BACKGROUND The Notice to Proceed for Contract No. 04-024 with Ballard Sheet Metal Works, Inc., of Seattle, Washington, was issued March 26, 2004, for the replacement work of Project No. 03-BG07 Tukwila Community Center Rotunda Gutter Replacement. This contract was substantially completed on April 16, 2004. No change order was issued during the contract. The contract'cost is summarized as follows: Contract Award Amount $ 28,680.00 Sales Tax Paid (8.8%) 2,523.84 Total Amount Paid (incl. retainage) $ 31,203.84 ACTION TAKEN The f'mal payment has been issued, f'mal records are being prepared and this acceptance will formalize the closeout of this project. RECOMMENDATION All work required under this contract has been completed. Tractor with Side Mount Flail Mower Bid Award A replacement tractor was scheduled to be replaced this year. Bids were solicited, and have come in under the $74,000 budget. The lowest bid was from Western Equipment Distributors for a base price of $55, 892.04. To that figure an alternative bid item for replacement mower blades and a 5-year extended warranty will add more, as will Washington State sales tax. Recommend bid award to June 7 Regular Meeting. 2. Tractor with Boom Flail Mower This mower is special because unlike the side mount mower, it has a boom that can be raised and lowered. This equipment also was bid, and several bids were received. The lowest bid was from Sumner Tractor and Equipment with a bid of $71,949. The budget is $89,000. Again, replacement mower blades and an extended warranty will be added, as well as sales tax. Recommend bid award to June 7 Regular Meeting. . Tukwila Community Center Rotunda Gutter Replacement When this project was bid, allard Sheet Metal Works won the bid. They were an excellent contractor, finishing their work promptly and without change orders, and doing a good job. Their final records are in, and staffis ready to close the project out. Recommend prelect acceptance~ release of retainage to consent agenda June 7. 4. Traffic Calming Cyndy has studied traffic calming in a previous job, and knows it is not a panacea for the problems of speeding and too much traffic on local roads. Joan asked about a petition the Council had gotten from Riverton citizens who are concemed about speeding and traffic volumes on 37th and S. 130th. Cyndy said she would work with those residents. She said it's important to get a consensus from many people in a neighborhood, rather than just a vocal few people. Other cities have made the mistake of installing expensive traffic calming devices that didn't work, and they had to remove them latar. Also, once a calming devise is put in, it's important to check to see how it's working not just alter installation, but 6 months or a year after. Jim M said the City could put in a temporary calming device before permanent installation. Some cities have codified their traffic calming processes, but Tukwila does not want to do that. Cyndy had a typical steps process for a traffic-calming program, and that seemed a reasonable first step. Another step could be a proposal process for submitting petitions. Drawings in the packet showed different types o f traffic calming. Information. 5. Six Year Transportation Improvement Program (2005-2010) This is the same program the City does every year. It has no new programs in it, and it needs to be adopted by the end of June. It is needed to allow project applications for grants, and though it is similar to the C1?, it only has project planned in the next six years.
