Engineers for Tukwila South Permitting, in the amount of $50,000.00.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ, TO AUTHORIZE THE MAYOR TO SIGN
AMENDMENT #1 TO CONTRACT #09 -121 WITH KPFF CONSULTING ENGINEERS FOR TUKWILA
SOUTH PERMITTING, IN THE AMOUNT OF $50,000.00. MOTION CARRIED 7 -0.
b. A resolution adopting a legislative agenda and priorities for use in the 2010 Washington State
Legislative session.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ADOPTING A LEGISLATIVE AGENDA FOR USE IN THE 2010 WASHINGTON STATE
LEGISLATIVE SESSION.
MOVED BY HERNANDEZ, SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE READ
BY TITLE ONLY. MOTION CARRIED 7 -0.
Christy O'Flaherty, City Clerk, read the proposed resolution by title only.
MOVED BY HERNANDEZ, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE
ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1706.
NEW BUSINESS
Authorize the Mayor to sign an employment contract with Steve Lancaster, City Administrator.
MOVED BY ROBERTSON, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO SIGN A
PROFESSIONAL SERVICES AGREEMENT WITH STEVE LANCASTER, CITY ADMINISTRATOR.
MOTION CARRIED 7 -0.
REPORTS
a. Mayor
Mayor Haggerton reported that 3 Tukwila firefighters have been assigned to assist with the situation in
Haiti due to the recent earthquake. They are a part of the International Medical Surgical Response Team
acting as an Operations Chief, Deputy Section Chief of Operations, and Communications Team Leader.
They are holding positions of significance in the relief effort, and they will be acknowledged publicly upon
their return.
On January 12, 2010, Mayor Haggerton participated in "Jump Start Literacy" at Thorndyke Elementary
School. On January 13, 2010 he attended the Suburban Cities Public Issues meeting and on January 14,
2010, he attended the 38 Economic Forecast Summit at the Convention and Trade Center. Mayor
Haggerton indicated he is in support of 2 bills being proposed for this legislative session regarding
reimbursements to cities due to flooding issues and immunity for cities involved in legal action.

b. City Council
Councilmember Hernandez attended a January 14, 2010 Open House event at the Census Office. It was
stressed at the event that an accurate census can impact cities by way of funding opportunities and the
delegation of seats in the legislature. The census is scheduled to begin in February and census workers
will visit households that have not responded between May and July, with the responsibility for delivering
the census to the President by December 31, 2010. She indicated the Equity and Diversity Commission
will become involved in the census effort if needed.
Council President Robertson indicated he will bring forward the new procedure for tracking citizen
comments after he has had an opportunity to discuss it with the new City Administrator.
Councilmember Seal reported that the budget discussion at the Transportation Committee meeting this
evening was very beneficial.

EXECUTIVE SESSION
Start: 7:25 p.m.
Mayor Haggerton announced the purpose of the Executive Session is to discuss Pending Litigation
Pursuant to RCW 42.30.110(1)(i).
It will last no more than 30 minutes, and no decisions will be made during the Executive Session.

7:56 p.m. An announcement was made in the Tukwila City Hall Lobby by Brandon Miles, Senior Planner,
that the Executive Session would be continued for no more than 30 minutes.

MEETING BE ADJOURNED. MOTION CARRIED 7 -0.
