Rev 7/30/85 r iy AN ORDINANCE OF THE CITY OF TUKWILA, WASHING- TON, SETTING FORTH REQUIREMENTS FOR TOWING SERVICE LICENSEES WHO DESIRE TO IMPOUND VEHICLES AND /OR RESPOND TO POLICE REQUESTS TO CLEAR ACCIDENT SCENES, PRESCRIBING PROCEDURES FOR POLICE REQUESTS FOR TOWING ASSISTANCE, REPEALING SECTIONS 19 AND 20 OF ORDINANCE NO. 808 OF THE CITY OF TUKWILA AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, Section 19 of Ordinance No. 808 of the City of Tukwila, passed by the City Council on September 17, 1973, pro- vides that towing service licensees who wish to impound vehicles and /or respond to police requests to clear accident scenes shall maintain dispatch offices and impound yards within the City limits, and WHEREAS, Section 20 of the said Ordinance No. 808 provides that the Police Department shall rotate requests for towing assistance among operators of towing firms located within the City, and WHEREAS, at the .current time there is only one towing firm located in the City of Tukwila which meets the requirements of Sections 19 and 20 of Ordinance No. 808, and WHEREAS, the City Council has determined that it is in the public interest to remove the geographic limitation found in Sections 19 and 20 of Ordinance No. 808 in favor of a requirement that towing firms desiring to respond to police requests, whether such firms are located within or outside the City limits, meet certain response times, now, therefore, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Impounds and Accident Scenes. Each towing service licensee who wishes to impound vehicles, either private or public, and /or to respond to police requests to clear accident 1 1 scenes, shall, in addition to the other requirements set forth herein, provide the following: A. Service to the public on a twenty -four hour basis. One suitable single party telephone service shall be obtained and maintained; B. Radio equipment installed at a dispatching point and in each of the vehicles, and maintained in good working order at all times; C. Maintain an average response time of not more than twenty (20) minutes to all locations within the City; D. Secure a bond to cover any loss of public or private property from vandalism or theft while any vehicles impounded are stored in an impound storage lot. Section 2. Police Requests. When the owner of a motor vehicle has not requested a specific towing firm and relies upon the Police Department to call a tow truck for him, the Police Department shall call tow truck operators from an alphabetical list and shall rotate the calls so that such calls are evenly distributed among the licensed tow truck operators who have requested to be placed upon such list. The Police Department shall keep a record of such calls which shall be available for public inspection. Section 3. Repealer. Sections 19 and 20 of Ordinance No. 808 of the City of Tukwila, passed by the City Council on September 17, 1973, are hereby repealed. Section 4. Effective Date. This ordinance or a summary thereof consisting of the title, shall be published in the official newspaper of the City and shall take effect and be in full force five (5) days after the date of publication.
